I. Scope

1.1. This Federal State Educational Standard for Higher Professional Education (FGOS VPO) is a set of requirements that are mandatory for the implementation of the main educational programs bachelor's degree in the direction of preparation 080100 Economics educational institutions higher professional education (higher educational institutions, universities), on the territory of the Russian Federation, having state accreditation.

1.2. The right to implement basic educational programs higher educational institution has only if there is an appropriate license issued by the authorized federal executive body.

II. Abbreviations Used

The following abbreviations are used in this standard:

VPO - higher professional education;

BEP - the main educational program;

OK - general cultural competencies;

PC - professional competencies;

UC OOP - the training cycle of the main educational program;

GEF VPO - the federal state educational standard of higher professional education.

III. Characteristics of the direction of training

The normative term, the total labor intensity of mastering the main educational programs (in credit units) * for full-time education and the corresponding qualification (degree) are shown in Table 1.

Terms of mastering the main educational program of the bachelor's degree in part-time (evening) and part-time forms of education, as well as in the case of a combination various forms studies can be increased by one year relative to the standard period indicated in Table 1, based on the decision of the Academic Council of the higher educational institution.

IV. Characteristics of professional activity of bachelors

4.1. Region professional activity bachelors includes:

economic, financial, marketing, production, economic and analytical services of organizations of various industries, spheres and forms of ownership,

financial, credit and insurance institutions,

state and municipal authorities,

academic and departmental research organizations,

general educational institutions, educational institutions of primary vocational, secondary vocational, higher professional and additional professional education.

4.2. The objects of professional activity of bachelors are the behavior of economic agents, their costs and results, functioning markets, financial and information flows, production processes.

4.3. Bachelor in the direction of preparation 080100 Economics is preparing for the following types of professional activities:

accounting and economic;

analytical, research;

organizational and managerial;

pedagogical.

Specific types of professional activity, for which a bachelor is mainly preparing, are determined by the higher educational institution together with the students, scientific and pedagogical workers of the higher educational institution and associations of employers.

4.4. Bachelor in the field of study 080100 Economics must solve the following professional tasks in accordance with the types of professional activity:



preparation of initial data for carrying out calculations of economic and socio-economic indicators characterizing the activities of economic entities;

carrying out calculations of economic and socio-economic indicators based on standard methods, taking into account the current regulatory framework;

development of economic sections of the plans of enterprises of various forms of ownership, organizations, departments;



search for information on the received task, collection and analysis of data necessary for carrying out specific economic calculations;

processing of arrays of economic data in accordance with the task, analysis, evaluation, interpretation of the results and substantiation of the conclusions;

construction of standard theoretical and econometric models of the studied processes, phenomena and objects related to the field of professional activity, analysis and interpretation of the results obtained;

analysis and interpretation of indicators characterizing socio-economic processes and phenomena at the micro- and macro-level both in Russia and abroad;

preparation of information reviews, analytical reports;

conducting statistical surveys, surveys, questionnaires and primary processing of their results;

participation in the development of design solutions in the field of professional activity, preparation of proposals and activities for the implementation of the developed projects and programs;



participation in the development of options for management decisions, justification of their choice based on the criteria of socio-economic efficiency, taking into account the risks and possible socio-economic consequences of the decisions made;

organization of the implementation of the assigned stage of work;

operational management of small teams and groups formed to implement a specific economic project;

participation in the preparation and decision-making on the organization of management and improvement of the activities of economic services and divisions of enterprises of various forms of ownership, organizations, departments, taking into account legal, administrative and other restrictions;

pedagogical activity

teaching economic disciplines in general educational institutions, educational institutions of primary vocational, secondary vocational, higher professional and additional professional education.

V. Requirements for the results of mastering the basic educational programs of the bachelor's degree

5.1. The graduate must have the following general cultural competencies (OC):

owns a culture of thinking, is capable of generalizing, analyzing, perceiving information, setting a goal and choosing ways to achieve it (OK-1);

is able to understand and analyze worldview, socially and personally significant philosophical problems (OK-2);

able to understand the driving forces and patterns of the historical process; events and processes of economic history; the place and role of one's country in the history of mankind and in modern world(OK-3);

is able to analyze socially significant problems and processes taking place in society and predict their possible development in the future (OK-4);

knows how to use regulatory legal documents in their activities (OK-5);

5.2. The graduate must have the following professional competencies(PC):

VI. Requirements for the structure of the main educational programs of the bachelor's degree

6.1. The main educational program of the bachelor's degree provides for the study of the following study cycles (Table 2):

humanitarian, social and economic cycles;

mathematical and natural science cycle;

professional cycle;

and sections:

Physical Culture;

educational and production practices and / or research work;

final state certification.

6.2. Each study cycle has a basic (obligatory) part and a variable (profile) part, established by the university. The variable (profile) part makes it possible to expand and (or) deepen the knowledge, skills and abilities determined by the content of the basic (mandatory) disciplines (modules), allows the student to obtain in-depth knowledge and skills for successful professional activity and (or) to continue professional education in magistracy.

6.3. The basic (compulsory) part of the cycle "Humanitarian, social and economic cycle" should include the study of the following compulsory disciplines: "History", "Philosophy", "Foreign Language".

The basic (mandatory) part of the professional cycle should include the study of the discipline "Life Safety".

The implementation of the undergraduate GPP at the discretion of the higher education institution is possible both with and without the allocation of bachelor training profiles. In the case of the implementation of the undergraduate GPP with the allocation of training profiles, the variable (profile) part of the professional cycle should include the study of disciplines that form knowledge, skills in accordance with the training profiles. The labor intensity of these disciplines in credit units is 20 percent of the total labor intensity of the bachelor's program.

VII. Requirements for the conditions for the implementation of the main educational programs of the bachelor's degree

7.1. Educational institutions independently develop and approve the BEP of the undergraduate program, which includes the curriculum, work programs of training courses, subjects, disciplines (modules) and other materials that ensure the education and quality of training of students, as well as educational and work practice programs, a calendar study schedule and methodological materials that ensure the implementation of the appropriate educational technology.

Higher educational institutions are obliged to annually update the main educational programs, taking into account the development of science, culture, economics, technology, technology and the social sphere.

7.2. When developing the BEP of an undergraduate degree, the university's capabilities in the formation of general cultural competencies of graduates (for example, competencies of social interaction, self-organization and self-government, system-activity nature) should be determined. The university is obliged to form a socio-cultural environment, create the conditions necessary for the comprehensive development of the individual.

The university is obliged to contribute to the development of the social and educational component educational process, including the development of student self-government, the participation of students in the work of public organizations, sports and creative clubs, scientific student societies.

7.3. The implementation of the competency-based approach should provide for the widespread use in the educational process of active and interactive forms of conducting classes (computer simulations, business and role-playing games, analysis of specific situations, psychological and other trainings) in combination with extracurricular work in order to form and develop the professional skills of students. As part of the training courses, meetings with representatives of Russian and foreign companies, state and public organizations, master classes of experts and specialists should be provided.

The proportion of classes conducted in interactive forms is determined by the main goal of the BEP, the peculiarity of the contingent of students and the content of specific disciplines, and in general, in the educational process, they should make up at least 20 percent of the classroom. Lecture-type classes for the respective groups of students cannot make up more than 50 percent of classroom lessons.

7.4. AT curriculum each discipline (module) should clearly articulate the end results of learning in an organic relationship with the acquired knowledge, skills and acquired competencies in general for the BEP. The total labor intensity of the discipline cannot be less than two credit units (with the exception of disciplines of the choice of students). For disciplines, the labor intensity of which is more than three credit units, an assessment should be made ("excellent", "good", "satisfactory").

7.5. The main educational program should contain disciplines of students' choice in the amount of at least one third of the variable part in total for cycles B.1, B.2 and B.3. The procedure for the formation of disciplines at the choice of students is established by the Academic Council of the university.

7.6. The maximum amount of study load of students cannot be more than 54 academic hours per week, including all types of classroom and extracurricular (independent) academic work on the development of the main educational program and optional disciplines established by the university in addition to the BEP and which are optional for students to study.

7.7. The maximum volume of classroom training per week when mastering the main educational program in full-time education is no more than 27 academic hours. This volume does not include compulsory classroom physical education classes.

7.8. In the case of the implementation of the BEP of the bachelor's degree in other forms of education, the maximum volume of classroom studies is established in accordance with the Model Regulation on an educational institution of higher professional education (higher educational institution), approved by Decree of the Government of the Russian Federation of February 14, 2008 N 71 (Collected Legislation of the Russian Federation, 2008 , N 8, art. 731).

7.9. The total amount of vacation time in the academic year should be 7-10 weeks, including at least two weeks in the winter.

In higher educational institutions that provide for military and / or law enforcement service, the duration of vacation time for students is determined in accordance with regulatory legal acts regulating the procedure for serving.

7.10. The section "Physical culture" by the labor intensity of two credit units is implemented:

in full-time education, as a rule, in the amount of 400 hours, while the volume of practical, including game types, training should be at least 360 hours.

7.11. The university is obliged to provide students with a real opportunity to participate in the formation of their training program, including the possible development of individual educational programs.

7.12. The university is obliged to familiarize students with their rights and obligations in the formation of the BEP, to explain that the disciplines (modules) chosen by students become mandatory for them.

7.13. The BEP of the undergraduate university should include laboratory workshops and workshops in the following disciplines (modules) of the basic part, which form students' skills in the field of econometric and statistical research, as well as in the disciplines (modules) of the variable part, the work programs of which provide for the formation of relevant skills in students.

7.14. Students have the following rights and obligations:

students have the right, within the amount of study time allotted for the development of disciplines (modules) of their choice, provided for by the BEP, to choose specific disciplines (modules);

when forming their individual educational program, students have the right to receive advice at the university on the choice of disciplines (modules) and their impact on the future profile of training;

when transferring from another higher educational institution, if they have the relevant documents, they have the right to re-credit previously mastered disciplines (modules) on the basis of attestation;

Students are required to complete all the tasks stipulated by the PEP of the university in a timely manner.

7.15. The section of the main educational program of the bachelor's degree "Educational and industrial practice" is mandatory and is a type of training session that is directly focused on the professional and practical training of students.

Specific types of practices are determined by the PEP of the university. Goals and objectives, programs and forms of reporting are determined by the university for each type of practice.

Practices are held in third-party organizations or in the departments and laboratories of the university (educational practice), which have the necessary human and scientific and technical potential.

Certification based on the results of the practice is carried out on the basis of an assessment of the student's solution to the tasks of the practice, feedback from the leaders of the practice on the level of his knowledge and qualifications. Based on the results of certification, a differentiated assessment is given.

Section educational practice may be the research work of the student. If it is available, when developing a research program, a higher education institution must provide students with the opportunity to:

study special literature and other scientific information, achievements of domestic and foreign science in the field of economics;

participate in the scientific research;

collect, process, analyze and systematize scientific information on the topic (task);

draw up reports (sections of the report) on the topic or its section (stage, task);

make presentations at conferences of various levels.

7.16. The implementation of the main educational programs of the bachelor's degree should be provided by scientific and pedagogical personnel, who, as a rule, have a basic education corresponding to the profile of the discipline taught, and systematically engaged in scientific and (or) scientific and methodological activities.

Share of teachers with degree and / or academic title, in the total number of teachers providing the educational process for this main educational program, there must be at least 60 percent, the scientific degree of Doctor of Science (including the degree awarded abroad, the award documents of which have passed the established recognition procedure and equivalence) and/or the academic title of professor must have at least eight percent of the teachers.

Teachers of the professional cycle must have a basic education and / or a scientific degree corresponding to the profile of the discipline taught. At least 60 percent of teachers (in terms of rates reduced to integer values) providing the educational process for the professional cycle must have academic degrees or academic titles. To educational process at least five percent of teachers from among the current managers and employees of specialized organizations should be involved.

Up to 10 percent off total number teachers with an academic degree and / or academic title can be replaced by teachers with experience practical work in this area as managers or leading specialists for more than 10 years.

7.17. The main educational program should be provided with educational and methodological documentation and materials for all training courses, disciplines (modules) of the main educational program. The content of each of these academic disciplines(modules) must be presented on the Internet or the local network of an educational institution.

Extracurricular work of students should be accompanied by methodological support and justification of the time spent on its implementation.

Each student must be provided with individual unlimited access to the electronic library system containing publications of educational, methodological and other literature on the main subjects studied and formed on the basis of direct agreements with copyright holders.

The library fund must be completed with printed and / or electronic editions of the main educational literature on the disciplines of the basic part of all cycles, published over the past 10 years (for the disciplines of the basic part of the humanitarian, social and economic cycle - over the past five years), at the rate of at least 25 copies such publications for every 100 students.

The fund of additional literature in addition to educational should include official, reference and bibliographic and specialized periodicals in the calculation of 1-2 copies for every 100 students.

The electronic library system should provide the possibility of individual access for each student from any point where there is access to the Internet.

7.18. The Academic Council of the higher educational institution, when introducing the BEP of the bachelor's degree, approves the amount of funds for the implementation of the relevant basic educational programs.

7.19. A higher educational institution that implements the basic educational programs of a bachelor's degree must have a material and technical base that ensures the conduct of all types of disciplinary and interdisciplinary training, laboratory, practical and research work of students, provided curriculum university and the relevant current sanitary and fire rules and regulations.

The minimum list of material and technical support required for the implementation of the BEP for undergraduate studies includes: specially equipped classrooms and auditoriums: computer classes, language laboratories, auditoriums equipped with multimedia teaching aids.

When using electronic publications, the university must provide each student during self-study workplace in a computer class with Internet access in accordance with the volume of disciplines studied.

The university is obliged to provide students with access to networks such as the Internet at the rate of at least one entry per 50 users.

The university must be provided with the necessary set of licensed software.

VIII. Assessment of the quality of mastering the main educational programs of the bachelor's degree

8.1. A higher education institution is obliged to provide a guarantee of the quality of training, including by:

developing a strategy to ensure the quality of graduate training with the involvement of representatives of employers;

monitoring, periodic review of educational programs;

development of objective procedures for assessing the level of knowledge and skills of students, the competencies of graduates;

ensuring competence teaching staff;

regular self-examination according to agreed criteria for performance evaluation (strategy) and comparison with other educational institutions with the involvement of representatives of employers;

informing the public about the results of its activities, plans, innovations.

8.2. Assessment of the quality of mastering the main educational programs should include ongoing monitoring of progress, intermediate certification of students and final state certification of graduates.

8.3. Specific forms and procedures for current and intermediate control of knowledge in each discipline are developed by the university independently and brought to the attention of students during the first month of training.

8.4. To certify students for the compliance of their personal achievements with the step-by-step requirements of the relevant BEP (current progress control and intermediate certification), funds of assessment tools are created, including standard tasks, test papers, tests and control methods to assess knowledge, skills and the level of acquired competencies. Evaluation funds are developed and approved by the university.

The university should create conditions for the maximum approximation of programs current control academic performance and intermediate certification students to the conditions of their future professional activities - for which, in addition to teachers of a particular discipline, employers, teachers who teach related disciplines, and so on, should be actively involved as external experts.

8.5. Students should be given the opportunity to evaluate the content, organization and quality of the educational process as a whole, as well as the work of individual teachers.

8.6. The final state attestation includes the defense of the bachelor's final qualifying work (bachelor's thesis). The state exam is introduced at the discretion of the university.

III. Characteristics of the direction of training

The volume of the undergraduate program is 240 credit units (hereinafter - CU), regardless of the form of study used educational technologies, implementation of a bachelor's program using a network form, implementation of a bachelor's program according to an individual curriculum, including accelerated learning.

3.3. The term for obtaining education under the bachelor's program:

In full-time education, including vacations provided after passing the state final certification, regardless of the educational technologies used, is 4 years. The volume of the undergraduate program in full-time study, implemented in one academic year, is 60 CU;

In part-time or extramural forms of education, regardless of the educational technologies used, it increases by at least 6 months and not more than 1 year compared to the period of full-time education. The volume of the undergraduate program for one academic year in part-time or correspondence forms of study cannot exceed 75 CU;

When studying according to an individual curriculum, regardless of the form of education, it is no more than the period for obtaining education established for the corresponding form of education, and when studying according to individual plan persons with handicapped health status can be increased at their request by no more than 1 year compared to the period of education for the corresponding form of education. The volume of the undergraduate program for one academic year when studying according to an individual plan, regardless of the form of study, cannot be more than 75 CU.

The specific term for obtaining education and the volume of the undergraduate program implemented in one academic year, in part-time or part-time forms of study, as well as according to an individual plan, are determined by the organization independently within the time limits established by this paragraph.

3.4. When implementing the undergraduate program, the organization has the right to use e-learning and distance learning technologies.

When teaching people with disabilities, e-learning and distance learning technologies should provide for the possibility of receiving and transmitting information in forms accessible to them.

3.5. The implementation of the undergraduate program is possible using the network form.

IV. Characteristics of the professional activity of graduates who have mastered the undergraduate program

4.1. The field of professional activity of graduates who have mastered the undergraduate program includes:

4.2. The objects of professional activity of graduates who have mastered the undergraduate program are the behavior of economic agents, their costs and results, functioning markets, financial and information flows, and production processes.

4.3. Types of professional activities for which graduates who have mastered the undergraduate program are preparing:

When developing and implementing a bachelor's program, an organization focuses on a specific type (types) of professional activity for which (which) a bachelor is preparing, based on the needs of the labor market, research and material and technical resources of the organization.

The undergraduate program is formed by the organization depending on the types learning activities and requirements for the results of mastering the educational program:

5.7. When developing a bachelor's program, the requirements for learning outcomes in individual disciplines (modules), practices, the organization establishes independently, taking into account the requirements of the relevant exemplary basic educational programs.

VI. Requirements for the structure of the undergraduate program

6.1. The structure of the undergraduate program includes a mandatory part (basic) and a part formed by participants in educational relations (variable). This makes it possible to implement undergraduate programs that have a different focus (profile) of education within the same area of ​​study (hereinafter referred to as the focus (profile) of the program).

6.2. The undergraduate program consists of the following blocks:

Block 1 "Disciplines (modules)", which includes disciplines (modules) related to the basic part of the program and disciplines (modules) related to its variable part.

Block 2 "Practices", which fully refers to the variable part of the program.

Block 3 "State final examination", which fully relates to the basic part of the program and ends with the assignment of a qualification indicated in the list of specialties and areas of higher education, approved by the Ministry of Education and Science of the Russian Federation *.

6.3. Disciplines (modules) related to the basic part of the bachelor's program are mandatory for students to master, regardless of the direction (profile) of the bachelor's program that he is mastering. The set of disciplines (modules) related to the basic part of the undergraduate program, the organization determines independently in the amount established by this Federal State Educational Standard of HE, taking into account the corresponding (relevant) exemplary (exemplary) main (basic) educational (educational) program (programs).

6.4. Disciplines (modules) in philosophy, history, foreign language, life safety are implemented within the framework of the basic part of Block 1 "Disciplines (modules)" of the undergraduate program. The volume, content and procedure for the implementation of these disciplines (modules) are determined by the organization independently.

6.5. Disciplines (modules) in physical culture and sports are implemented within the framework of:

6.6. Disciplines (modules) related to the variable part of the undergraduate program and practices determine the direction (profile) of the undergraduate program. The set of disciplines (modules) related to the variable part of the undergraduate program and practice is determined by the organization independently in the scope established by this Federal State Educational Standard of Higher Education. After the student chooses the direction (profile) of the program, a set of relevant disciplines (modules) and practices becomes mandatory for the student to master.

6.7. Block 2 "Practices" includes educational and production, including undergraduate practice.

6.8. VII. Requirements for the conditions for the implementation of the undergraduate program

7.1. General system requirements for the implementation of the undergraduate program.

7.1.1. The organization must have a material and technical base that complies with the current fire rules and regulations and ensures the conduct of all types of disciplinary and interdisciplinary training, practical and research work of students, provided for by the curriculum.

7.1.2. Each student during the entire period of study must be provided with individual unlimited access to one or more electronic library systems (electronic libraries) and to the electronic information and educational environment of the organization. Electronic library system ( digital library) and the electronic information and educational environment should provide the ability for the student to access from any point where there is access to the information and telecommunication network "Internet" (hereinafter referred to as the "Internet" network), both on the territory of the organization and outside it.

The electronic information and educational environment of the organization should provide:

Access to curricula, work programs of disciplines (modules), practices, to publications of electronic library systems and electronic educational resources specified in work programs;

Fixing the course of the educational process, the results of intermediate certification and the results of mastering the undergraduate program;

Conducting all types of classes, procedures for assessing learning outcomes, the implementation of which is provided for using e-learning, distance learning technologies;

Formation of an electronic portfolio of the student, including the preservation of the student's work, reviews and assessments of these works by any participants in the educational process;

Interaction between participants in the educational process, including synchronous and (or) asynchronous interaction via the Internet.

The functioning of the electronic information and educational environment is ensured by appropriate means of information and communication technologies and the qualifications of employees using and supporting it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation**.

7.1.3. In the case of the implementation of the bachelor's program in the network form, the requirements for the implementation of the bachelor's program must be provided by a set of resources of material, technical and educational support provided by organizations participating in the implementation of the bachelor's program in the network form.

7.1.4. In the case of the implementation of the undergraduate program at the departments and (or) other structural divisions of the organization created in accordance with the established procedure in other organizations, the requirements for the implementation of the undergraduate program must be provided by a combination of resources of these organizations.

7.1.5. 7.1.6. The share of full-time scientific and pedagogical workers (in terms of rates reduced to integer values) must be at least 50 percent of the total number of scientific and pedagogical workers of the organization.

7.2. Requirements for personnel conditions for the implementation of the bachelor's program.

7.2.1. The implementation of the undergraduate program is provided by the management and scientific and pedagogical employees of the organization, as well as by persons involved in the implementation of the undergraduate program on the terms of a civil law contract.

7.2.2. The share of scientific and pedagogical workers (in terms of rates reduced to integer values) with an education corresponding to the profile of the discipline (module) being taught in the total number of scientific and pedagogical workers implementing the undergraduate program should be at least 70 percent.

7.2.3. The share of scientific and pedagogical workers (in terms of rates reduced to integer values) who have an academic degree (including an academic degree awarded abroad and recognized in the Russian Federation) and (or) an academic title (including an academic title obtained abroad and recognized by the Russian Federation), in the total number of scientific and pedagogical workers implementing the undergraduate program should be at least 70 percent.

7.2.4. The share of employees (in terms of rates reduced to integer values) from the number of managers and employees of organizations whose activities are related to the direction (profile) of the undergraduate program being implemented (having work experience in this professional area not less than 3 years) in the total number of employees implementing the undergraduate program must be at least 10 percent.

7.3. Requirements for the material, technical and educational and methodological support of the undergraduate program.

7.3.1. Special premises should be classrooms for conducting lecture-type classes, seminar-type classes, course design (performing term papers), group and individual consultations, monitoring and intermediate certification, as well as rooms for independent work and rooms for storage and preventive maintenance of educational equipment. Special rooms should be equipped with specialized furniture and technical teaching aids that serve to present educational information large audience.

For conducting lecture-type classes, sets of demonstration equipment and educational visual aids are offered, providing thematic illustrations corresponding to exemplary programs of disciplines (modules), working curricula of disciplines (modules).

The list of material and technical support necessary for the implementation of the undergraduate program includes laboratories equipped with laboratory equipment, depending on the degree of its complexity. Specific requirements for material and technical and educational and methodological support are determined in exemplary basic educational programs.

Premises for independent work of students should be equipped with computers with the ability to connect to the Internet and provide access to the electronic information and educational environment of the organization.

In the case of the use of e-learning, distance learning technologies, it is allowed to replace specially equipped rooms with their virtual counterparts, allowing students to master the skills and abilities provided for by professional activities.

In case of non-use in the organization of the electronic library system (electronic library) library fund must be completed with printed publications at the rate of at least 50 copies of each of the publications of the main literature listed in the work programs of disciplines (modules), practices and at least 25 copies of additional literature per 100 students.

7.3.2. The organization must be provided with the necessary set of licensed software (the composition is determined in the work programs of disciplines (modules) and is subject to annual renewal).

7.3.3. Electronic library systems (electronic library) and electronic information and educational environment must provide simultaneous access to at least 25 percent of students in the undergraduate program.

7.3.4. Students should be provided with access (remote access), including in the case of using e-learning, distance learning technologies, to modern professional databases and information reference systems, the composition of which is determined in the work programs of disciplines (modules) and is subject to annual updating.

7.3.5. Students from among persons with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to their disabilities.

7.4. Requirements to financial conditions implementation of the undergraduate program.

7.4.1. Financial support for the implementation of the undergraduate program should be carried out in an amount not lower than the basic standard costs established by the Ministry of Education and Science of the Russian Federation for the provision of public services in the field of education for a given level of education and direction of training, taking into account adjustment factors that take into account the specifics of educational programs in accordance with the Methodology for determining regulatory costs for the provision of public services for the implementation of state-accredited educational programs of higher education in specialties and areas of training, approved by order of the Ministry of Education and Science of the Russian Federation of August 2, 2013 N 638 (registered by the Ministry of Justice of the Russian Federation on September 16, 2013, registration N 29967).

FEDERAL STATE EDUCATIONAL STANDARD OF HIGHER PROFESSIONAL EDUCATION ON THE DIRECTION OF TRAINING 080100 ECONOMICS (QUALIFICATION (DEGREE) "BACHELOR")

I. SCOPE

1.1. This Federal State Educational Standard of Higher Professional Education (FGOS HPE) is a set of requirements that are mandatory for the implementation of basic educational programs of undergraduate studies in the direction of preparation 080100 Economics by educational institutions of higher professional education (higher educational institutions, universities) on the territory of the Russian Federation that have state accreditation .

1.2. A higher education institution has the right to implement basic educational programs only if it has an appropriate license issued by the authorized federal executive body.

II. ABBREVIATIONS USED

The following abbreviations are used in this standard:

VPO - higher professional education;

BEP - the main educational program;

OK - general cultural competencies;

PC - professional competencies;

UC OOP - the training cycle of the main educational program;

GEF VPO - the federal state educational standard of higher professional education.

III. CHARACTERISTIC OF THE DIRECTION OF PREPARATION

Normative term, total labor intensity of mastering the main educational programs (in credit units)<*>for full-time education and the corresponding qualification (degree) are shown in Table 1.

<*>One credit unit corresponds to 36 academic hours.

The terms for mastering the main educational program of the bachelor's degree in part-time (evening) and part-time forms of education, as well as in the case of a combination of various forms of education, may be increased by one year relative to the standard period indicated in Table 1, based on the decision of the Academic Council of the higher educational institution.

IV. CHARACTERISTICS OF PROFESSIONAL ACTIVITIES OF BACHELERS

4.1. The field of professional activity of bachelors includes:

economic, financial, marketing, production, economic and analytical services of organizations of various industries, spheres and forms of ownership,

financial, credit and insurance institutions,

state and municipal authorities,

academic and departmental research organizations,

general educational institutions, educational institutions of primary vocational, secondary vocational, higher professional and additional professional education.

4.2. The objects of professional activity of bachelors are the behavior of economic agents, their costs and results, functioning markets, financial and information flows, production processes.

4.3. Bachelor in the direction of preparation 080100 Economics is preparing for the following types of professional activities:

accounting and economic;

analytical, research;

organizational and managerial;

pedagogical.

Specific types of professional activity, for which a bachelor is mainly preparing, are determined by the higher educational institution together with the students, scientific and pedagogical workers of the higher educational institution and associations of employers.

4.4. Bachelor in the field of study 080100 Economics must solve the following professional tasks in accordance with the types of professional activity:

preparation of initial data for carrying out calculations of economic and socio-economic indicators characterizing the activities of economic entities;

carrying out calculations of economic and socio-economic indicators based on standard methods, taking into account the current regulatory framework;

development of economic sections of the plans of enterprises of various forms of ownership, organizations, departments;

search for information on the received task, collection and analysis of data necessary for carrying out specific economic calculations;

processing of arrays of economic data in accordance with the task, analysis, evaluation, interpretation of the results and substantiation of the conclusions;

construction of standard theoretical and econometric models of the studied processes, phenomena and objects related to the field of professional activity, analysis and interpretation of the results obtained;

analysis and interpretation of indicators characterizing socio-economic processes and phenomena at the micro and macro levels both in Russia and abroad;

preparation of information reviews, analytical reports;

conducting statistical surveys, surveys, questionnaires and primary processing of their results;

participation in the development of design solutions in the field of professional activity, preparation of proposals and activities for the implementation of the developed projects and programs;

participation in the development of options for management decisions, justification of their choice based on the criteria of socio-economic efficiency, taking into account the risks and possible socio-economic consequences of the decisions made;

organization of the implementation of the assigned stage of work;

operational management of small teams and groups formed to implement a specific economic project;

participation in the preparation and decision-making on the organization of management and improvement of the activities of economic services and divisions of enterprises of various forms of ownership, organizations, departments, taking into account legal, administrative and other restrictions;

pedagogical activity

teaching economic disciplines in general educational institutions, educational institutions of primary vocational, secondary vocational, higher professional and additional professional education.

V. REQUIREMENTS FOR THE RESULTS OF MASTERING THE BASIC EDUCATIONAL BACHELOR PROGRAMS

5.1. The graduate must have the following general cultural competencies (OC):

owns a culture of thinking, is capable of generalizing, analyzing, perceiving information, setting a goal and choosing ways to achieve it (OK-1);

is able to understand and analyze worldview, socially and personally significant philosophical problems (OK-2);

able to understand the driving forces and patterns of the historical process; events and processes of economic history; the place and role of one's country in the history of mankind and in the modern world (OK-3);

is able to analyze socially significant problems and processes occurring in society and predict their possible development in the future (OK-4);

knows how to use regulatory legal documents in their activities (OK-5);

is able to logically correctly, reasonably and clearly build oral and written speech (OK-6);

ready for cooperation with colleagues, teamwork (OK-7);

speaks one of the foreign languages ​​at a level not lower than spoken (OK-14);

owns the basic methods of protecting production personnel and the population from the possible consequences of accidents, catastrophes, natural disasters (OK-15);

owns the means of independent methodically correct use of methods of physical education and health promotion, is ready to achieve the proper level of physical fitness to ensure full-fledged social and professional activities (OK-16).

5.2. The graduate must have the following professional competencies (PC):

VI. REQUIREMENTS FOR THE STRUCTURE OF THE BASIC EDUCATIONAL PROGRAMS OF THE BACHELOR

6.1. The main educational program of the bachelor's degree provides for the study of the following study cycles (Table 2):

humanitarian, social and economic cycles;

mathematical and natural science cycle;

professional cycle;

and sections:

Physical Culture;

educational and production practices and / or research work;

final state certification.

6.2. Each study cycle has a basic (obligatory) part and a variable (profile) part, established by the university. The variable (profile) part makes it possible to expand and (or) deepen the knowledge, skills and abilities determined by the content of the basic (mandatory) disciplines (modules), allows the student to obtain in-depth knowledge and skills for successful professional activity and (or) to continue professional education in magistracy.

6.3. The basic (compulsory) part of the cycle "Humanitarian, social and economic cycle" should include the study of the following compulsory disciplines: "History", "Philosophy", "Foreign Language".

The basic (mandatory) part of the professional cycle should include the study of the discipline "Life Safety".

The implementation of the undergraduate GPP at the discretion of the higher education institution is possible both with and without the allocation of bachelor training profiles. In the case of the implementation of the undergraduate GPP with the allocation of training profiles, the variable (profile) part of the professional cycle should include the study of disciplines that form knowledge, skills in accordance with the training profiles. The labor intensity of these disciplines in credit units is 20 percent of the total labor intensity of the bachelor's program.

VII. REQUIREMENTS FOR THE CONDITIONS FOR THE IMPLEMENTATION OF BASIC EDUCATIONAL BACHELOR PROGRAMS

7.1. Educational institutions independently develop and approve the BEP of the undergraduate program, which includes the curriculum, work programs of training courses, subjects, disciplines (modules) and other materials that ensure the education and quality of training of students, as well as educational and work practice programs, a calendar study schedule and methodological materials that ensure the implementation of the appropriate educational technology.

The profile of the BEP is determined by the higher educational institution in accordance with the exemplary basic educational program of the HPE.

Higher educational institutions are obliged to annually update the main educational programs, taking into account the development of science, culture, economics, technology, technology and the social sphere.

7.2. When developing the BEP of an undergraduate degree, the university's capabilities in the formation of general cultural competencies of graduates (for example, competencies of social interaction, self-organization and self-government, system-activity nature) should be determined. The university is obliged to form a socio-cultural environment, create the conditions necessary for the comprehensive development of the individual.

The university is obliged to promote the development of the social and educational component of the educational process, including the development of student self-government, the participation of students in the work of public organizations, sports and creative clubs, scientific student societies.

7.3. The implementation of the competency-based approach should provide for the widespread use in the educational process of active and interactive forms of conducting classes (computer simulations, business and role-playing games, analysis of specific situations, psychological and other trainings) in combination with extracurricular work in order to form and develop the professional skills of students. As part of the training courses, meetings with representatives of Russian and foreign companies, state and public organizations, master classes of experts and specialists should be provided.

The proportion of classes conducted in interactive forms is determined by the main goal of the BEP, the peculiarity of the contingent of students and the content of specific disciplines, and in general, in the educational process, they should make up at least 20 percent of the classroom. Lecture-type classes for the respective groups of students cannot make up more than 50 percent of classroom lessons.

7.4. The curriculum of each discipline (module) should clearly articulate the end results of learning in an organic relationship with the acquired knowledge, skills and acquired competencies in general in the BEP. The total labor intensity of the discipline cannot be less than two credit units (with the exception of disciplines of the choice of students). For disciplines, the labor intensity of which is more than three credit units, an assessment should be made ("excellent", "good", "satisfactory").

7.5. The main educational program should contain disciplines of students' choice in the amount of at least one third of the variable part in total for cycles B.1, B.2 and B.3. The procedure for the formation of disciplines at the choice of students is established by the Academic Council of the university.

7.6. The maximum volume of the study load of students cannot be more than 54 academic hours per week, including all types of classroom and extracurricular (independent) study work to master the main educational program and optional disciplines established by the university in addition to the BEP and which are optional for students to study.

7.7. The maximum volume of classroom training per week when mastering the main educational program in full-time education is no more than 27 academic hours. This volume does not include compulsory classroom physical education classes.

7.8. In the case of the implementation of the BEP of the bachelor's degree in other forms of education, the maximum volume of classroom studies is established in accordance with the Model Regulation on an educational institution of higher professional education (higher educational institution), approved by Decree of the Government of the Russian Federation of February 14, 2008 N 71 (Collection of Legislation of the Russian Federation, 2008, No. 8, item 731).

7.9. The total amount of vacation time in the academic year should be 7-10 weeks, including at least two weeks in the winter.

In higher educational institutions that provide for military and / or law enforcement service, the duration of vacation time for students is determined in accordance with the regulatory legal acts regulating the procedure for serving<*>.

7.10. The section "Physical culture" by the labor intensity of two credit units is implemented:

in full-time education, as a rule, in the amount of 400 hours, while the volume of practical, including game types, training should be at least 360 hours.

7.11. The university is obliged to provide students with a real opportunity to participate in the formation of their training program, including the possible development of individual educational programs.

7.12. The university is obliged to familiarize students with their rights and obligations in the formation of the BEP, to explain that the disciplines (modules) chosen by students become mandatory for them.

7.13. The BEP of a university undergraduate should include laboratory workshops and practical classes in the following disciplines (modules) of the basic part, which form students' skills and abilities in the field of econometric and statistical research, as well as in the disciplines (modules) of the variable part, the work programs of which provide for the goals of forming students relevant skills and abilities.

7.14. Students have the following rights and obligations:

students have the right, within the amount of study time allotted for the development of disciplines (modules) of their choice, provided for by the BEP, to choose specific disciplines (modules);

when forming their individual educational program, students have the right to receive advice at the university on the choice of disciplines (modules) and their impact on the future profile of training;

when transferring from another higher educational institution, if they have the relevant documents, they have the right to re-credit previously mastered disciplines (modules) on the basis of attestation;

Students are required to complete all the tasks stipulated by the PEP of the university in a timely manner.

7.15. The section of the main educational program of the bachelor's degree "Educational and industrial practice" is mandatory and is a type of training session that is directly focused on the professional and practical training of students.

Specific types of practices are determined by the PEP of the university. Goals and objectives, programs and forms of reporting are determined by the university for each type of practice.

Practices are held in third-party organizations or in the departments and laboratories of the university (educational practice), which have the necessary human and scientific and technical potential.

Certification based on the results of the practice is carried out on the basis of an assessment of the student's solution to the tasks of the practice, feedback from the leaders of the practice on the level of his knowledge and qualifications. Based on the results of certification, a differentiated assessment is given.

A section of educational practice can be a student's research work. If it is available, when developing a research program, a higher education institution must provide students with the opportunity to:

study special literature and other scientific information, achievements of domestic and foreign science in the field of economics;

participate in scientific research;

collect, process, analyze and systematize scientific information on the topic (task);

draw up reports (sections of the report) on the topic or its section (stage, task);

make presentations at conferences of various levels.

7.16. The implementation of the main educational programs of the bachelor's degree should be provided by scientific and pedagogical personnel, who, as a rule, have a basic education corresponding to the profile of the discipline taught, and systematically engaged in scientific and (or) scientific and methodological activities.

The share of teachers with an academic degree and / or academic title in the total number of teachers providing the educational process for this main educational program must be at least 60 percent, the scientific degree of Doctor of Science (including the degree awarded abroad, documents on the assignment which have passed the established procedure for recognition and establishment of equivalence) and / or the academic title of professor must have at least eight percent of the teachers.

Teachers of the professional cycle must have a basic education and / or a scientific degree corresponding to the profile of the discipline taught. At least 60 percent of teachers (in terms of rates reduced to integer values) providing the educational process for the professional cycle must have academic degrees or academic titles. At least five percent of teachers from among the current managers and employees of specialized organizations should be involved in the educational process.

Up to 10 percent of the total number of teachers with an academic degree and / or academic title can be replaced by teachers who have practical experience in this area as managers or leading specialists for more than 10 years.

7.17. The main educational program should be provided with educational and methodological documentation and materials for all training courses, disciplines (modules) of the main educational program. The content of each of these academic disciplines (modules) must be presented on the Internet or the local network of an educational institution.

Extracurricular work of students should be accompanied by methodological support and justification of the time spent on its implementation.

Each student should be provided with access to an electronic library system containing publications on the main disciplines studied and formed in agreement with the copyright holders of educational and educational literature.

At the same time, it should be possible to provide simultaneous individual access to such a system for at least 25 percent of students.

The library fund must be completed with printed and / or electronic editions of the main educational literature on the disciplines of the basic part of all cycles, published over the past 10 years (for the disciplines of the basic part of the humanitarian, social and economic cycle - over the past five years), at the rate of at least 25 copies such publications for every 100 students.

The fund of additional literature in addition to educational should include official, reference and bibliographic and specialized periodicals in the amount of 1 - 2 copies for every 100 students.

The electronic library system should provide the possibility of individual access for each student from any point where there is access to the Internet.

Prompt exchange of information with domestic and foreign universities and organizations must be carried out in compliance with the requirements of the legislation of the Russian Federation on intellectual property and international treaties of the Russian Federation in the field of intellectual property. Students should be provided with access to modern professional databases, information reference and search systems.

7.18. The Academic Council of the higher educational institution, when introducing the BEP of the bachelor's degree, approves the amount of funds for the implementation of the relevant basic educational programs.

Funding for the implementation of basic educational programs should be carried out in an amount not lower than the established standards for financing a higher educational institution<*>.

7.19. A higher educational institution that implements the basic educational programs of a bachelor's degree must have a material and technical base that ensures the conduct of all types of disciplinary and interdisciplinary training, laboratory, practical and research work of students, provided for by the curriculum of the university and corresponding to the current sanitary and fire rules and regulations .

The minimum list of material and technical support required for the implementation of the BEP for undergraduate studies includes: specially equipped classrooms and auditoriums: computer classes, language laboratories, auditoriums equipped with multimedia teaching aids.

When using electronic publications, the university must provide each student during self-study with a workplace in a computer class with Internet access in accordance with the volume of disciplines studied.

The university is obliged to provide students with access to networks such as the Internet at the rate of at least one entry per 50 users.

The university must be provided with the necessary set of licensed software.

VIII. ASSESSMENT OF THE QUALITY OF DEVELOPMENT OF THE BASIC EDUCATIONAL BACHELOR PROGRAMS

8.1. A higher education institution is obliged to provide a guarantee of the quality of training, including by:

developing a strategy to ensure the quality of graduate training with the involvement of representatives of employers;

monitoring, periodic review of educational programs;

development of objective procedures for assessing the level of knowledge and skills of students, the competencies of graduates;

ensuring the competence of the teaching staff;

regular self-examination according to agreed criteria for performance evaluation (strategy) and comparison with other educational institutions with the involvement of representatives of employers;

informing the public about the results of its activities, plans, innovations.

8.2. Assessment of the quality of mastering the main educational programs should include ongoing monitoring of progress, intermediate certification of students and final state certification of graduates.

8.3. Specific forms and procedures for current and intermediate control of knowledge in each discipline are developed by the university independently and brought to the attention of students during the first month of training.

8.4. To certify students for the compliance of their personal achievements with the step-by-step requirements of the relevant PEP (current progress control and intermediate certification), funds of assessment tools are created, including standard tasks, tests, tests and control methods that allow assessing knowledge, skills and the level of acquired competencies. Evaluation funds are developed and approved by the university.

The university should create conditions for the maximum approximation of programs for the current monitoring of progress and intermediate certification of students to the conditions of their future professional activity - for which, in addition to teachers of a particular discipline, employers, teachers reading related disciplines, and so on, should be actively involved as external experts.

8.5. Students should be given the opportunity to evaluate the content, organization and quality of the educational process as a whole, as well as the work of individual teachers.

8.6. The final state attestation includes the defense of the bachelor's final qualifying work (bachelor's thesis). The state exam is introduced at the discretion of the university.

Requirements for the content, volume and structure of the bachelor's work, as well as the requirements for the state exam (if any) are determined by the higher education institution.

I. SCOPE

1.1. This Federal State Educational Standard for Higher Professional Education (FGOS VPO) is a set of requirements that are mandatory for the implementation of the main educational programs bachelor's degree in the direction of preparation 080100 Economics by educational institutions of higher professional education (higher educational institutions, universities), on the territory of the Russian Federation, having state accreditation.

1.2. A higher education institution has the right to implement basic educational programs only if it has an appropriate license issued by the authorized federal executive body.

VI. REQUIREMENTS FOR THE STRUCTURE OF BASIC EDUCATIONAL

BACHELOR PROGRAMS

6.1. The main educational program of the bachelor's degree provides for the study of the following study cycles (Table 2):

humanitarian, social and economic cycles;

mathematical and natural science cycle;

professional cycle;

and sections:

Physical Culture;

educational and production practices and / or research work;

final state certification.

6.2. Each training cycle has a basic (mandatory) part and variable(profile) established by the university. The variable (profile) part makes it possible to expand and (or) deepen the knowledge, skills and abilities determined by the content of the basic (mandatory) disciplines (modules), allows the student to obtain in-depth knowledge and skills for successful professional activity and (or) to continue professional education in magistracy.

6.3. The basic (compulsory) part of the cycle "Humanitarian, social and economic cycle" should include the study of the following compulsory disciplines: "History", "Philosophy", "Foreign Language".

The basic (mandatory) part of the professional cycle should include the study of the discipline "Life Safety".

The implementation of the undergraduate GPP at the discretion of the higher education institution is possible both with and without the allocation of bachelor training profiles. In the case of the implementation of the undergraduate GPP with the allocation of training profiles, the variable (profile) part of the professional cycle should include the study of disciplines that form knowledge, skills in accordance with the training profiles. The labor intensity of these disciplines in credit units is 20 percent of the total labor intensity of the bachelor's program.

VII. REQUIREMENTS FOR THE CONDITIONS FOR THE IMPLEMENTATION OF THE MAIN

EDUCATIONAL BACHELOR PROGRAMS

7.1. Educational institutions independently develop and approve the BEP of the undergraduate program, which includes the curriculum, work programs of training courses, subjects, disciplines (modules) and other materials that ensure the education and quality of training of students, as well as educational and work practice programs, a calendar study schedule and methodological materials that ensure the implementation of the appropriate educational technology.

The profile of the BEP is determined by the higher educational institution in accordance with the exemplary basic educational program of the HPE.

Higher educational institutions are obliged to annually update the main educational programs, taking into account the development of science, culture, economics, technology, technology and the social sphere.

7.2. When developing the BEP of an undergraduate degree, the university's capabilities in the formation of general cultural competencies of graduates (for example, competencies of social interaction, self-organization and self-government, system-activity nature) should be determined. The university is obliged to form a socio-cultural environment, create the conditions necessary for the comprehensive development of the individual.

The university is obliged to promote the development of the social and educational component of the educational process, including the development of student self-government, the participation of students in the work of public organizations, sports and creative clubs, scientific student societies.

7.3. The implementation of the competency-based approach should provide for the widespread use in the educational process of active and interactive forms of conducting classes (computer simulations, business and role-playing games, analysis of specific situations, psychological and other trainings) in combination with extracurricular work in order to form and develop professional skills students. As part of the training courses, meetings with representatives of Russian and foreign companies, state and public organizations, master classes of experts and specialists should be provided.

The proportion of classes conducted in interactive forms is determined by the main goal of the BEP, the peculiarity of the contingent of students and the content of specific disciplines, and in general, in the educational process, they should make up at least 20 percent of the classroom. Lecture-type classes for the respective groups of students cannot make up more than 50 percent of classroom lessons.

regular self-examination according to agreed criteria for performance evaluation (strategy) and comparison with other educational institutions with the involvement of representatives of employers;

informing the public about the results of its activities, plans, innovations.

8.2. Assessment of the quality of mastering the main educational programs should include ongoing monitoring of progress, intermediate certification of students and final state certification of graduates.

8.3. Specific forms and procedures for current and intermediate control of knowledge in each discipline are developed by the university independently and brought to the attention of students during the first month of training.

8.4. To certify students for the compliance of their personal achievements with the step-by-step requirements of the relevant BEP (current progress control and intermediate certification), funds of assessment tools are created, including standard tasks, test papers, tests and control methods to assess knowledge, skills and the level of acquired competencies. Evaluation funds are developed and approved by the university.

The university should create conditions for the maximum approximation of programs for the current monitoring of progress and intermediate certification of students to the conditions of their future professional activity - for which, in addition to teachers of a particular discipline, employers, teachers reading related disciplines, and so on, should be actively involved as external experts.

8.5. Students should be given the opportunity to evaluate the content, organization and quality of the educational process as a whole, as well as the work of individual teachers.

8.6. The final state attestation includes the defense of the bachelor's final qualifying work (bachelor's thesis). The state exam is introduced at the discretion of the university.

Requirements for the content, volume and structure of the bachelor's work, as well as the requirements for the state exam (if any) are determined by the higher education institution.
