The decision to arrest Alexander Vakulin, head of a department of the Russian Ministry of Defense, has entered into force. According to the case file, he was formally charged with accepting a bribe in a special large size, this is reported by many media outlets.

Military administration Investigative Committee of Russia is investigating a criminal case on the most solid bribe in the history of the Russian Ministry of Defense - 368 million rubles. GVSU ICR incriminates Colonel Vakulin with receiving 368 million rubles. for helping to negotiate contracts that led to embezzlement, as well as for providing "general patronage" to those who paid him.

The contracts were for the purchase bakeries, kitchens, tanks and other special equipment for the needs of the Ministry of Defense.

The investigation is being conducted by Vitaly Danilov, Senior Investigator for Particularly Important Cases of the 3rd Investigation Department of the GVSU of the ICR, at whose request the bribe-taker was sent to a pre-trial detention center. It will stay there until October 29th.

Vakulin's lawyers appealed this decision to the Moscow District Military Court, citing the lack of "real data" in the investigation materials indicating that the colonel might abscond from the investigation or court. However, the MOVS rejected this demand, justifying it by the special gravity of the crimes committed by Vakulin.

Sources familiar with the situation told Kommersant that the operation to catch the bribe taker was carried out by the police and the TFR in the spring of 2017. Then there was information about multi-million dollar embezzlement under a contract between the Ministry of Defense and the St. Petersburg company Profbiznes LLC, concluded back in 2015.

Hiding behind contract No. 99/EA/2015/DGZ/3, the scammers stole about 20 million rubles, supplying the Ministry of Defense with "vehicles of inadequate quality." Then several people were detained, including one of the directors of Profbiznes, Alexei Kalitin.

Other 11 contracts for a total amount of 2.2 billion rubles concluded with the Ministry of Defense "Profbiznesom", LLC "TD Spetstechmash" and LLC "TD Stillag", aroused interest in the department of the OFAS in St. Petersburg.

The Antimonopoly Service noticed traces of a "cartel collusion".

“Organizations participated in the auction from one IP address, one number is indicated as a contact phone number on the electronic trading platform of the companies. It was also established that the companies jointly fulfilled their obligations under the concluded contracts,” the OFAS said in a statement.

Sources told Kommersant that one of the defendants in the embezzlement case, who was detained earlier, while still in the status of a suspect, gave detailed testimony about the role and criminal actions of Alexander Vakulin in concluding and executing government contracts and receiving bribes.

Before his arrest, Colonel Vakulin was considered a promising officer with a successful career. Before being transferred to Moscow, he served in the city of Baltiysk, Kaliningrad Region. Ironically, Vakulin traveled around Russia many times with inspections and lectures on the logistics of the army, including field kitchens.

It was reported that after the detention of Alexander Vakulin, his leader, the head of the food department of the Ministry of Defense, Alexander Berezhnoy, was also detained.

Berezhny is charged with the same crimes as Vakulin - embezzlement of about 20 million rubles in the execution of a contract by the St. Petersburg company Profbiznes for the supply of special equipment, as well as receiving bribes of 368 million rubles from various merchants for providing them with general patronage and assistance with new contracts. A criminal case was initiated under the articles "Fraud" and "Taking a bribe".

The participants in the criminal case and the Ministry of Defense declined to comment on the situation around the proceedings.

Food supply is part of the material support of the Armed Forces and includes the provision of military units with food, equipment and property of the food service, as well as the organization of meals for military personnel in accordance with established standards. To fulfill the tasks of food supply in the Armed Forces, there is a food service, including military command and control bodies, food bases and warehouses with food supplies, equipment and property, canteens and subsidiary farms.

The bodies of military control include: in the center - the food department of the rear of the Armed Forces, in ground forces, Air Force and Air Defense Forces, operational and operational-tactical commands - food services. The food department was established in May 2002 on the basis of the food service of the rear of the Armed Forces. Structural scheme food management is shown in Figure 1.

Currently, the food service includes three food bases, a repair plant and a junior specialist training school.

The capacity of food bases for food storage is over 60,000 tons. About 400 people work in organizations of central subordination, including about 50 military personnel.

In the food service, in addition to organizations of central subordination, there are military food warehouses, canteens, vegetable stores, pickling stations and subsidiary farms. The provision of military units and organizations with food is carried out according to the scheme shown in Figure 2.

Military units are provided with bread, meat, milk, potatoes and vegetables directly from suppliers. Payment for the received products is made by food bases. Other products

Procures food administration or food bases, and then provides military units with them. This scheme basically satisfies the requirements for providing troops with food, however, in connection with the reform of the Armed Forces, it required further improvement.

In the rear services of the Armed Forces, at different times, property was developed for military units.

The need for centralized delivery is caused by a reduction in the number of central food warehouses and, accordingly, an increase in the distance of delivery from the remaining food bases to military units. By comparing the cost of supplying food by military units independently and the cost of centralized supply by the forces and means of central bases, the economic efficiency of the event was determined. It has been established that the costs of centralized delivery are 1.5 - 2.0 times less than proposals for improving food supply.

All proposals can be grouped into the following areas and briefly analyzed.

1. Organization of a centralized supply of food, equipment, and in the case of independent transport of military units.

For centralized delivery, heavy trucks such as MAZ, KamAZ, as well as railway cars are used.

At the same time, this direction also has disadvantages regarding the provision of perishable products, which must be brought to military units often and in small batches or large, expensive refrigerators must be built for their long-term storage.

2. Organization of food purchases directly by military units on the ground.

By order of the Minister of Defense of the Republic of Belarus No. 128 of 2002, five military units were identified in which an experiment should be carried out on self-purchasing food from local organizations. The essence of this method of procurement lies in the fact that military units are allocated funds for the purchase of food. The tender commission of the military unit, headed by the deputy commander for logistics, determines potential food suppliers, conducts a tender to select food with the lowest prices.

The commander of the military unit concludes contracts, and the food service receives the products, takes them into account and prepares documents for payment. Products can also be imported by suppliers' transport. Positive aspects of this method are the reduction of the terms of payment and transport costs, the reduction of the separation of personnel from combat training.

At the same time, such purchases require full and timely financing, the accuracy of the work of the tender commission, and constant control over purchases. Individual commanders of military units, foreseeing difficulties, refuse to implement the proposed method of providing food.

3. Provision of military units with bread, meat, dairy products by the forces and means of suppliers and payment for food by central bases. This method is cost-effective, but not all suppliers agree to deliver products by their own transport, especially to remote garrisons.

4. Catering for the flight, engineering and technical staff of aviation and patients with the forces and means of RUE "Voenservis".

It is advisable to use this method where there are no canteens, equipment, cooks and food warehouses. An important point in the conclusion of contracts is payment for the services provided. If the cost of a ration can be declared quarterly or even monthly and used in the calculations, then the cost of maintenance is a separate topic for negotiation and control.

An experiment conducted at the Military Academy of the Republic of Belarus on nutrition in the canteen of the "Voenservis" of the cadets of the flight department as a whole revealed a lot of positive things, but there are still issues that require further elaboration with the mass introduction of such a system. First of all, these are the issues of transferring the property of the Ministry of Defense to other organizations.

5. Catering for military personnel in garrisons using basic catering facilities.

In this case, on the basis of one of the canteens of the garrison, a catering plant is created, where food is prepared for the military personnel of the entire garrison. Meals are taken by personnel in the canteens of military units, where prepared food is delivered from food processing plants. The positive aspects here are: reduction of the cook composition, technological equipment, electricity, steam and water consumption. However, there are a number of shortcomings that prevent the widespread implementation of this support system. First of all, this is the need for special transport and containers for the delivery of food, the availability of technical means for heating food, the staff of cooks for distributing food and washing dishes.

6. Purchase of potatoes and vegetables throughout the year instead of mass procurement and purchases in the autumn. An experiment on these issues was carried out back in 1995 - 1996 on the basis of the 12th separate training communications regiment (Nesvizh). During the experiment, it was found that this method can be used, but only in those units where there are no vegetable stores, and vegetable bases where purchases can be made are located no further than 5 km from military units.

7. Reduction of unprofitable subsidiary plots of military units.

An analysis of the activities of subsidiary farms, conducted by the military-economic department and the food service in 2002, showed that when calculating all the costs of maintaining subsidiary farms, almost all of them are unprofitable. As a result, they are gradually decreasing. In accordance with the directive of the Minister of Defense, there are full-time heads of subsidiary farms only in 23 military units which have a good material and technical base and are able to provide at least a minimum profitability.

8. Organization of repair and maintenance of food service equipment by forces and means of local organizations.

The repair of food service equipment is currently carried out mainly at the 366th repair plant, as well as by mobile teams from the plant directly in military units. Such an organization as a whole allows carrying out the necessary repairs of equipment in a timely manner. However, an analysis of the repeated failure of equipment in military units shows that the quality of repairs by mobile teams, and even at the plant itself, is not always satisfactory, the plant does not give guarantees, referring to the fact that the equipment has basically already served its warranty period.

In 2002, in some garrisons, an experiment was carried out on the repair of food service equipment by civilian organizations at the location of military units with the conclusion of contracts for Maintenance and repair. Such an organization of repair allows you to maintain the technical means of canteens and warehouses in good condition and quickly eliminate emerging malfunctions. However, repair organizations require timely and full payment for the work performed, and sometimes prepayment. In addition, they do not always put old equipment for warranty service.

9. Development of new norms of food supply for various categories of military personnel.

The current norms for food rations were approved by the Minister of Finance by order of the Council of Ministers in 1996. The norms of rations were drawn up taking into account the required energy value, the presence of proteins, fats and carbohydrates in the norms of products in the required ratio, the presence of animal proteins containing essential amino acids, the presence of trace elements and vitamins. The norms were agreed with the ministries of health, labor and social protection, economy, justice, Agriculture and food, transport and all power ministries and republican bodies government controlled. The budget of the Republic of Belarus for the purchase of food according to these norms annually provides for the allocation of the necessary amount of money.

Of course, the existing norms have a number of shortcomings, they were also indicated in the recall of the Ministry of Health and other ministries and government bodies. This is an insufficient amount of animal proteins, fresh fruits, juices and drinks. In part, these shortcomings can be eliminated by the application of norms for the replacement of some products by others.

A fundamental change in the norms of food rations is necessary, but it can be done only if sufficient funding is provided for them. In our opinion, in the new rations, a set of products should ensure the preparation of 2-3 equivalent meals for each meal, so that the serviceman himself can choose dishes to taste and in sufficient quantity.

Thus, the food service is currently fulfilling the tasks assigned to it. Food security reform in Peaceful time It is aimed at reducing the cost of maintaining a large number of organizations and service personnel, organizing the transportation of food and equipment, and at the same time increasing funds for the purchase of food in sufficient quantities and of better quality. Food supply and clothing provision are one of the types of material support for military personnel. The rights of military personnel to food and clothing are regulated by Art. 14 of the Federal Law "On the Status of Military Personnel", Government Decrees Russian Federation, regulatory acts of the federal executive authorities, in which the federal law provides for military service.

1. Food supply for military personnel. The food supply for military personnel is carried out according to the norms and within the time limits established by the Government of the Russian Federation, in the manner determined by the Ministry of Defense of the Russian Federation (another federal executive body in which military service is provided for by federal law), in one of the following forms:

Catering at the place of military service - for military personnel undergoing military service on conscription, and certain categories of military personnel undergoing military service under a contract, the list of which is approved by the Government of the Russian Federation;

Issuance of food rations;

Payment of monetary compensation in exchange for the prescribed food ration (food) in the amount of its cost - at the request of military personnel undergoing military service under the contract, and for military personnel undergoing military service by conscription, only for the time spent in the places of use of leave;

Payment of food and travel money to conscripted military personnel for the time they are en route, as well as for the time they are at business trips, if there is no organized meals for military personnel at these points.

The main regulatory legal act that determines the tasks, organization and procedure for food supply in the Armed Forces of the Russian Federation in peacetime is the Regulation on the food supply of the Armed Forces of the Russian Federation in peacetime, approved by order of the Minister of Defense of the Russian Federation dated July 22, 2000 No. 400.

In wartime, the issues of food supply for the Armed Forces of the Russian Federation are regulated by normative legal acts of wartime.

The provision of military personnel and other contingents in the Armed Forces with food is carried out in accordance with the norms of food rations (rations) approved by a decree of the Government of the Russian Federation, and in accordance with the norms established by the Minister of Defense of the Russian Federation within the limits of the rights granted to him. The norms of food rations (rations) were approved by Decree of the Government of the Russian Federation of June 10, 1992 No. 479-28 and announced in the annexes to the Regulations on the food supply of the Armed Forces of the Russian Federation in peacetime.

Regulations on the food supply of the Armed Forces of the Russian Federation for peacetime contain 20 norms of food rations (nutrition rations): combined arms ration; flight ration; sea ​​ration; underwater ration; medical ration; additional rations for donors; individual food ration for combat activities of troops (IRP-B), etc. The division of food rations (rations) into types is caused, first of all, by different conditions of military service. Norms of food rations (rations) are a set of different foodstuffs established for one person per day.

In addition, the Government of the Russian Federation may establish additional norms for food rations (rations) for certain categories of servicemen. For example, the Government of the Russian Federation has established a Temporary Ration of Food Rations for the military personnel of the Armed Forces of the Russian Federation assigned to the guard for guard duty, per person per day.

The issuance of these products according to the Temporary Norm of Food Rations is carried out in addition to the prescribed norms of food rations.

The main structural link of the Armed Forces of the Russian Federation, which is entrusted with the direct solution of the problems of food supply, is the food service - a set of organs and officials military command and control bodies directly involved in food security issues.

The tasks assigned to the food service are carried out by the military authorities, which have at their disposal: food warehouses and bases with stocks of food, equipment and property, canteens of military units (galleys, garrison shops for the primary processing of products), military bakeries (bakeries), industrial (repair) enterprises, subsidiary farms, military schools for junior specialists, military schools for cooks (training companies of cooks) and educational bakeries.

The bodies of the military administration of the food service (providing bodies) include:

In the center - the Central Food Administration of the Ministry of Defense;

In the departments of the commanders-in-chief of the services and branches of the Armed Forces, in military districts and fleets, in armies, in flotillas, in naval bases, formations, on coastal (floating) bases and in military units - food service.

The Central Food Administration of the Ministry of Defense of the Russian Federation directs the food service and has the right to give instructions and explanations to the troops and forces of the fleet on food supply issues.

Draft orders, directives and instructions of the Minister of Defense of the Russian Federation, his deputies, commanders-in-chief of the branches of the Armed Forces, heads of the main and central departments of the Ministry of Defense, containing issues of food supply for the troops and fleet forces, before being submitted for signature, are agreed with the Central Food Administration of the Ministry of Defense.

The provision of troops and fleet forces with food is carried out according to the scheme:

in the Armed Forces (except Navy): center - military district - army - formation - military unit - subdivision - serviceman;

In the Navy: center - fleet (flotilla) - naval base(rear department) - connection (coastal base for connecting ships, floating base) - ship (military unit) - unit - soldier.

Upon arrival at the military unit, military personnel are credited for food supply by order of the commander of the military unit. The basis for enrollment in food security is a food certificate and an order or a travel certificate or a serviceman's vacation ticket.

The certificate for food is a document confirming the number and according to the norms of which ration a serviceman or a military team (unit) is satisfied with food in kind, or monetary compensation instead of a ration, or food and travel money upon departure from a military unit. The certificate gives the right to a serviceman (military team, unit) to receive food in kind, or nutrition, or monetary compensation in return for food rations, or food and travel money.

At the initial emergence of the right of military personnel to food security at the expense of the state, they are credited for food security by order of the commander of the military unit without a food certificate.

Without a food certificate, military personnel who have the right to receive food rations (food) at the expense of the state, delivered to military medical institutions in case of sudden illnesses (injuries, poisoning, infectious diseases and etc.). In these cases, the military medical institution is obliged to demand a certificate for food from the corresponding military unit, and the latter - to immediately send it to the military medical institution.

Military personnel who receive food rations due to them in the form of meals, upon departure from the military unit, are removed from food security (nutrition) on the basis of the order of the commander of the military unit on departure with the issuance of a food certificate.

Military personnel who receive food rations due to them on hand or in return for their monetary compensation, upon departure from the military unit, are removed from the food supply from the day following the day on which they are provided with food rations or monetary compensation.

Upon dismissal (exclusion from the lists of personnel of the military unit), military personnel who have the right to receive food rations (meals) at the expense of the state are provided with food rations (food) or monetary compensation until the day they are excluded from the lists of personnel of the military unit.

In the event of the departure of military personnel from a military unit as part of a military team (subunit), a certificate for food is issued one for the entire military team.

Military personnel who are transferred to the reserve are not issued a food certificate. For conscripted servicemen who are transferred to the reserve, an appropriate entry is made in it upon issuing an order when they are satisfied with food (food and travel money for the route).

Meals at the place of military service are organized in accordance with: the Air Force of the Armed Forces of the Russian Federation, the Regulations on the food supply of the Armed Forces of the Russian Federation in peacetime, the Guidelines for organizing meals for personnel of the Armed Forces of the Russian Federation, approved by the head of the Central Food Administration.

It should be noted that this form of food security applies to servicemen who are doing military service both on conscription and under contract. The list of certain categories of military personnel undergoing military service under a contract, whose food is organized at the place of military service, was approved by Decree of the Government of the Russian Federation of July 23, 1993 No. 695.

In military units, to provide food (hot food) to military personnel who are entitled to receive food at the expense of the state, the states provide for appropriate canteens (soldiers, sailors, cadets, officers, etc.). Meals for the personnel of ships (vessels) of the Navy are organized through galleys, canteens, mess rooms of ships (vessels), floating and coastal bases.

In exceptional cases, when, under the terms of military service (work) and quartering, it is not possible to provide individual teams (units) of military personnel, civilian personnel with hot food through the canteens of military units, and the creation of new canteens is not economically feasible, it is allowed to organize meals for these persons through canteens of public nutrition on a contractual basis according to the norm of the food ration laid down by him.

Meals for servicemen undergoing military service under a contract, living without families, and bachelors, at their request, are organized through the soldier's (sailor's) canteens of military units in separately equipped premises (dining rooms) in the manner determined by paragraph 23 of the Regulations on the food supply of the Armed Forces Russian Federation in peacetime. Meals for these military personnel can also be organized in amateur canteens of military units.

Military personnel undergoing military service under a contract, receiving food rations in the form of food at the expense of the state, while on vacation at a military unit (at the place of military service) can be provided with food through the canteens (cabins) of military units according to the norms of the food ration they are entitled to .

Providing meals to cadets during their passage educational practice and internships in military units according to plans educational institutions is made with a prepayment of the cost of a food ration at discount prices on the day of the release of food to the canteen and the cost of cooking in the amount of 20% of the cost of the ration (without bread).

Military personnel who receive food rations in the form of food through the canteens of military units and who suffer from diseases of the digestive system are provided with dietary nutrition. Food for them is prepared according to a separate layout from the products laid down for them according to the norms, with their partial replacement. There are separate tables for eating.

In military units whose personnel receive food on a combined-arms ration, hot food is prepared and served three times a day (for breakfast, lunch and dinner) and at least four times a day for rations for Suvorov, Nakhimov and students of military music schools.

The issuance of food rations is carried out mainly for servicemen undergoing military service under a contract, who are not provided with meals at the place of military service.

The issuance of food rations is the main form of food provision for this category of military personnel. At the request of a serviceman, compensation may be paid to him in exchange for the food ration (meals). The right to replace one form with another belongs to the serviceman, and not to military officials154.

The payment of monetary compensation in exchange for food rations (food) in the amount of its cost is made to the following categories of military personnel:

Military personnel undergoing military service under a contract who are not provided with meals at the place of military service, who have expressed a desire to receive it;

Conscripted military personnel, only for the time spent in the places of use of the leave.

Lists of military personnel who are allowed to receive food rations in their hands or pay monetary compensation, as well as the terms for the issuance (payment) of food rations (monetary compensation) on a monthly basis (until the 30th day of the previous month) are announced by order of the commander of the military unit.

The lists are compiled by the headquarters of the military unit on the basis of the reports of the unit commanders.

The payment of food and travel money to conscripted military servicemen is applied by the command in order to exercise the right of conscripted military servicemen to food security if they cannot receive hot food through the canteens of military food points along the route as part of military teams and in solitary order.

Food and travel money is paid to the specified military personnel for the time they are on the route, as well as for the time they are at business trips, if there is no organized meals for them at these points.

Military personnel assigned to guards (teams), including mechanic guides, for the protection, defense and escort of military and special cargo during their transportation and en route to the place of acceptance of these cargoes and when returning after their delivery by passenger trains, can be provided with food and travel money, taking into account the cost of additional products.

Payment of food and travel money and monetary compensation in exchange for food rations personnel guards (commands) are made for the actual time spent on the route, including the time of delay on the way.

In a military unit, the payment of food and travel money is made by the financial service according to distribution lists compiled by the head of the food service and approved by the commander of the military unit.

The payment of food and travel money to military personnel is indicated in the certificate for food, and to military personnel who served on conscription, transferred to the reserve, - in the order.

2. Clothing for military personnel. Military personnel are provided with clothing items depending on the conditions of military service in accordance with the norms and within the time limits established by the Government of the Russian Federation, in the manner determined by the Ministry of Defense of the Russian Federation (other federal executive body in which military service is provided for by federal law).

Military servicemen performing military service under a contract have the right to receive monetary compensation in the amount of the cost of these items instead of items of clothing items prescribed by the supply standards.

The main regulatory legal act that determines the procedure for clothing in peacetime for military personnel of the Armed Forces of the Russian Federation and federal executive bodies, in which the law provides for military service, is the Regulation on clothing for military personnel, approved by the Decree of the Government of the Russian Federation "On approval of the Regulation on clothing for military personnel » dated June 26, 1995 No. 605.

In addition to the Regulations on clothing for military personnel, the above-mentioned Decree of the Government of the Russian Federation approved the norms for supplying military personnel with clothing, delegating to the Ministry of Defense of the Russian Federation and federal executive bodies, in which military service is provided for by law, the right to establish:

The procedure for applying the supply standards specified in paragraph 1 of the above-mentioned resolution, taking into account the complete consumption of the available stocks of uniform items of the previous samples issued according to the previously valid supply standards;

Temporary (up to 2 years) norms for the supply of clothing items to certain categories of military personnel of military units performing special tasks or located in special climatic conditions. For a longer period, these norms are approved in agreement with the Ministry of Economy of the Russian Federation;

Standards for the supply of tents, sports equipment, materials for the repair and washing of clothing items (except soap), as well as tables to the states for other material resources not provided for by the supply standards;

The purpose of clothing provision is to meet the needs of military personnel of the Armed Forces of the Russian Federation and federal executive bodies in military clothing, footwear, underwear, bedding, equipment, warm clothes, special clothing, fabrics, badges and insignia, sanitary, sports and climbing property (hereinafter referred to as clothing property), which allows creating conditions for them to perform the tasks of combat and special training.

Thing property can be divided into types according to various division criteria, for example:

1) according to the intended purpose:

Clothing property of current security;

Ware property of the collection fund;

Warehouse emergency stock;

2) by the right to use it:

Property for personal use;

inventory property.

The clothing property of the current security is intended to provide the military personnel of the Armed Forces of the Russian Federation and federal executive authorities.

The clothing property of the collection fund is intended to provide for citizens called up for military training.

The emergency reserve clothing property is intended to ensure the mobilization deployment of the Armed Forces of the Russian Federation and the creation of reserves for the wartime period.

Clothing property for personal use, issued to military personnel serving under a contract, is their property from the moment of receipt.

The supply of clothing property is carried out by industrial enterprises under agreements (contracts) concluded in accordance with the volumes provided for by the state defense order. The volumes of supplies of clothing items included in the state defense order are determined by the Ministry of Defense of the Russian Federation in agreement with the Ministry of Economy of the Russian Federation. The solution of the issues of clothing provision for military personnel is assigned primarily to commanders (chiefs), as well as to officials of the military control bodies of the clothing service. The clothing service is understood as a set of bodies and officials of the military command and control bodies directly involved in the issues of clothing support.

Clothing property is released to military personnel in accordance with the supply standards approved by the Government of the Russian Federation, the Ministry of Defense of the Russian Federation and federal executive bodies, and according to the standards for its content in military units, on ships, in military educational institutions vocational education, at enterprises, institutions and organizations of the Ministry of Defense of the Russian Federation and federal executive authorities.

The norms for supplying military personnel with clothing property determine the number of items issued per person (in military medical (medical) institutions - per one full-time bed), and the timing of their wear (operation). The period of wear (operation) of an item of clothing property is the period of time established by the supply standards during which the item must be in use.

The terms of wearing (exploitation) of items of clothing property for personal use, issued to military personnel serving under a contract, are calculated from the day the military personnel have the right to receive them.

Depending on the nature of the use, tangible property is divided into two groups: tangible property for personal use and inventory property.

Clothing for personal use is issued to officers, warrant officers and midshipmen in finished form or is made in an atelier (workshops) on individual orders with payment for the cost of tailoring at the expense of the Ministry of Defense of the Russian Federation and federal executive authorities.

Foremen, sergeants, soldiers and sailors who are doing military service under a contract or conscription, and cadets of military educational institutions of vocational education, clothing items are issued, as a rule, in finished form. In cases where it is not possible to select individual items of clothing property by height and size, they are adjusted or sewn in an atelier (workshops) with payment for the cost of fitting or tailoring in the prescribed manner.

The military uniform and insignia are approved by the President of the Russian Federation, and the rules for wearing them are established by the Minister of Defense of the Russian Federation (the head of the executive authority in which military service is provided for by law). The existing military uniform and insignia were approved by Decree of the President of the Russian Federation “On military uniform and insignia by military ranks” dated May 23, 1994 No. 1010. Inventory property is issued to military personnel for temporary use. Inventory property includes: warm clothes, bedding, equipment, camp and special tents, special and flight technical clothing, sanitary, ski, sports and climbing property, wind and percussion musical instruments, convoy property.

Special clothing is issued only to those military personnel who are engaged in work related to the operation, maintenance, repair military equipment, and other types of work.

Flight technical clothing is issued to military personnel for individual use and is used by them until it is completely worn out.

Warm clothes are issued to military units in the amount determined by the command of the military district (fleet), taking into account the characteristics of the area of ​​deployment of military units and the nature of the tasks they perform.

Warm clothes for military personnel, as a rule, are not assigned. The time and order of wearing them are established by the commander of the military unit. At the end of the winter season, warm clothes are removed from the units, sorted, repaired and dry-cleaned, and handed over for storage to the clothing warehouse of the military unit.

Camp and special tents are released to accommodate servicemen in the field, as well as in the conduct of military topographic, surveying, geodetic and other work in the field.

Military units are provided with sports, skiing and mountaineering equipment in accordance with the norms and in the manner determined by the Ministry of Defense of the Russian Federation and federal executive authorities.

Brass and percussion musical instruments military units are provided, which provide for the maintenance of a military band.

Servicemen performing military service under a contract are entitled to receive monetary compensation in the amount of the value of these items instead of items of clothing items prescribed by the supply standards.

1. Subject of the agreement
1.1. This agreement was concluded in order to coordinate the work and interaction of the parties in the field of reducing the risks of penetration of poor-quality food products into the wholesale food market of the city.
1.2. Coordination of work carried out within the competence of the parties is achieved in the following ways:
- joint planning and review of the results, development of joint proposals on the issues of ensuring the required level of quality and safety;
- joint participation in monitoring, exchange of information on the quality and safety of products located in the wholesale food complex of the city.
2. Interaction of the parties in the course of monitoring
2.1. The parties participate in monitoring:
- movement of resources in the wholesale food complex of Moscow;
- enterprises and organizations - participants of the wholesale food market;
- the state of the material and technical base of enterprises and organizations of the wholesale food complex.
2.2. The department informs the management, the center, Soyuzkholod, Soyuzplodoovoshch about the activities carried out to form and carry out purchases under annual programs, as well as about the purchases of products for the city reserve and city order, for their deployment, maintenance and release, about organized deliveries.
2.3. The management, together with the center, sends to the department, Soyuzkholod, Soyuzplodoovoshch information on the results of the ongoing monitoring of the quality of resources.
2.4. The parties cooperate in the following work:
- creation and maintenance of a register of warehouses in Moscow for the storage of agricultural products, raw materials and food products;
- creation and maintenance of a system of voluntary certification of storage facilities for agricultural products, raw materials and food products "Mosprodoptkhranenie".
2.5. The Department, Soyuzkholod, Soyuzplodoovoshch take measures to eliminate the violations identified by the department during control and supervisory activities at enterprises, organizations of the wholesale food complex and, if necessary, on the basis of the instructions of the department, prepare proposals for the enterprises of the wholesale food complex on terminating warehouse lease agreements with organizations that have allowed gross violations.
3. Interaction of the parties on the exchange of information
3.1. The department provides information to the management, Soyuzkholod, Soyuzplodoovoshch on the movement of food resources located in the wholesale food complex of Moscow.
3.2. The management and the center inform the department, Soyuzkholod and Soyuzplodoovoshch of the following:
- the facts of detection at the enterprises of the wholesale food complex of food products and raw materials that do not meet the requirements of regulatory and technical documentation, the facts of non-compliance by the enterprises of the wholesale food complex with the requirements of sanitary and epidemiological regulations;
- a ban on the import into the territory of the Russian Federation of food products and raw materials from countries near and far abroad that are unfavorable in sanitary and epidemiological terms, food products that have not passed registration and the abolition of bans on the import of products.
3.3. The Parties shall exchange information on enterprises and organizations of the wholesale food complex of Moscow that systematically violate the requirements of the legislation in the field of quality and food safety under supply contracts, budget loans, lease of premises, and send lists of unscrupulous participants in the wholesale market to enterprises and organizations in order to exclude their functioning on other objects of the wholesale food complex until the noted shortcomings are eliminated.
3.4. The parties determine a list of issues, information on which can be brought to the attention of participants and operators of the wholesale food market in Moscow.
3.5. The Parties undertake not to disclose to third parties information received from each other as part of the implementation of this Agreement and recognized by the Parties as confidential.
4. Powers of the parties to ensure interaction in the field

4.1. In order to reduce the risks of low-quality products entering the wholesale food complex, the following is carried out:
- the department, in agreement with Soyuzkholod and Soyuzplodoovoshche, includes quality and safety requirements in the conditions for the qualification selection of suppliers, budget loan agreements (financial support) for the implementation of the procurement program for the main socially significant types of food;
- Soyuzkholod and Soyuzplodoovoshch recommend that enterprises of the wholesale food complex of Moscow that provide warehouse rental services include conditions and requirements for the quality and safety of products, industrial sanitation and control in the relevant lease agreements for premises;
- Soyuzkholod and Soyuzplodoovoshch recommend that enterprises of the wholesale food complex include appropriate requirements and conditions for the quality and safety of products in contracts for the supply (purchase) of products;
- the department, Soyuzkholod, Soyuzplodoovoshch, management and the center contribute to resolving issues that arise when assessing the quality and safety of products.
4.2. The parties are developing joint measures to prevent the penetration of low-quality food products into the wholesale food complex of Moscow.
4.3. The Parties take part in the development and implementation of technical regulations, standards on food quality and safety, storage, processing, use of food products containing genetically modified sources (within their competence).
4.4. The parties participate in the development of city target programs, general agreements, conditions for qualification selection, holding tenders and competitions, as well as draft contracts for budget loans, supplies and lease of storage facilities in order to ensure the quality and safety of food products, increase responsibility and comply with sanitary and epidemiological requirements by enterprises. and production control.
4.5. The parties interact in the field of fulfillment by enterprises and organizations of the wholesale food complex of the requirements of the current regulatory legal acts, instructions and other documents regulating the issues of ensuring the quality and safety of food products.
4.6. The Parties shall organize joint meetings and seminars, as well as facilitate the training of specialists of the enterprises of the wholesale food complex of the city on issues of ensuring the quality and safety of food products.
4.7. In order to organize the above-mentioned work, the parties may create temporary working bodies (headquarters, working groups, commissions, etc.).
4.8. By agreement between the leaders of the parties, their representatives can participate in the work of meetings, boards, round tables and other events organized to reduce the risks of penetration of poor-quality products into the wholesale food complex of the city.
5. Final provisions
5.1. This agreement comes into force from the date of its signing by the parties.
5.2. This agreement is concluded for an indefinite period.
5.3. This agreement may be terminated by the parties by mutual agreement or at the request of one of the parties by written notice. In this case, this agreement shall be deemed terminated one month after the parties receive written notice of its termination.
5.4. Any changes and additions to this agreement must be made in writing and signed by the parties.
5.5. This agreement is made in five copies (one for each party), having the same legal force.
