Where does vocational training take place?

Vocational training of unemployed citizens is carried out in organizations, educational institutions of vocational and additional education of all forms of ownership in accordance with the contracts concluded by the employment service bodies.

In particular, training takes place in universities, technical schools, colleges, lyceums, training courses, training centers, centers of traditional folk culture and in other organizations. Training is carried out according to full-time training (in groups or individually).

Upon successful completion of vocational training, professional retraining, advanced training, a citizen is issued a document of a state or standard form.

The employment service pays a stipend

During the period of study, a citizen is paid a scholarship in the manner and on the conditions provided for by the Law "On Employment in the Russian Federation". The scholarship is awarded from the first day of study.

The employment service authorities, if necessary, can pay the cost of travel (to the place of training and back) and the costs associated with the residence of citizens sent by the employment service authorities for vocational training in another area.

An unemployed citizen who has registered with the Labor Exchange has the right to count on training from the Employment Center. This right is granted by articles 9 and 12 of the Law on "Employment of the population in the Russian Federation" of 1991.   • citizens who did military service by conscription, dismissed within 3 years.

The state, represented by its bodies, pays a stipend and conducts a medical examination free of charge.

What profession can be learned in training?

The employment service can send to various courses, but employers have a priority for vacancies in working specialties: an installer, a locksmith, an electrician, a plumber, etc. But this does not mean that only these areas will be offered at the courses. In addition to these, the priorities include:

  • accountant;
  • hairdresser;
  • elevator operator;
  • security guard;
  • telecommunications operator;
  • nurse;

Training takes place in educational institutions that conclude an agreement with the Employment Centers. Training is conducted in person, in groups or individually. Upon successful completion of the course, a citizen is issued a document confirming the qualification.

Payments during the study period

Citizens studying at the courses receive a scholarship from the Employment Center, but not unemployment benefits. The amount of the scholarship is established by the current legislation; with complex life situations Citizens are entitled to additional financial assistance.

The scholarship is also paid during the student's illness. The fact of the disease is confirmed by a certificate of temporary disability. The sick leave must be issued to the territorial Employment Center in which the citizen is registered. The scholarship may be reduced by a quarter, and also not paid. Usually this happens due to the student's poor progress, absenteeism for no reason recognized as valid. Scholarships are terminated in the following cases:

  • course completion;
  • deductions of the applicant due to poor progress or the commission of an offense by him;
  • graduation on personal initiative.

If a woman went on maternity leave during her studies, the scholarship is not paid.

Citizens can take courses, as well as work in public works, which are paid. During training, a citizen is entitled to a scholarship. But on the condition that he regularly attends courses, manages to study and does not skip.

The employment service can send a citizen to study in another area. In this case, he is compensated for travel (there and back), the cost of a day while traveling to the place of study, payment for housing for the entire period of study. This is financial assistance provided by the state.

Vocational training for the unemployed

In a number of cases, the most effective type of state assistance to unemployed citizens is the organization of their vocational training: vocational training, advanced training and retraining.

The fact is that there are different types of unemployment. In particular, frictional and structural unemployment are distinguished. Frictional unemployment acts as a temporary loss of work, including a change of job, a search for a higher paid one with better working conditions, etc. This type of unemployment is usually associated with the movement of labor from one enterprise to another, from one region to another. Frictional unemployment is due to the technical imperfection of the labor market, the lack of information about available vacancies, the mismatch between the available labor force and vacant jobs.

The reason for structural unemployment is the discrepancy between the structure of the labor force and the structure of jobs, which was the result of structural changes in the economy. Such changes lead to the fact that for some professions the demand decreases sharply or disappears altogether, while for others - including new ones that did not previously exist - it increases.

The difference between frictional and structural unemployment is very significant. If, in conditions of frictional unemployment, the unemployed have skills that they can “sell” when hiring, then in conditions of structural unemployment, the unemployed cannot get a job - even if there are vacancies - without additional training, retraining, and advanced training. Under these conditions, such a component of state policy in the field of employment as the organization of vocational training for the unemployed comes to the fore.

The problem of vocational training for the unemployed is also relevant in cases where the unemployed are citizens who do not have a profession at all, or citizens who, for some reason - for example, for health reasons - have lost the ability to perform work in their former profession (specialty).

In all these cases, the purpose of vocational training for the unemployed, organized by the employment service, is to increase the competitiveness of citizens in the labor market, increase their opportunities in finding a decently paid job (or profitable employment). Naturally, for this, training should be carried out in professions (specialties) that are in demand on the labor market.

A feature of vocational training for unemployed citizens, organized by the employment service, is that it is usually intensive and short-term - in most cases, its duration should not exceed six months, in some cases - one year. It is not allowed for unemployed citizens to receive a second higher or secondary vocational education in the direction of the employment service.

The main types of training for unemployed citizens are:

  • professional training in order to accelerate the acquisition by students of the skills necessary to perform a specific job, group of jobs;
  • retraining of workers to acquire new professions for work (profitable employment) in these professions;
  • training workers with professions in second professions to expand their professional profile and obtain opportunities for work (profitable employment) in combined professions;
  • advanced training of workers in order to update knowledge, skills and abilities, increase professional skills and increase competitiveness in their existing professions, as well as study new equipment, technology and other issues related to the profile of professional activity;
  • professional retraining of specialists to obtain additional knowledge, skills and abilities in educational programs which provides for the study of individual disciplines, sections of science, engineering and technology necessary to perform a new type of professional activity, as well as obtaining a new qualification within the existing area of ​​training (specialty);
  • advanced training of specialists in order to update the theoretical and practical knowledge in connection with the increased requirements for the level of qualifications and the need to master new ways of solving professional problems;
  • training of specialists for the formation and consolidation in practice of theoretical knowledge, skills and abilities, the acquisition of professional and organizational qualities for the performance of professional duties. (The internship can be either an independent type of training or one of the sections of the curriculum.)

Vocational training, advanced training and retraining of unemployed citizens is carried out both in the training centers of the employment service bodies, and - in accordance with agreements concluded by the employment service bodies - in educational institutions of vocational and additional education.

Citizens undergoing vocational training at the direction of the employment service are paid a stipend, the amount of which varies depending on the category of the unemployed.

Vocational training is a support that the state cannot provide to all the unemployed. Unemployed disabled people, unemployed citizens after a six-month period of unemployment, citizens dismissed from military service, wives (husbands) of military personnel and citizens dismissed from military service, graduates of general educational institutions, as well as citizens who are looking for work for the first time (previously not working), who do not have a profession (specialty).
