Currently, home education as an alternative to school is becoming more and more popular. Let's see what it is, is it always possible to transfer a child to individual learning at home and how to do it.

What is Homeschooling

Schoolchildren and their parents have a choice: study at an educational institution (hereinafter referred to as the school) or study at home - individually<1> .

The so-called home schooling in the article refers to the receipt of a general secondary education by a schoolchild at home - independently according to an individual curriculum<2>. In this case, the parents themselves are responsible for the acquisition of knowledge by the child: they can study with the child according to an individual curriculum on their own or (and) turn to tutors.

Independently (not at school) you can study both all school subjects, and only one or several of them <3> . For example, at home, according to an individual curriculum, a student is engaged only in mathematics, and at school, together with other students, in all other subjects.

If you wish, we believe that you can switch to home schooling according to an individual curriculum for any period agreed with the school management: a quarter, half a year, academic year etc.

At the same time, even being on such training, the child will still be listed in the lists of school students, will be assigned to his class<4> .

Who Can Switch to Homeschooling with an Individualized Education Plan

There is such a possibility<5> :

1) at students who during the academic year good reasons are permanently or temporarily unable to attend classes at school and (or) pass certification on time. There is no specific list of such reasons. The school management, at its discretion, decides whether to consider the reason valid or not.<6> .

Usually, good reasons for transferring a student to home schooling according to an individual curriculum are:
- frequent absence of a child in a city (country), constant moving, etc. For example, if the parents are divorced, and the child lives for several months with his mother in one city, for several months with his father in another;
- the work of parents, which, for example, does not allow them to bring the child to school on time and pick it up from it due to regular business trips;
- frequent illnesses of the child;
- family circumstances. For example, in an incomplete family with a small child, the parent fails to pick up the student on time after class;
- other reasons;

2) gifted and talented students. For example, we are talking about schoolchildren who are professionally involved in sports and often miss classes due to training, competitions, and camps. Or, say, about young artists who spend a lot of time on tour, rehearsals, competitions, etc. In other words, if a child is seriously engaged in something and therefore attends classes irregularly, this may already be the basis for transferring him to home schooling.

Note!
Despite the desire of the child and parents to study at home according to an individual curriculum, the final decision on this issue is made by the school management at its discretion. <7> .

How to switch to homeschooling with an individualized curriculum

To do this, first of all, apply to the principal of the school.<8>. There is no approved form for such an application. We believe it is important to include:

- FULL NAME. (yours and the child);

- the reason why you want to transfer the child to home schooling;

- the period during which you want your child to be homeschooled.

Application wording example
From September 1, 2017, I ask you to transfer my daughter, Ivanova Ivanka Ivanovna, a student of the 7th "A" class, to study according to an individual curriculum in all school subjects.
The reason is the frequent change of residence due to the nature of the work of the parents.

A decision on your application must be made within 10 calendar days from the date of its submission and may be<9> :

1) positive, i.e. school management will agree to homeschooling according to an individual curriculum. In this case, you, within five calendar days after receiving such consent in writing inform about the frequency and forms of certification<10>. In addition, the school will have to develop and approve an individual academic plan for your child<11> ;

2) negative, i.e. the school management will refuse home teaching according to the individual curriculum. In such a situation, you can seek clarification from the school management or the educational authorities under the executive committees and (or) administrations of your city (district), regional executive committees (hereinafter referred to as educational authorities)<12> .

INSTRUCTIONS

ON ORDER OF ORGANIZATION OF OBTAINING GENERAL SECONDARY EDUCATION AT HOME

1. This Instruction defines the procedure for organizing general secondary education at home for students who, for medical reasons, are temporarily or permanently unable to attend educational institutions.

2. List medical indications for general secondary education at home is determined by the Ministry of Health of the Republic of Belarus.

3. The educational process for receiving general secondary education at home is organized by the state educational institution at the place of residence (place of stay) of the student or the state educational institution in which he studied before the occurrence of medical indications for receiving general secondary education at home.

4. The decision to receive general secondary education at home is made by the department (department) of education of the local executive and administrative body at the place of residence (place of stay) of the student on the basis of the application of the student (the legal representative of a minor student) and the conclusion of the medical advisory commission.

5. To make a decision on receiving general secondary education at home, the documents specified in paragraph 4 of this Instruction, are submitted by the student (legal representative of a minor student) to the state educational institution in which he studied before the occurrence of medical indications for receiving general secondary education at home, or the state educational institution at the place of residence (place of stay) of the student.

6. government agency education sends the documents submitted by the student (the legal representative of the minor student) to the education department (department) of the local executive and administrative body at the location of the state educational institution.

7. The state educational institution informs the student (legal representative of a minor student) about the decision taken by the department (department) of education of the local executive and administrative body.

8. Obtaining general secondary education at home is carried out by teaching staff of a state educational institution, who are appointed by order of the head.

9. The educational process for receiving general secondary education at home is carried out in accordance with the educational and program documentation educational programs general secondary education.

10. Organization educational process to receive general secondary education at home is carried out according to the curriculum developed by the state educational institution on the basis of a model curriculum high school.

11. The schedule of classes for students receiving general secondary education at home is drawn up on the basis of the curriculum, taking into account the requirements of sanitary norms, rules and hygiene standards, agreed with the student (the legal representative of a minor student) and approved by the head of the state educational institution.

12. The state educational institution organizing the educational process for receiving general secondary education at home shall provide students with textbooks, teaching aids in the manner determined by the legislation of the Republic of Belarus.

13. The form of organization of the educational process when receiving general secondary education at home is a training session.

14. Information about students receiving general secondary education at home, their results learning activities are made teacher who provide training in subject at home, in the relevant documents necessary for the organization of the educational process.

15. Current, intermediate and final examination students receiving general secondary education at home, transfer to the next grade, organization of final exams and completion of training and education at the II and III stages of general secondary education are carried out in the manner prescribed by the Rules for attesting students when mastering the content of educational programs of general secondary education, approved by the Ministry education of the Republic of Belarus.

First of all, in the Republic of Belarus there is no home schooling, home education or family learning, is there individual study plan .

Once upon a time, a law “On Education” was adopted in the Republic of Belarus and there really was an article “On Education in the Family” in it. In 2006, the law was rewritten. In the new law "On Education", the family form of education was prohibited. But! The law has Article 35, which is what we need.

Article 35. Forms of education

1. Education at the levels of general secondary education, taking into account the needs and capabilities of the individual, can be carried out in full-time (daytime and evening) and correspondence forms, as well as independently with attestation in the order of external studies.
2. Training in in absentia is allowed only in evening (shift) schools, as well as in classrooms, educational and consulting centers of general educational institutions, in which education is carried out according to the curricula of the evening (shift) school.
3.Combination allowed various forms receiving general secondary education, as well as training according to individual curricula.
4. Features of obtaining education independently with attestation in the order of external study, according to individual curricula are determined by the Ministry of Education of the Republic of Belarus.

External study in Belarus is allowed only in high school. For elementary school - only an individual curriculum.

In order to study at home, you need to write an application to the principal of the school about the transition of the child to an individual curriculum at the school where your child is studying (or where you have applied) by August 31. The order of the director is written on the basis of the decision of the teachers' council. Moreover, the pedagogical council cannot refuse you, but without its decision you have no right ... Such is the Belarusian pun. Theoretically, it is possible to write an application in the middle of the school year, but then it will really be “at the discretion of the administration”.

A student who studies according to an individual curriculum, is listed in the class, is entered in the class journal, can attend any lessons and electives at his discretion. When writing an application, parents indicate which subjects their child plans to study at home, and which - at school, and in "home" subjects in class magazine no current grades are given, but only final grades: for laboratory, control, quarterly and annual grades. The test plan (controls, workbooks, oral survey) is usually made by the head teacher.

With this form of homeschooling, to be honest, it’s a mystery to me why 100% of parents do not write an application to switch to individual entrepreneurs. You are not limited in any way in the consumption of school services, but you can refuse them at any time. You can, for example, go to school for one quarter, and then sit out all the flu at home, without being puzzled by medical certificates, and then walk again; can only go to school foreign language(the case of my acquaintances) and / or favorite electives. In general, electives are an interesting thing. Teachers are paid money for electives, and to open an elective, you need at least 5 interested children, so an elective is usually a very intimate event: why teach 20 people, if you can 5, and the payment is still the same.

But this is a theory. Practice, as always, is much more interesting.

Due to the fact that in the old law there was a family form of education, and in the new law it was banned, and due to the fact that there is no clear legislative basis for the procedure for passing attestation with individual entrepreneurs, the fantasies of some educators bloom in terry color. Moreover, this does not always happen out of malice, but rather from ignorance, fear of doing “something wrong” and “concern” about the future of children who do not attend school.

For example, on the website of the Ministry of Education, when asked by a citizen about whether he has the right to educate his child at home, it was officially stated: “... we inform you that in accordance with Article 35 of the Law of the Republic of Belarus of 05.07.2006. "On General Secondary Education" teaching a student independently (in the family) will be prohibited.

I have collected the experiences of several mothers about transferring their children to an individual plan. I got the following picture.

So, you come to school and stutter that you would like to teach your child at home, or are you wondering if it is possible to teach the child yourself? You have heard something like that somewhere, but you are not sure that so much freedom is given in one hand. Mistake! In response, you can hear, for example, (in a strictly didactic tone): “Well, this is only possible if mom is a teacher”; or “You can only take an external student for the entire course of a basic or secondary school”; or " New law does not provide for education in the family.

So, instead of wondering if it is possible to teach your child at home, you need to immediately strike on the spot with the phrase: “Where do you sign up for training according to an individual curriculum?”. Ignore the tantrums and intimidation of teachers and officials, but simply stupidly and politely refer to the 35th article of the law "On Education". And remember that you have no right to refuse.

For example, here's a story:

“We came to the school at the place of registration and said that we would come to them in the first grade, but in September we would leave until April, so we ask you to provide us with an individual plan and tell us what requirements they will impose on us upon arrival in order to consider the 1st grade completed. They immediately smiled and called the city council, they told us to come to them ourselves.

We went to the city administration, where they wrote down our data, they said they would contact Gomel (and we are in Mozyr), and then with Minsk, and by the end of the week they would call. On the evening of the same day they called! They were asked to come "to look at the conditions in which the child is brought up." They came, they saw, they asked a lot of questions. They began to persuade the guardianship of the grandmother to arrange and go quietly without a son. “It would be better for him not to wander anywhere and go to school with his grandmother.” I must say that my grandmother really liked this plan, but for me this option is not discussed. Then they said that on the individual education plan, it is necessary to "appear for school at least once a month."

After that, the city government finally decided (our question) about the form of certification. Of the possible options, an interview or a test upon arrival was discussed.

And here is another story:

“If anyone is interested, we were transferred to an individual plan. At first it was scary: we are the first in the region, but 59 are for, and 1 is against. We received the most friendly attitude from the school administration. At the teachers' council there was only one vote against us - the voice of the social worker (the psychologist supported us).

Bureaucratically, everything is very simple. BEFORE 31.08 you need to apply to the school. No explanations are required, just “we want it that way”, but as a human being it’s better to find an “excuse”: there is little time for sports or music ...

The nearest teachers' council will consider your request. We were present there. Before that, we talked with the director and the head teacher. After a detailed conversation about how we plan to study subjects, they supported us. We talked for a very long time and colorfully about our education and about grandparents who will help us teach physics and biology ...

In the law, we have not found any reason why we can be denied. But after talking with us, the director had a conversation with the inspector and the lawyer, because we were the first in the area. The teachers' council voted on our question: 59 - for, 1 - against - the social teacher. When asked by a social pedagogue - what about socialization - they answered that the child would attend circles.

Attention! When writing an application, you mark all the subjects that will be studied at home. You can leave something for the school. For example, we study English at school. At the same time, for the rest of the subjects in the class journal it is written - "study according to an individual plan." This makes it possible to return to regular school attendance any day. Knowledge test - once a quarter for each subject, usually a written test - approximately 10 questions, about 45 minutes. Sheets with tests are collected by the head teacher. One should only be afraid of the biased attitude of teachers. So that they don't start cutting. We have a small town and we were simply recorded as eccentrics.

Officially, at school we study English and physical education. In practice, I don’t know what a physical education teacher looks like (the head teacher said that she herself would agree with him). Lessons in English- 2 times a week plus electives. We visit them freely. Sometimes we don't come for a month, sometimes we come three times a week. In the class magazine opposite the daughter's name it is written - she is engaged in IP. Therefore, she has no current grades.

Regarding the passing of certifications, here is a good comment from one mother: “Due to the lack of a clear legislative framework according to the order of certification at the IP, the difference in opinions of school principals about the frequency of the appearance of our children in front of the strict teacher's eyes is only in my memory: from daily (!) visits to a two-three-week marathon in June. Well, there are various options within these limits.

The above stories confirm that the convenience of your stay at the IP largely depends on the location of your teacher and school authorities. Teachers need to be explained that you will not add work and care to them, on the contrary, instead of, say, 20 children, a teacher will have 19 in a class. But the cooperation of teachers on an individual level is very important. And if you cannot find understanding in your school, then perhaps you will meet him in the neighboring area.

In general, of course, the transition to home schooling should be easy and routine: at any time of the year, according to the declarative principle, with the possibility of spending the money allocated by the state for the education of a single child, to spend on the educational needs of this child at the discretion of the parents. But this is a matter for the future. In the meantime, the only way - article 35 of the law "On Education", an individual curriculum.

And finally, another story:

“Yes, we were transferred to individual training! It really turned out to be very simple. The director asked to indicate the reason for the transfer, due to the fact that the application is not submitted before the academic year (until August 31), but in the middle of the year. Well, we pointed out that business trips have become more frequent. There were no more questions. They promised to provide a study plan next week. They were extremely sweet.

The child studies at home with great pleasure, runs after us to work out more (this has never happened during the school period), we patched up all the gaps and overtook our classmates in the program. In short, everything is not as scary as it seemed before they began to act.

- General secondary (basic) education can be obtained in several ways. Traditionally, attending a day school or gymnasium. Evening classes are also functioning in Minsk on the basis of general secondary education institutions, but there are not many of them left. This form of education is becoming less popular. And if we are talking about gifted children, then they, although infrequently, jumped over one class. Such students, as a rule, study according to an individual plan.

What can be the basis for teaching a child according to an individual plan, or, more simply, at home?

Parents have the right to independently educate children according to an individual plan, but the final decision is made by the school's teachers' council, taking into account the child's abilities and the reasons for studying at home. Most often, this form of education is used by gifted schoolchildren, young athletes and artists who often travel to competitions, training camps, conferences or tours. Family circumstances are also taken into account. For example, mothers and fathers often go on business trips or temporarily leave the country or city with their child. In this case, the educational institution develops an individual plan for the student based on the curriculum, establishes the forms and terms for the certification. But if the guys do not cope well with the program or their performance is noticeably reduced, then the school has the right to decide to stop such training.

- Are there any disadvantages to home schooling and are there many children in the capital who receive it?

The vast majority of parents prefer their children to go to school. There are about 300 children on the so-called home schooling. It's about mainly about gifted and talented schoolchildren, as well as about those who, for good reasons, cannot permanently or temporarily attend classes. If parents have the opportunity to be near the child during the day, they can transfer it to individual training. But such cases are rare. The responsibility for such families, as a rule, lies with the school administration, they must be treated very carefully. For example, parents may belong to non-traditional religious groups, and children who do not attend school further isolate themselves from society. Or mothers and fathers themselves are not socially adapted to a certain extent. But if everything is fine in the family, then the school will not interfere with the individual education of the children.

- Have we developed a system of distance learning at the level of general secondary education?

Legislatively, this form of education is not fixed in our country, unlike Russian Federation where the possibility of distance learning is registered. In project new edition of the Education Code, which is currently under consideration, provides distance learning for children with special needs of psychophysical development. Documents on education of the Russian sample are suitable for admission to Belarusian universities. If the child has successfully completed the Russian school course and received a state certificate of the Russian Federation, then there should be no problems with the adoption of the document in Belarus.

For reference

In the past academic year, 16 students were externally certified for 9 classes, and 274 for 11. As a rule, one school is determined in each district of the city, on the basis of which certification takes place. Examinations are taken by a commission consisting of teachers of this institution.

The outlandish term "homeschooling" entered our lexicon quite recently. And if in Europe and America children who are educated at home are not surprising, then in our country this form of education is just beginning to gain momentum.

I confess: my son did not go to kindergarten. Pick it up from preschool forced constant illness. Of course, I had doubts, because a child who is constantly at home runs the risk of lagging behind his peers in his development. Yes, and dealing with a child 24 hours a day is tiring. But we had a nanny who walked with my son while I was working, and we entrusted part of the pre-school preparation to professionals - my son attended classes at one of the developing schools, and also went to a theater studio. We spent the rest of the time together, if the child began to be interested in something, then we tried to satisfy this interest. Now at the school, where we still went, because I saw that the child lacks communication, they tell me that the child is very developed, the very first one answers all questions. Although our first teacher was initially skeptical…

PARENT IS THE BEST TEACHER?

Finding parents whose children do not go to kindergarten and school turned out to be not at all difficult. In the very center of Minsk there is a social and educational institution “Family Center “Papa Can”. Children run around in two rooms, making noise and playing. - We have just finished classes, - says the director of the center Grigory Prokhorov. - First of all, parents come here to learn how to interact with their children. After all head teacher for a child, it is his parent.

- But what about physics, chemistry, algebra in high school? It is unlikely that parents themselves will be able to provide the required level.

Home education according to an individual plan does not exclude the possibility of hiring a tutor in any subject or choosing individual lessons at the school that the student will attend ... We once talked with children in Moscow who are already 15-16 years old and who received home education. This child knows what he needs, he chooses his own tutors and teachers for further studies. Moreover, there different ways study. For example, we want to adopt the so-called immersions according to the method of the academician Russian Academy M.P. Shchetinin's education. In short, the study school subjects it happens like this: once a month, for example, for a week we learn math. And a one-year program can be completed in a short time ... But becoming a teacher for a child, organizing your day taking into account his interests, plus making money is not an easy task.

- And how do parents manage to combine work and schooling at home for their children?

At one time, I chose freelance - I'm a business coach, - says teacher, psychologist Kirill Budkevich. In the center, he works with children using various methods, and gives his children home education. - I had to completely rebuild my life. But then everything got better. And you teach your child the knowledge that is really useful in life, because neither school nor kindergarten can give it. And we subordinated the routine to the child: if he wants to do it, we do it. Doesn't want to play. Over time, the desired schedule is generated by itself.

LEARNING ACCORDING TO AN INDIVIDUAL PLAN IS POSSIBLE, BUT DIFFICULT

If everything is quite simple with the kindergarten: if you don’t want it, don’t drive, then things are different with the school. In our country, a combination of different forms of education is allowed, for example, external studies, as well as teaching children according to individual curricula. Such training assumes that parents can teach the child on their own, choose the classes that the child will attend at school, or hire a tutor. It all depends on how this issue is settled with the leadership of the school.

Olga from Grodno has to literally win the right to study according to an individual plan for her child. At school No. 23, where she applied, indicating frequent moves as good reasons, they refused to accept little Kirill for this form of education. Olga went to several more schools and was refused everywhere. Then she wrote a letter to the Ministry of Education. And the department of education of the Leninsky district of Grodno promised to help in resolving this issue.

The code clearly states “transition to individual learning is at the discretion of the head of the school.” It amazes me that the leadership of the school is so stubborn. The administration staff called my employers, the music school teacher who teaches his son, came with an inspection to our house, even called my husband to the school and asked how he felt about home education, says Olga.

While little Kirill goes to school, however, Olga firmly decided to transfer him to an individual plan. That is, at home.

Ulyana from Minsk did not send her daughter Camilla to school this year at all. Now the girl is studying according to the first grade program with teachers from Moscow. Classes are held several times a week online.

Classes with a teacher take no more than two hours a day. In the process, the teacher gives assignments, checks whether the homework is completed. The lessons themselves take place in the form of a game. If the teacher sees that Camilla is tired, then classes stop for a while. The cost of this approach is about $600 per month. This academic year we will try to study like this, and then we'll see. Give to regular school We will always have time for a child. As for socialization, we have enough communication with children in the circles where we go, - says Ulyana.

But for the most part, parents whose children are being educated at home think that their tuition costs are not that big: basically, this is a tutor twice a week for a few hours. On the initial stage For a child, one tutor is enough for classes. And then choosing an individual training plan at school or hiring a tutor-assistant in subjects that are incomprehensible to the student will not be difficult.

WHAT DOES THE LAW SAY?

The Code of the Republic of Belarus on Education clearly states: “The individual curriculum establishes the features of obtaining general secondary education by gifted and talented students, as well as students who, for good reasons, cannot permanently or temporarily attend classes and (or) undergo certification within the established time limits.” If your child goes in for music, sports or is seriously interested in, for example, radio electronics, this may already be the reason, - says Grigory Prokhorov, director of the Papa Can Family Center. - To transfer a child to an individual plan, it is enough to write an application addressed to the principal of the school. Based on the experience of homework families, my advice is to look for a school with a loyal attitude towards home education. If there is only one school - for example, you live in a village, then print out the law and start negotiations.

Yes, according to the law there is such a form of education for children. The issue of teaching a child according to an individual plan is being resolved with local education departments and school leaders, the Ministry of Education confirmed to KP.

Do not forget that our basic education is compulsory - your child's knowledge is monitored at the end of each quarter at the school you belong to. And one more thing: experienced parents advise to prepare for the test of freedom - the temptation to do nothing is great. The daily routine must be drawn up. And it is also worth listening to the child, catching his needs for knowledge and satisfying them while there is interest.
