Section "Qualification characteristics of positions of managers and specialists of higher professional and additional professional education"

I. General provisions

1. The section "Qualification characteristics of the positions of managers and specialists of higher professional and additional professional education" of the Unified Qualification Directory for the positions of managers, specialists and employees (hereinafter referred to as the CSA) is intended to address issues related to the regulation of labor relations, ensuring an effective system of personnel management of educational institutions and organizations of higher professional and additional professional education, regardless of their organizational and legal forms and forms of ownership.

2. The section "Qualification characteristics of the positions of managers and specialists of higher professional and additional professional education" of the EKS consists of four sections: I - "General provisions", II - "Positions of managers", III - "Positions of the teaching staff", IV - " Positions of employees of administrative and economic and educational support personnel.

3. The requirements imposed by the CSA on employees of higher professional and additional professional education are aimed at improving the effectiveness of their work, labor activity, business initiative and competence, the fullest use of their professional and creative potential, the rational organization of work and ensuring its efficiency.

4. The qualification characteristics contained in the section "Qualification characteristics of the positions of managers and specialists of higher professional and additional professional education" of the CSA (hereinafter referred to as qualification characteristics) are designed to promote the correct selection and placement of personnel, improve their business qualifications, rational division of labor, and create an effective mechanism delimitation of functions, powers and responsibilities between employees, as well as the establishment of common approaches in determining their job duties and qualification requirements for them.

5. Qualification characteristics can be used as regulatory documents or serve as the basis for the development of job descriptions containing a specific list of job duties of employees, taking into account the specifics of the organization of production, labor and management, as well as the rights and responsibilities of employees. If necessary, the job responsibilities included in the qualification description of a certain position can be distributed among several performers.

When developing job descriptions, it is allowed to clarify the list of works that are characteristic of the corresponding position in specific organizational and technical conditions, and the requirements for the necessary special training of employees.

6. The qualification characteristic of each position has three sections.

The "Job Responsibilities" section establishes the main labor functions that can be entrusted in whole or in part to the employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing for optimal specialization of employees.

The "Must Know" section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must apply in the performance of official duties.

The "Qualification Requirements" section defines the level of professional training of an employee necessary to perform job duties, as well as requirements for work experience.

7. In the qualification characteristics of individual positions of employees of administrative and economic and educational and auxiliary personnel, within the same position without changing its name, intra-position qualification categorization of wages is provided.

8. In the qualification characteristics of the positions of employees of administrative and economic and educational and auxiliary personnel, the use of the official title "senior" is possible provided that the employee, along with the fulfillment of the duties provided for by the position held, manages the executors subordinate to him. The position of "senior" may be established as an exception in cases where the employee is assigned the functions of managing an independent area of ​​work. For positions of specialists for which intra-position qualification categorization is provided, the official title "senior" is not applied.

9. Job responsibilities, requirements for knowledge and qualifications of deputy heads of structural units are determined on the basis of the characteristics of the respective positions of heads.

The qualification characteristics of the positions of heads (heads) of departments serve as the basis for determining the job responsibilities, knowledge requirements and qualifications of the heads of the relevant bureaus when they are created instead of functional departments (taking into account industry specifics).

10. When developing job descriptions for the positions of employees of educational institutions of higher professional and additional professional education, not provided for by this section of the CSA, the qualification characteristics of educational workers approved in the prescribed manner, as well as the qualification characteristics provided for in general industry positions of employees and for positions of employees, are applied, characteristic of other types of economic activity (medical workers, cultural workers: artistic directors, conductors, directors, choreographers, choirmasters, librarians, etc.), specifying the list of works that are characteristic of the respective position in specific organizational, pedagogical and technical conditions.

11. Persons who do not have special training or work experience specified in the "Qualification Requirements" section, but who have sufficient practical experience and perform their official duties qualitatively and in full, on the recommendation of the attestation commission, are appointed to the relevant positions in the same way, as well as persons with special training and work experience.

Persons who do not have degree candidate (doctor) of science and academic title, but having experience in scientific and pedagogical work or work in organizations in the direction professional activity corresponding to the activity of an educational institution of higher professional and additional professional education, and elected in accordance with the established procedure by competition for filling the corresponding position, or without being elected by competition for filling the corresponding position - when hiring part-time or in newly created educational institutions of higher professional education before the start work of the academic council for a period of not more than one year, and to replace a temporarily absent employee who retains his job, until this employee returns to work.

II. Leadership positions

Head (rector, director) of an educational institution of higher professional and additional professional education
