Increased academic scholarship under Decree 945. Government Decree on the procedure for improving scholarship provision for students in federal state educational institutions of vocational education - Russian city

Government Russian Federation decides:

1. Establish that the budget allocations provided for by the Ministry of Education and Science of the Russian Federation in the federal budget for the corresponding financial year under the subsection "Higher and postgraduate professional education" of the section "Education" of the classification of budget expenditures for improving the scholarship provision of students in federal state educational institutions vocational education, are used:

a) for the payment of scholarships of the President of the Russian Federation, established by Decree of the President of the Russian Federation of September 14, 2011 N 1198 "On scholarships of the President of the Russian Federation for students and graduate students studying in areas of training (specialties) corresponding to the priority areas of modernization and technological development Russian economy";

b) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 20, 2011 N 600 "On scholarships of the Government of the Russian Federation for students and graduate students studying in areas of training and specialties corresponding to the priority areas of modernization and technological development of the Russian economy" ;

c) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 28, 2011 N 625 "On scholarships of the Government of the Russian Federation for students in educational programs of primary vocational and secondary vocational education, corresponding to the priority areas of modernization and technological development of the economy of the Russian Federation ";

d) to increase the scholarship fund of federal state educational institutions of higher professional education in accordance with the Rules for improving the scholarship provision for students of federal state educational institutions of higher professional education, approved by this resolution.

2. To approve the attached Rules for Improving the Scholarship Provision for Students of Federal State Educational Institutions of Higher Professional Education.

3. The Ministry of Education and Science of the Russian Federation, within a month from the date of adoption of this resolution, approve the procedure for distributing budgetary appropriations provided for the Ministry of Education and Science of the Russian Federation in the federal budget for improving scholarships for students in federal state educational institutions of vocational education.

Rules for Improving Scholarship Provision for Students of Federal State Educational Institutions of Higher Professional Education

I. General provisions

1. These Rules establish the procedure for improving the scholarship provision for students studying in federal state educational institutions of higher professional education in full-time training at the expense of the federal budget for the main educational programs of higher professional education (hereinafter, respectively - students, institutions of higher professional education).

2. In order to improve the scholarship provision for students, the scholarship fund of institutions of higher professional education is increased and increased state academic scholarships (hereinafter referred to as the increased scholarship) are awarded to students who have achievements in educational, research, social, cultural, creative and sports activities.

3. An increased scholarship is paid for achievements in any one or more areas of activity specified in paragraph 2 of these Rules.

4. The number of students of an institution of higher professional education receiving an increased scholarship in accordance with these Rules cannot be more than 10 percent total number students receiving state academic scholarships.

5. When assigning increased scholarships in accordance with these Rules, an institution of higher professional education may use no more than 20 percent of the total increase in the scholarship fund, carried out in accordance with these Rules, to increase scholarships for achievements in educational activities.

6. The institution of higher professional education independently determines the amount of increased scholarships depending on the courses of study, taking into account the priority increase in scholarships for students enrolled in more advanced courses. For each educational program by decision of the Academic Council of the institution of higher professional education, a course (semester) is established, starting from which an increased scholarship is assigned.

The decision on the amount of the increased scholarship is made by the academic council of the institution of higher professional education with the participation of representatives of student government.

II. Criteria for awarding an increased scholarship

7. An increased scholarship is awarded for the student's achievements in educational activities if this activity meets one or more of the following criteria:

a) receipt by the student at the end intermediate certification during at least 2 consecutive semesters preceding the award of the scholarship, the grades are "excellent" and "good" with at least 50 percent of the grades "excellent";

b) recognition of a student as a winner or prize-winner of an international, all-Russian, departmental or regional olympiad, competition, competition, contest and other event held by an institution of higher professional education, public and other organization, held during the 2 years preceding the appointment scholarships.

8. If there is an academic debt or retaking the exam (test) for an unexcused reason during 2 consecutive semesters preceding the award of the scholarship, the increased scholarship is not assigned.

9. An increased scholarship is awarded for the achievement of a student in research activities if this activity meets one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship:

awards (prizes) for the results of research work carried out by an institution of higher professional education or other organization;

a document certifying the student's exclusive right to the scientific (scientific-methodical, scientific-technical, scientific-creative) result achieved by him intellectual activity(patent, certificate);

grant for the implementation of research work;

b) the student has a publication in a scientific (educational-scientific, educational-methodical) international, all-Russian, departmental or regional publication, in a publication of a higher professional education institution or other organization during the year preceding the appointment of an increased scholarship;

c) other public presentation by the student during the year preceding the appointment of an increased scholarship, the results of research work, including by making a report (message) at a conference, seminar and other international, all-Russian, departmental, regional event held by an institution of higher professional education, public or other organization.

10. An increased scholarship is awarded for the achievement of a student in social activities if this activity meets one or more of the following criteria:

a) the systematic participation of the student in the conduct (ensure the conduct):

socially oriented, cultural (cultural and educational, cultural and educational) activities in the form of sponsorship, charity events and other similar forms;

public activities aimed at promoting universal human values, respect for human rights and freedoms, as well as protecting nature;

socially significant cultural events;

b) the systematic participation of the student in the activities of information support public events, public life institutions of higher professional education (in the development of the website of institutions of higher professional education, organization and provision of activities of funds mass media, including in the publication of a newspaper, a magazine, the creation and implementation of television and radio programs of an institution of higher professional education);

c) participation (membership) of a student in public organizations during the year preceding the appointment of an increased scholarship;

d) the systematic participation of the student in ensuring the protection of the rights of students;

e) systematic gratuitous performance by a student of socially useful activities, including organizational, aimed at maintaining public safety, landscaping environment, environmental protection activities or other similar activities.

11. An increased scholarship is awarded for the student's achievements in cultural and creative activities if this activity meets one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship, an award (prize) for the results of cultural and creative activities carried out by him in the framework of activities carried out by an institution of higher professional education or other organization, including within the framework of a competition, review and other a similar international, all-Russian, departmental, regional event;

b) public presentation by a student during the year preceding the appointment of an increased scholarship, a work of literature or art created by him ( literary work, dramatic, musical and dramatic work, scripted work, choreographic work, pantomime, musical work with or without text, audiovisual work, painting, sculpture, graphics, design, graphic story, comic book, other work of fine art, work of arts and crafts , scenographic art, works of architecture, urban planning, landscape gardening art, including in the form of a project, drawing, image, layout, photographic work, work obtained by a method similar to photography, geographical, geological, other map, plan, sketch, plastic works relating to geography, topography and other sciences, as well as other works);

c) the systematic participation of the student in the conduct (ensuring the conduct) of public cultural and creative activities of an educational, propaganda nature and other socially significant public cultural and creative activities.

12. An increased scholarship is awarded for a student's achievements in sports activities if this activity meets one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship, an award (prize) for the results of sports activities carried out by him in the framework of sports international, all-Russian, departmental, regional events held by an institution of higher professional education or other organization;

b) the systematic participation of the student in sports events of an educational, promotional nature and (or) other socially significant sports events.

13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation dated March 31, 2011 N 368 "On scholarships of the President of the Russian Federation to athletes, coaches and other specialists of the sports teams of the Russian Federation for sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics".

III. The procedure and conditions for financial support for improving student scholarships

14. The Ministry of Education and Science of the Russian Federation, within the limits of the budgetary appropriations envisaged for it in the consolidated budget list of the federal budget for the current financial year and planning period for the purposes specified in paragraph 1 of these Rules, shall, in accordance with the established procedure, submit proposals to the Ministry of Finance of the Russian Federation on making amendments to the said consolidated budget breakdown in terms of the redistribution of the said budget appropriations between the main administrators of federal budget funds, which are in charge of institutions of higher professional education, and institutions of higher professional education, which are the main administrators of federal budget funds, based on the number of students studying in institutions of higher education vocational education, as well as increasing coefficients (if any) for the scholarship fund of the federal state budgetary educational institution of higher professional education "Moscow State University named after M.V. Lomonosov "and the federal state budgetary educational institution of higher professional education" St. Petersburg State University ", as well as federal universities and universities for which the category "national research university" has been established by the Government of the Russian Federation.

15. Increasing coefficients for the scholarship fund are established:

a) by an administrative act of the Ministry of Education and Science of the Russian Federation - for institutions of higher professional education subordinate to it, as well as for institutions of higher professional education that are the main managers of federal budget funds;

b) by an administrative act of the chief manager of federal budget funds - for institutions of higher professional education subordinate to him.

16. Financial support for the improvement of scholarship provision for students is carried out on the basis of a budget estimate (for state-owned institutions of higher professional education) or by providing subsidies from the federal budget in accordance with paragraph 1 of Article 781 of the Budget Code of the Russian Federation (for budgetary and autonomous institutions of higher professional education).

17. The main administrators of federal budget funds, which are in charge of institutions of higher professional education and institutions of higher professional education, which are the main administrators of federal budget funds, annually, before September 1, submit a report to the Ministry of Education and Science of the Russian Federation in the form established by the Ministry of Education and Science of the Russian Federation, on the payment of increased scholarships for the previous academic year.

In accordance with the Town Planning Code of the Russian Federation, Law of the City of Moscow of June 25, 2008 N 28 "Town Planning Code of the City of Moscow", Decree of the Government of Moscow of December 23, 2014 N 801-PP "On approval of the Regulations on the content, preparation, approval and changes in the urban planning standards of the city of Moscow" and in order to ensure urban planning activities in the city of Moscow, the Moscow Government decides:

1. Approve regional standards for urban planning of the city of Moscow in the field of transport, highways of regional or intermunicipal significance (appendix).

2. Amend the Decree of the Government of Moscow of January 25, 2000 N 49 "On approval of the Norms and rules for designing the layout and development of Moscow MGSN 1.01-99" (as amended by Decrees of the Government of Moscow of December 26, 2000 N 1033, of June 25 2002 N 473-PP, dated August 19, 2003 N 693-PP, dated September 6, 2005 N 684-PP, dated October 4, 2005 N 769-PP, dated October 11, 2005 N 773- PP, dated July 25, 2006 N 558-PP, dated August 22, 2006 N 593-PP, dated September 26, 2006 N 724-PP):

2.1. The first and second hyphens of paragraph 4.2 of section 4 of the annex to the resolution shall be stated as follows:

"- pedestrian accessibility of stops of public passenger transport: off-street, ground passenger - in accordance with the regional standards for urban planning of the city of Moscow in the field of transport, highways of regional or intermunicipal significance (hereinafter referred to as the regional standards for urban planning of the city of Moscow);

Availability of parking places for cars - in accordance with regional standards for urban planning of the city of Moscow;".

2.2. The second sentence of paragraph one of clause 4.5.4 of section 4 of the annex to the resolution shall be stated as follows:

"The length of a pedestrian crossing from any point in the center to the nearest temporary storage area for vehicles should be determined in accordance with regional urban planning standards for the city of Moscow, to a public toilet should not exceed 150 m."

2.3. Clauses 4.6.4, 4.7.2, 4.10.3, Table 4.1 of Section 4, hyphen twelve of Clause 5.3, Clauses 5.13, 5.21, 5.28, 5.38 of Section 5, Clauses 6.6.1, 6.6.2, 6.6.3 of Section 6, clause 7.3.5 of section 7, section 9 of the appendix to the decision to recognize as invalid.

2.4. Paragraph 4.7.4 of section 4 of the annex to the resolution shall be stated as follows:

"4.7.4. The length of the pedestrian crossing from any point of the multifunctional zone to the stop of public passenger transport should be determined in accordance with the regional standards for urban planning of the city of Moscow, to the public toilet should not exceed 200 m."

2.5. The second paragraph of paragraph 4.9.2 of section 4 of the annex to the resolution shall be stated as follows:

"The placement of parking lots for car parking is carried out in accordance with the regional standards for urban planning of the city of Moscow, the placement of public toilets no further than 200 m from any point in the center.".

2.6. In paragraph 4.11.3 of section 4 of the appendix to the resolution, the words ", taking into account the distance from highways and metro stations (Table 4.1)" shall be replaced by the words ". Distance from highways and metro stations is determined in accordance with regional urban planning standards for the city of Moscow."

2.7. The hyphens ninth, tenth, eleventh of clause 5.3 of section 5 of the annex to the resolution shall be stated accordingly in the following wording:

"- the length of pedestrian approaches to stopping points of ground public passenger transport - in accordance with regional standards for urban planning of the city of Moscow;

The length of pedestrian approaches from stopping points of ground public passenger transport to objects of mass visiting - in accordance with regional standards for urban planning of the city of Moscow;

Availability of car storage places, the maximum allowable level of territorial pedestrian accessibility - in accordance with the regional standards for urban planning of the city of Moscow;".

3. This resolution comes into force from the day of its official publication.

4. This resolution does not apply to:

4.1. Territory planning projects and land surveying projects, on which public hearings were held on the day this resolution comes into force.

4.2. Urban planning plans for land plots for which applications for preparation were received by the Committee for Architecture and Urban Planning of the city of Moscow before the entry into force of this resolution.

5. To impose control over the implementation of this resolution on the Deputy Mayor of Moscow in the Government of Moscow for urban planning policy and construction Khusnullin M.Sh.

CHANGES,

WHICH ARE INTRODUCED TO THE DECISION OF THE GOVERNMENT OF THE RUSSIAN

1. Paragraph one of clause 11(1) after the words "state defense order" shall be supplemented with the words "supply of goods, performance of work, provision of services within the framework of exercising the powers of members of the Federation Council, deputies State Duma of the Federal Assembly of the Russian Federation, as well as the purchase of goods, works, services by federal state institutions executing sentences of imprisonment, the source of financial support for which is the income received by them from income-generating activities as a result of their own production activities in order to fulfill the requirements of the penitentiary legislation of the Russian Federation on the mandatory involvement of convicts in labor.

2. In paragraph 13(1):

a) the first paragraph after the words "on acceptance" shall be supplemented with the words "by them, as well as", supplemented with the words ", except for the expenses specified in paragraphs 3-12 of Appendix 28 to the Federal Law, the annual volume of cash payments for which should not exceed the annual volume actual receipts to the federal budget of the revenues specified in paragraphs 3-5 of Appendix 29 to the Federal Law, based on the results of the execution of the federal budget in the current financial year";

b) the third paragraph shall be stated in the following wording:

a) the relevant chief administrator of the federal budget funds shall submit for approval to the Ministry of Finance of the Russian Federation and the Ministry of Economic Development of the Russian Federation a draft decision of the Government of the Russian Federation prepared by him on the use (redistribution) of the funds provided for in paragraph one of this paragraph, containing information on the volume and direction of their use ;

10. An increased scholarship is awarded for the achievement of a student in social activities if this activity meets one or more of the following criteria:

a) the systematic participation of the student in the conduct (ensure the conduct):

An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation of March 31, 2011 N 368 "On scholarships of the President of the Russian Federation to athletes, coaches and other specialists of sports teams Russian Federation for sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics".
