Lifting teachers in the countryside. Features of the payment of lifting to young professionals. Who is considered a young specialist in Russia

Young university graduates often face the problem of finding employment.

Employers are reluctant to hire specialists without experience, even if they have a red diploma. As a result, graduates are forced to take low-paying positions.

At the same time, there is an acute shortage of professional personnel in the countryside. The main problem of the villages is the low standard of living.

For a long time there has been a tendency for the outflow of young people from villages to cities. As a result, specialists are required in the village in all sectors.

In order to resolve the current situation and attract young cadres to the countryside, the program "Young specialist in the countryside" was introduced at the legislative level.

Who are the young professionals

The legislation does not define the term "young specialist". But this concept is found quite often in the regulatory legal acts that establish the labor relations of young personnel.

Article 70 of the Labor Code contains an explanation about a person who has completed training at an institution that has received state accreditation and got a job in his specialty. A prerequisite Employment within the first year after graduation is considered.

Young specialists are considered to be graduates who have received education in labor professions in specialized institutions.

The category of young professionals also includes citizens who have not yet turned 35 years old, if they completed a course of study with a break from production and went to work in the organization they received in their specialty no later than three months after completing their studies. The status of a young specialist in this case lasts three years from the date of execution of the employment contract. The employee is obliged to work in the organization with which the contract is signed for at least three years.

Summarizing the above, one can distinguish three main criteria characterizing the concept of a young specialist:

  1. A graduate who has received professional education in an institution with state accreditation;
  2. The specialist is obliged, after receiving the specialty, to get a job according to the profile;
  3. It is necessary to find a job within a year after graduation.

Types of payments and social programs for support

For young professionals, there are a number of payments and social programs.

They can count on:

  1. One-time payment;
  2. Lifting.

The lump sum payment is calculated in different ways. For example, kindergarten teachers and teachers receive a monthly bonus for three years in addition to their salary. In accordance with the law, payment can be made at the end of the term of the employment contract.

Lifting payouts have appeared since 2012. A compensation or incentive payment must be issued to a specialist in the first month after signing the contract. The amount of the payment depends on the specialty and place of work.

If a young specialist leaves of his own free will, then he will have to return to the budget of the organization, the enterprise, the lifting payments that were issued to him.

All processing for the issuance of payments, the employer takes over.

State allowance intended to support young workers is not taxed. In order for an employee to take part in a social program, he is obliged to work in this organization after receiving lifting at least five years. Besides, professional activity should be related only to the received specialty.

Medical workers can only receive payment if they live in a village, according to.

Goals and conditions of the state support program

Since 2002, a program has been launched to improve the living conditions of citizens who live in rural areas.

To date program action calculated until 2020.

In accordance with federal law, funds for improving housing conditions are provided through the allocation of subsidies to subjects Russian Federation from the federal budget. Subsidies are allocated within the framework of the rural development program.

Housing for young professionals in the countryside is a program that is designed to help families buy an apartment or house in a rural area. A village refers to rural settlements and areas between villages.

Subsidy amount regulated by the regulations of each region separately, depending on the market value per square meter of housing. But its size cannot exceed 70% of the amount of housing, that is, a young specialist must have 30% of his own funds to buy an apartment. Each region sets the maximum price limit for an apartment, above which it will be impossible to purchase housing under the program. If both family members fall under the category of young professionals, then the amount increases.

You can buy housing both in the secondary and in the primary market.

Lifting for young professionals is one of the ways to motivate graduates of professional educational institutions to work in the specialty. How to force young man to prefer a low-prestige job as a teacher with all the hassle that goes with it to quiet work in some office center as an assistant to an important boss? That's right: offer money!

How right is it to choose a place of employment based on purely material motives and putting aside ambitious thoughts about life purpose"on the back burner" - for a lengthy discussion. If we work with the facts, we can state that now young specialists are entitled to more than worthy financial support at the start of their careers.

Young specialist - who is it?

The term "young specialist" in federal legislation occurs only once - in Art. 70 of the Labor Code, which prohibits employers from appointing internships to professionals who graduated from a university / college less than a year ago (provided they work in the profession). At the same time, the Labor Code does not specify who should be classified as a “young specialist” and who should not.

Privileges for young professionals are fixed by regional laws - based on their postulates, one can judge the conditions for obtaining preferential status. Here are the conditions we are talking about.

Age - up to 35 years. In some regions and for some professions, a stricter limit is up to 30 years.

Completion of the full-time department of the university / secondary educational institution with the state and the presence of a diploma of the established form. Only “state employees” students can count on privileges - “payers” for “bonuses” after graduation have nothing to rely on.

The graduate found a job within 12 months from the moment of receiving a diploma in a budgetary organization.

If a graduate went to work in a private company, then he receives only those privileges that are described in the regulatory legal acts of this company. Neither the state nor the region will help him.

The status of a young specialist is assigned to a citizen only once for a period of up to 3 years. The term can be extended to 6 years if a citizen, for example, was drafted into the ranks Russian army or went on maternity leave.

What payments are due?

Young professionals can count on such privileges.

Lifting for young professionals. This is the amount that is paid to a new employee at a time when joining the state. You can find out how much lifting for young professionals by reading the regional regulations - the amount depends on the region and on the profession.

Salary supplement. The allowance is paid monthly for the entire period while the status of a young specialist is relevant. The actual size of the allowance depends on the size of the salary; its relative size is, as a rule, 40% - for ordinary specialists, 50% - for graduates who have bothered to get a red diploma.

Mortgages on preferential terms. A young specialist has the right to expect that 30% of the cost of housing that he takes on a mortgage will be paid by the municipality.

A graduate who finds a job not in the region where he lived receives other compensations.

For moving.

For the transportation of furniture and personal belongings.

Daily allowance for each day spent on the road.

Benefits for young teachers

About 100,000 rubles are provided to young teachers from the capital as lifting allowances. Also, Moscow teachers receive a monthly allowance of 40-50%. The exact amount of the allowance depends on the color of the diploma.

In St. Petersburg, the size of the lump sum payment depends on the color of the diploma. Excellent students will immediately receive more than 67 thousand rubles, and specialists who have completed their studies with blue diplomas will receive 50 thousand rubles. Teachers from the northern capital are not entitled to a monthly allowance, but they are entitled to claim compensation for half of the cost of travel in public transport.

The issuance of lifting is also practiced in provincial cities, but there we are talking about much less significant amounts - from 10 to 20 thousand rubles. The most conditions are offered in this city. In this city, young teachers are paid a lump sum of 50 thousand rubles, plus an allowance of 60% of the salary is assigned during the first year. In the second and third years of work, the teacher is also paid extra, but less - 36% and 24%, respectively.

Benefits for young doctors

The amount of lifting for young medical professionals is approximately 3 salaries. Young doctors also receive a monthly supplement of 30-40% of their salary. Some regions are starting to pay bonuses to young doctors before they successfully complete their diploma. This is customary, in particular, in the region - on the Don, beginner doctors are given an additional scholarship from the 4th to the 6th year of the university. Interns in Rostov receive 5,000 rubles in addition to their basic salary.

The biggest bonuses are given to young doctors who agree to move to the countryside as part of the Zemsky Doctor program. They are given a one-time payment of 1 million rubles! However, a newly-made rural doctor will not be able to squander his million in online roulette - lifting young professionals in rural areas are strictly targeted. The money can be spent solely on improving their own living conditions. For a million, for example, you can build a house on a plot, which will be provided to the zemstvo doctor for construction completely free of charge.

A prerequisite for receiving a lump-sum payment for work in the village is the signing of a 5-year contract by the doctor. If a young specialist decides to quit without completing the “five-year plan”, he will have to return part of the lifting.

How to get lift?

The procedure for getting a lift for a young specialist is quite standard and does not require a lot of effort from the applicant - just collect a package of documents, transfer it to the organization and wait for the money. Teachers need to contact the regional department of the Ministry of Education, doctors - to the local MHIF. The required documents for obtaining a lift include:

The original diploma plus a copy.

Labor contract.

Payment application.

The application form will be provided to the young specialist in the organization where he applied.

young specialist teacher benefits

It was decided to continue the campaign to attract young teachers to the countryside, and therefore the benefits for rural teachers in 2016 will remain almost the same - this was announced back in September 2015 by the head of the Ministry of Health T. Golikova. However, the full list of benefits for teachers in rural areas, as well as the amount of material compensation for young teachers, depend not only on state directives, but also on regional legislation - this means that in fact a specialist can receive for his work in the village not at all the remuneration that is so representatives of the Government speak eloquently.

What labor benefits can rural teachers count on?

Young rural teachers are provided with the following labor benefits:

  • Extended paid vacation(provided once a year). The duration of such leave varies from 42 to 56 days and depends on local laws. In addition, a teacher who has worked in the village for 10 years can go on vacation for a year, retain workplace and even monthly receive part of the salary - from 30 to 50% (Article 335 of the Labor Code).
  • abbreviated work week. While colleagues will have to work 36 hours a day, beneficiary teachers are enough for 18 hours - such a working week will not be considered a violation of labor laws.
  • Opportunity to work part-time.
  • Early retirement. Benefit teachers can retire after 25 years of work in the village, regardless of age (according to Article 28 of the Federal Law “On labor pensions in the Russian Federation”). An important point: pedagogical activity must be continuous.

Cash compensation for rural teachers

Beneficiary teachers are fully compensated for:

  • The cost of heating the room where the teacher lives(if the house is heated by natural gas). The amount of compensation is determined according to the meter readings, if there is no meter, then according to the current consumption rate.
  • Electricity costs- according to the consumption standard per 1 sq. m.
  • The cost of buying firewood or coal- if the house is heated in this way.

These privileges are also provided as benefits to rural retired teachers in 2016.

Other privileges for young teachers

Other "carrots" will also attract young specialists to the villages:

  • A one-time large payment of 5-10 salaries. It is believed that the young specialist should spend this money on the arrangement of his new home.
  • "Lifting" salary. If a young teacher performs well, his monthly income can be increased by 5-10% during the first three years of work.
  • Other "bonuses". Beneficiaries can also receive compensation for classroom management, work in special classes, extracurricular activities (for example, in preparation for olympiads) and even for working in harmful conditions (this is true for chemistry teachers).

Does the state pay for the beneficiary's housing?

Previously, the legislation obligated local municipalities to allocate housing to each young specialist under a social tenancy agreement with full compensation of rent. In 2016, alas, there is no such privilege: for the reason that not every municipality is able to fully compensate for the cost of maintaining the teacher’s premises, the benefits package has been revised.

According to new program, a young specialist can take a mortgage on housing in the village at a reduced rate of 8.5%. Despite the doubtfulness of such an alternative, rather stringent requirements are imposed on potential borrowers: borrowers must be under 35 years old, have at least 3 years of work experience in the village, and even receive a high salary so that the mortgage payment does not exceed 45% of monthly income.

Is the current benefits package for rural teachers in 2016 enough to lure young professionals to the countryside? By depriving teachers of the opportunity to receive housing under a social contract, the Government has seriously weakened the package of benefits.

Mortgage is not an equal alternative: buying a house in the countryside on credit is, to put it mildly, a strange act, considering how difficult it will be to sell it later. Compensation for utilities also does not look like a solid help because of the only clause - “within the framework of consumption standards”; how reasonable these standards set by local authorities will turn out to be, the young specialist will understand only after the fact. So it turns out that instead of real help young teacher expect only a semblance of support and an "anchor" in credit.

Lifting for young professionals is one of the ways to motivate graduates of professional educational institutions to work in their specialty. How to make a young man prefer a low-prestige job school teacher with all the hassle that comes with quiet work in some office center as an assistant to an important boss? That's right: offer money!

How right it is to choose a place of employment, based on purely material motives and putting aside ambitious thoughts about life's purpose "on the back burner" - a question for lengthy reasoning. If we work with the facts, we can state that now young specialists are entitled to more than worthy financial support at the start of their careers.

The state and regional authorities establish benefits for young professionals whose task is to stimulate the ability to work of graduates of primary, secondary and higher educational institutions in municipal and state organizations.

In this article, we will examine in detail the following questions: What are the benefits for young professionals?; what is the procedure for granting benefits; the concept of the status of a young specialist; what are the conditions for obtaining the status of a young specialist.

Who according to the Labor Code of the Russian Federation is recognized as a young specialist

Today, at the federal level, the status of a young specialist and the provision of the required benefits are practically not regulated. There is one legal act that contains a similar provision - Art. 70 of the Labor Code of the Russian Federation, which prohibits the employer, when hiring, to set probationary periods for citizens who have become graduates higher institutions and secondary vocational schools less than 12 months ago. According to the Labor Code, a young specialist no longer has any benefits.

If we turn to the very concept of “young specialist”, then it is also not established in the Labor Code. It is also not found in any other federal law. Only based on the content of regional regulatory legal acts, it is possible to single out the main criteria for obtaining the status of a young specialist:

1. Age must not exceed 35 years. In some Russian regions, this figure is 30 years.

2. Availability of an appropriate educational base:

  • Primary education - lyceum or vocational technical school;
  • Higher or secondary vocational education, which was received on a full-time education system in an educational institution accredited at the state level. Some regions establish education on a budget as an additional condition.

3. After training and obtaining a diploma, the first labor activity should be carried out at an enterprise in the public sector.

The provision of lump-sum payments, benefits and other measures of social support for young professionals is established by industry agreements of the relevant departments. If we talk about non-state structures, then such social support will be carried out on the basis of local regulations of a particular enterprise.

If you want to receive detailed information about the benefits, during the application for a job or immediately after that, you need to ask for the collective agreement of the enterprise for review. In addition, many organizations have internship status provisions in place. These documents detail the working conditions of newly minted specialists, the number and amount of payments, the mechanisms for providing social benefits and other important points.

Until what age is the young specialist status valid?

Maximum age threshold for a young specialist to receive the prescribed benefits is 30-35 years old. This indicator depends on the region where yesterday's student works. From the moment the employment contract is concluded, the status will be legal for 3 years. The second time, this status cannot be obtained.

There are a number of cases when the status of a young specialist can be increased to 6 years:

  • The specialist is trained in postgraduate or postgraduate studies on a full-time basis.
  • During military service or alternative service.
  • The specialist is located as well as childcare.

What are the measures to support young professionals

To date, there are no all-Russian measures for the social support of young professionals. This issue is regulated at the level of regional legislation. In most cases, assistance to young professionals is expressed in the provision of the following guarantees. This is:

  1. Issuance of an interest-free loan for the development.
  2. Upon employment, you can receive a lump sum payment.
  3. Subsidies or Or the specialist will be provided with corporate living space.
  4. Reimbursement of travel expenses - cash compensation is paid.
  5. Reimbursement of expenses for the maintenance of preschool children in kindergartens in full or in part.

In this direction, two budgetary areas have priority: healthcare and education. For example, Decree of the Government of Moscow No. 172-PP dated March 23, 2004 in the current version “On measures to provide teaching staff educational institutions Moscow” contains the following conditions for a yesterday's student to receive the status of a young specialist:

  • The presence of higher pedagogical or secondary vocational education.
  • Age must not exceed 35 years.
  • The specialist must start pedagogical activity no later than 90 days after receiving the diploma.

It is important to know that if a young teacher works in this area, but does not have special education, then this does not serve as a reason for depriving him of the corresponding status. For example, a teacher at a school who is not yet 35 years old, who has a diploma in any profession not related to pedagogy, is also entitled to claim the title of a young specialist.

For teachers from St. Petersburg, a lower age limit is set. In accordance with the law of the city of St. Petersburg No. 107-27 "On measures of social support for employees of state educational institutions" dated 04/03/2007 (as amended in 2011), in this field, teachers are recognized as young professionals whose age is not more than 30 years.

To get the status of a young specialist, a school teacher from the city of Saratov must also be no older than 30 years. This issue can be clarified in the provision of the law Saratov region"On the social support of young specialists of institutions of the budgetary sphere of the Saratov region" No. 96-ZSO dated 08/03/2011.

Important to know: if you are interested in receiving information about social support for young professionals in a particular region, then you need to contact the territorial division of the Department of Education at your place of work and your residence.

The healthcare system is less liberal in this matter: at the state level, benefits are provided for young medical specialists and social payments only if they move to the countryside. If you turn to the law No. 326-FZ "On Compulsory Medical Insurance in the Russian Federation" dated November 29, 2010, doctors become entitled to receive compensation payments if the following conditions are met:

  • The age of the specialist does not exceed 35 years.
  • The employment contract is concluded for at least 5 years.
  • Official employment and residence should be in rural areas.

What are the benefits for a young specialist in the field of education

Similar to the status, benefits and payments to young specialists of municipal educational and state institutions are established at the regional level. For example, in St. Petersburg and Moscow this situation looks like that:

Saint Petersburg

Young teachers of St. Petersburg are not provided with any salary increments, but they have the right to receive a one-time payment in the amount of:

  • 6 basic units - specialists who have a diploma of secondary and higher can apply for them vocational education state sample;
  • 8 basic units - specialists who have received a diploma of the same level with honors can count on them.

As of January 1, 2015, the amount of one base unit is 8432.00 rubles. In addition, during the initial 3 years of work, teachers northern capital, whose age has not overcome the mark of 30 years, are obliged to pay compensation once a month for travel expenses by all types of passenger transport within ½ of the cost. The exception is taxis.

To receive such a payment, you should write an application and contact the social security authority of St. Petersburg or the relevant department of education.

Moscow

In the capital, young specialist teachers are given a one-time cash payment upon official employment. In addition, in the first three years labor activity teachers are entitled to a salary supplement - it is 40% of the rate. If the specialist is the holder of a diploma with honors, then this figure will be equal to 50%.

Important information: the amount of surcharges and allowances is calculated without taking into account the additional load. In other words, if a young teacher works at 1.5 rates, then the additional payment does not apply to the additional workload.

In addition, in the capital, a young specialist in education receives an additional surcharge - 15% of the rate in order to compensate for ½ of the ticket price.

What assistance is provided to young health professionals

Law No. 326-FZ for newly minted doctors who moved to the countryside establishes compensation payments in the amount of 1 million rubles as part of the all-Russian social program Zemsky Doctor. To receive this payment, you will need to conclude an appropriate agreement with local governments at the place of employment.

This lifting payment is provided only to doctors (specialists) who have a diploma of higher medical education and work according to their profile. But here one obligatory condition must be met - in order to be provided with monetary compensation, a young specialist doctor must work in a rural area for at least 5 years. And if the doctor decides to quit, then he will have to return part of the amount that was previously paid to him.

The state, in addition to monetary payments, is obliged to provide young doctors with housing. This is possible in the following ways:

  • The specialist is provided with real estate for living;
  • You can pay off part of the loan or
  • Provided land plot for housing construction.

It is important to know: a lump sum payment in the amount of 1,000,000 rubles is targeted and does not need to be taxed. The specialist is obliged to spend these funds exclusively on improving housing conditions.

For example, when the state reimburses part of a loan for the purchase of residential real estate, the repayment of the remaining part is expected from the funds that were paid under the Zemsky Doctor program.

Additional measures of social protection of medical workers in the regions

In many Russian regions, young doctors who find employment in rural areas are given additional incentives. So, at the legislative level of the Pskov region, the list of those who are entitled to additional payments includes representatives of paramedical personnel. For them, lump-sum payments were assigned in excess of those provided for by federal law:

  • Paramedics and nurses - 30,000 rubles;
  • Doctors - 100,000 rubles;
  • Paramedics and nurses who work in feldsher-obstetric stations - 50,000 rubles.

Young doctors in the Rostov region, even before they receive a diploma, begin to receive material support from the municipality. For students of 4-6 courses of the Rostov Medical University, additional payments to the scholarship are established. And interns are entitled to receive a cash payment in the amount of 5,000 rubles every month as an increase in salary - this moment does not depend on the course of study.

Do not forget that detailed information on payments to young doctors and benefits in the regions must be obtained from the Department of Health and territorial departments or local authorities. There you will also find information on how to provide them. It is important to know that if there are not enough funds in the regional budget, then this cannot be a valid reason for refusing to provide cash payments.
