The main stages of the inventory of trees and shrubs

    For their implementation, a copy of the plan is made from geodetic materials obtained during horizontal survey. It does not apply a coordinate grid, polygonometric signs, marks, leveling benchmarks. A copy is compared with nature, clarification of red lines (boundaries) and a situational plan.   • Condition "unsatisfactory". The crown of the trees is irregular and poorly developed, there are significant wounds and damage. Plants are infected with diseases and pests that endanger their lives. In the shrubs there is a shoot, dead parts. In lawns, herbage is rare and endangered. There are a lot of wilted plants, fallen flowers in the flower beds.
  • Planning

    The methodology was compiled on the basis of the decision of the Commission of the Presidium of the Council of Ministers of the USSR on environmental protection and rational use of natural resources No. 5 of July 28, 1988.

    I . GENERAL PROVISIONS

    1. An inventory of green spaces is carried out in order to use accounting data for compiling statistical reports, developing green economy, planning new construction, restoring, reconstructing and operating landscape and architectural objects in cities and towns, establishing a responsible person for their safety and condition, as well as meeting other needs of the respective organizations.

    2. In accordance with the specified goals, the accounting of green spaces consists in:

    a) determining the total area occupied by green spaces and distributing it by category, including trees, shrubs, flower beds, lawns, paths, buildings, structures, water bodies, etc.; calculation of the compliance of the area of ​​green spaces in general and each category with the requirements of SNiP;

    b) establishing the number of trees and shrubs with determining the type of plantation, species, age of plants, diameter at a height of 1.3 m (for trees), condition;

    c) establishing the presence and ownership of stationary engineering and architectural structures and equipment of landscape and architectural objects (fountains, monuments, sculptures, etc.);

    d) drawing up the necessary drawings, filling out a passport, compiling summary data on the green spaces of the settlement;

    e) timely registration of the changes that have occurred.

    3. According to these instructions, all (with the exception of those located on lands seized from the jurisdiction of local municipal bodies) landscape and architectural objects of public use (parks, gardens, streets and driveways, squares, boulevards, etc.) within the city (village) are subject to accounting traits.

    4. Buildings, underground and above-ground structures located on landscape and architectural objects are taken into account according to the relevant instructions.

    5. As a result of technical accounting for each landscape and architectural object, the following materials should be drawn up:

    The inventory plan, depending on the area of ​​the object (except for landings on the streets, the plan for which is drawn up only on a scale of 1:500), is recommended to be drawn up on one of the following scales:

    a) with an area of ​​up to 5 hectares - 1:500;

    b) with an area from 5 to 25 hectares - 1:1000 or 1:2000;

    c) with an area of ​​more than 25 hectares - 1:2000 or 1:5000.

    6. Accounting for landscape and architectural objects is carried out in kind using available geodetic materials, projects, drawings. In the absence of these materials, the survey of inventory objects is carried out by the technical inventory bureau, guided by the instructions for urban surveys. In exceptional cases, geometric survey of small objects is allowed.

    Work on the inventory of green spaces is carried out by specialists in landscape gardening.

    7. The local bureau (group) of technical inventory compiles and stores materials on the accounting of green spaces for each object, and the organization, at the expense of which inventory work is carried out, is issued the required number of copies.

    II . WORK PROCEDURE

    8. For field work, a copy of the object plan is taken from geodetic materials (without drawing a coordination grid, polygonometric signs, marks, leveling benchmarks).

    10. For the purpose of accounting convenience, the inventory object is divided into conditional accounting areas, limited by paths or other permanent contours of the internal situation. Accounting areas are assigned serial numbers (put in circles).

    11. Within the accounting area, biogroups and the type of green area are determined.

    Lawns and flower beds are counted by area (perennial flowers are also counted by the number of bushes in the accounting area).

    The state of plantings is determined by the following features:

    one - " good» - healthy plants with a regular, well-developed crown, without significant damage; lawns without bald spots and withwell-developed herbage - sheared or meadow, flower beds without wilted plants and their parts;

    2 - " satisfactory"- plants are healthy, but with an improperly developed crown, with significant, but not life-threatening wounds or damage, with hollows, etc.; shrub without weeds, but with overgrowth; lawn with small bald patches, little-groomed herbage; flower beds with wilted parts of plants;

    3 - " unsatisfactory» - a tree stand with an incorrectly and poorly developed crown, with significant damage and wounds, with infection with diseases or pests that threaten their lives; shrubs with overgrowth and dead parts, with weeds; lawns with sparse, endangered grass stands full of weeds; flower beds with large lunges of flowers, withered plants and their parts.

    12. The plan shows the number of trees and shrubs in the accounting area by species.

    13. Based on the corrected graphic material with the full situation and the entries made on the plan and in the working diary, an inventory plan of the object being taken into account is drawn up, on which it is necessary to show:

    External boundaries of a landscape and architectural object with linear dimensions of their length;

    The external situation outside the borders;

    Boundaries and numbers of accounting plots and biogroups.

    The calculated sum of the areas of individual accounting plots should not differ from the total area by more than 0.1%. The allowable discrepancy is decomposed in proportion to the area of ​​each accounting area.

    Filling in the passport for all indicators is carried out after the completion of graphic and computational work.

    15. Section the passport is filled in in the following sequence: first, information is recorded in relation to trees for each accounting plot, then shrubs.

    Information about the areas of lawns and flower beds are recorded last.

    16. In order to identify the changes that have taken place and reflect them in the inventory materials, landscape and architectural objects are examined once every 5 years.

    Landscape gardening organizations are required to timely notify the technical inventory bureau of the construction of new landscape and architectural objects and all changes to existing objects.

    Changes that have occurred at the facilities are reflected in the plan and in the passport.

    The changed situation on the plan is crossed out with red ink (crosses) and a new one is drawn - with black ink.

    Outdated entries in the passport are crossed out in red ink in one line. New entries are entered in the following horizontal lines of the passport. As necessary, the passport is replenished with liners.

    17. The work done on the inventory of green spaces is checked in kind and in camera.

    All green spaces are subject to inventory, regardless of the organizational and legal form of ownership and departmental affiliation, located within the city limits, having established boundaries and provided for use (possession, disposal) to responsible land users (institutions, organizations, enterprises or individuals).

    In areas in the form of green areas along the highways and streets (drives) of the city, as well as other landscaping objects that have the same administrative name, but are divided into sections that are on the balance sheet of different city structures, a single passport is drawn up with the allocation of landscape areas that reflect the belonging to a particular land user . The procedure for financing and approval of such passports is determined by the Department of Housing and Communal Services and City Improvement.

    The inventory is carried out on the basis of the approved situational plan (scale 1:2000) and topographic plan (scale 1:500) in two stages.

    At the first stage, the area, boundaries and classification of the object are established.

    At the second stage, the qualitative and quantitative state of green spaces and landscaping elements is determined.

    The whole complex of inventory work begins with the shooting of available geodetic, cartographic materials, copies of plans for green facilities, on which the inventory is carried out. To account for green spaces along streets, lanes, squares, embankments, graphic materials for accounting for road and bridge facilities are used.

    The inventory plan should show:

    – external boundaries of the object;

    – the external situation abroad;

    – borders and numbers of accounting plots and biogroups;

    – location of small architectural forms (schematically);

    – placement of lawns, flower beds;

    – planar structures and a road and path network, taking into account the types of coatings.

    The changes that have occurred at the facilities are reflected in the plan and in the passport, made both on electronic media and in paper form.

    The changed situation on the plan (paper view) is crossed out in red (crosses), and a new one is drawn in black.

    Outdated entries in the passport (paper form) are crossed out in red in one line. New entries are entered in the following horizontal lines of the passport. As necessary, the passport is replenished with liners.

    Changes to the electronic version of the passport are made simultaneously with the changes in the passport, made in paper form.

    According to the results of the inventory of green spaces, the executive authority, which is entrusted with the functions of performing work on the consolidation of accounting data for green spaces, maintains a Register of green spaces.

    – general information, incl. administrative-territorial affiliation of the territory; indication of the responsible land user; established status of the object; the established functional purpose of the land plot;

    - the layout of the object in the city;

    - situational plan of the object (M 1: 2000);

    - architectural and artistic characteristics of the object and its environment, features of the landscape and landscaping;

    - buildings and constructions; planar structures, road and footpath network;

    - landscaping elements and tables of green spaces;

    – SAF (small architectural forms) and landscaping elements;

    - elements of relief organization, functional support systems, systems for ensuring nature protection and microclimatic comfort;

    - information about the repair work.

    The passport must have a code number. The code number of the passport must be entered in the "Register of green spaces" when entering information on the inventory.

    The passport of the territory is approved by the balance holder (actual land user) of the green area in the prescribed manner and is subject to constant adjustment.

    The initial data for the inventory (situational plan, scale 1:2000) are ordered from the architecture and urban planning authorities. Initial data on land allotments are issued by the territorial services of the Rosreestr of administrative districts.

    The inventory is carried out using available geodetic materials, projects, topographic survey drawings in M ​​1:500–1:1000 (in some cases 1:2000, for example, on long highways with one or two types of plantings).

    In the process of surveying green spaces, data are noted regarding:

    - trees located on highways, streets (passages), boulevards, squares, gardens, parks: type of planting (single, ordinary, group): tree numbers, number, area occupied, their type, age, diameter, height, condition, characteristics of the state (including trees that are pruned), recommendations for care.

    Notes: 1. A tree is considered a plant with a trunk diameter of more than 5 cm, and low-value species (ash-leaved maple, goat willow, aspen) - more than 10 cm.

    2. The area under tree planting is conventionally assumed to be 0.5 sq.m.

    3. Information about trees and shrubs located on driveways is recorded on the even and odd sides separately.

    4. Information about the areas of lawns and flower beds is recorded last.

    - shrubs: type of planting (single, group, row ("living" hedge), etc.), numbers of shrubs, number, area occupied, type of plants, age, height, condition, condition characteristics, recommendations for care, length for ordinary landing.

    Note. The area of ​​a single shrub or shrub in a group is determined by the projection of the crown (or is taken conditionally in the amount of 0.3 sq.m), the area of ​​\u200b\u200bthe hedge is determined by multiplying the width of the trench by the length).

    The names of trees are indicated by the first letters of their generic name (for example, B - birch, Os - aspen, Ol - alder, Lp - linden, Ksh - chestnut, etc.).

    The term for performing work on the technical inventory of the facility is one month. In some cases, if there are appropriate justifications, the deadline for completing the work is determined by the order of the head of the BTI.

    At the same time, the purposes of conducting an inventory of landscaping elements are carried out in accordance with the Instruction, which is mandatory during the inventory of all plantings within the settlement. Based on the materials of the technical inventory of real estate objects, inventory files and technical passports are drawn up.

    Inventory of objects and improvement elements is carried out from April to October.

    It is carried out by specialized organizations with technical capabilities, on the basis of an agreement, and not by an inventory commission created by order of the head of the enterprise.

    4.3. Rules and procedure for determining the technical condition
    and deterioration of external improvement objects

    Inventory of green spaces is carried out in order to:

    – establishing the boundaries of the green/natural area and documenting them;

    - obtaining reliable data on the number of green spaces in the city, their condition for urban management at all levels of management, operation and financing, assigning them to the appropriate category of land, conservation status and maintenance regime;

    - establishing the species composition of trees and shrubs with determining the number, category and type of plantings, plant age, diameter (for trees), condition, as well as areas of lawn coverings and flower beds;

    – timely registration of the changes that have occurred;

    - determination of land users of territories and establishment of responsible organizations, legal entities and individuals for their safety and condition;

    - establishing the presence and ownership of stationary engineering and architectural structures and equipment of landscaped / natural areas (fountains, monuments, sculptures, etc.);

    - regulation of work on the maintenance of green spaces, their overhaul and reconstruction;

    – organizations rational use city ​​territories;

    - to ensure electronic accounting of landscaping objects and green spaces throughout the city when maintaining the Register of green spaces and monitoring green spaces.

    When registering transactions with land plots, transfer of rights to land plots, in case of damage to green spaces by unlawful actions of legal entities or individuals, as well as when registering land allocation for construction, unscheduled inventory.

    Responsibilities for conducting an unscheduled inventory and making changes depending on the category of plantings are assigned to:

    – to responsible land users, to whom the rights of use, possession, disposal of land plots are transferred;

    - on the owner of the territory - in case of damage to green spaces as a result of emergency and other emergencies or illegal actions.

    The inventory of green spaces and the issuance of a territory passport should be carried out in accordance with the rules and instructions for carrying out this type of work, approved in the prescribed manner.

    Organizations - legal owners of territories - are obliged to timely notify the executive authority, which is entrusted with the functions of maintaining the Register of green spaces, about the changes that have occurred in existing green areas regarding cuttings, planting and transplanting green spaces.

    When carrying out work on the inventory of green spaces, customers are required to include in the contract documentation the requirement to submit the results of the inventory in electronic form.

    Responsible for carrying out an inventory of green spaces, within the powers determined by law, are:

    - local self-government bodies;

    – owners or users of land plots;

    - enterprises, organizations, institutions on the territory of which green spaces are located.

    Conducting an inventory of green spaces provides for the availability of technical capabilities and relevant specialists to perform inventory work, including:

    - determination of the total area occupied by green facilities (trees, shrubs, flower beds, lawns, paths, etc.);

    - determination of the number of trees and shrubs by types of plantations, species, age, diameter and state of their maintenance;

    - determination of the cost of the object as a whole and its individual sections;

    - timely introduction of changes to the drawing, passports of green facilities and summary data on the green spaces of the settlement.

    Documenting:

    As a result of the inventory for each green economy object, a passport of the green economy improvement object is drawn up, which is approved by the owner, user, balance holder, head of the enterprise on whose territory the green spaces are located, and signed by the inventory worker and is subject to constant adjustment.

    The passport of the landscaping accounting object is drawn up in two copies in paper form and in two copies on electronic media. Electronic version passport contains all the data identical to the passport in paper form. The identity of the data of the passport, submitted in paper form and on electronic media, is guaranteed by the customer of the inventory of the landscaping object

    An inventory plan is attached to the passport, depending on the area of ​​​​the object and a working diary of accounting for green spaces.

    Based on the materials of the technical inventory of real estate objects, inventory files and technical passports are drawn up.


    5. RULES AND PROCEDURE FOR FORMATION
    AND INVENTORY MANAGEMENT

    5.1. Determining the value of an inventory item.
    Accounting and registration of inventory objects

    fixed assets- this is a part of the property used as means of labor in the production of products, performance of works or provision of services or for the management of the organization for a period exceeding 12 months or the normal operating cycle, if it exceeds 12 months.

    Fixed assets are classified according to a number of characteristics by type, purpose and nature of participation in the production process, degree of use and by ownership, by industry.

    The accounting unit of fixed assets is an inventory object worth over 3000.0 rubles. Each inventory object of immovable property, as well as inventory object of movable property, except for objects worth up to 3,000 rubles inclusive and objects library fund, regardless of their value, a unique inventory serial number (hereinafter referred to as the inventory number) is assigned, regardless of whether it is in operation, in stock or on conservation.

    The number is usually consists of eight characters: the first three characters indicate the subaccount, the fourth - the group and the last four characters - the serial number of the item in the group. For those sub-accounts for which groups are not allocated, the fourth character is indicated by zero.

    For example:

    1. Stock number 01010001 stands for:

    - subaccount 010 "Buildings";

    - group 1 - buildings for industrial purposes;

    – serial number of the object – 0001.

    2. Stock number 01630005 stands for:

    – subaccount 016,

    - group 3 - household inventory,

    - serial number of the item - 0005.

    The number assigned to the inventory object must be marked on it by attaching a metal token, or applied with paint, or in any other way.

    Inventory number, assigned to an object of fixed assets, is retained by him for the entire period of his stay in this organization. Inventory numbers of fixed assets deducted from accounting are not assigned to newly accepted accounting objects within five years after the end of the write-off year.

    One of the main tasks of accounting for capital construction is to determine the totality of costs related to the erected construction object, its reconstruction or acquisition. These post-construction costs will determine inventory value of objects put into operation- buildings, structures, equipment with and without installation.

    inventory value is the initial cost of the objects put into operation, credited to fixed assets. Inventory value is determined for each capital construction project being commissioned.

    The structure of the facility under construction may include: detached buildings, structures, built-in and attached utility rooms (power plants, boiler houses, compressor stations, pumping stations). Upon completion of construction, these objects are reflected in the accounting records as put into operation simultaneously with the commissioning of the main object, according to the estimate of which they were built.

    Inventory value of the object determined by completed construction. It includes facilities accepted for operation, where all construction and installation work, equipment installation, and other work have been finally completed. To check the object, special acceptance commissions are created. Full readiness for operation is confirmed by the acceptance certificate. It indicates the volume, production capacity, productivity, area, parameters that characterize the object, its readiness for operation, the quality of the work performed, the presence of imperfections, the timing of their elimination. The completed act is transferred to the accounting department. This document is the basis for determining the inventory value of objects, including them in fixed assets.

    Accounting for fixed assets by objects is carried out by the accounting service using the following documents:

    - an inventory card for accounting for an item of fixed assets (form No. OS-6);

    - inventory card of group accounting of fixed assets (form No. OS-6a);

    - inventory book of accounting for fixed assets (form No. OS-6b).

    These documents are maintained in the accounting department in one copy for each inventory item.

    The inventory card (inventory book) should contain:

    - basic data on the object of fixed assets, the period of its use;

    - method of depreciation calculation;

    - a note on non-accrual depreciation, if any;

    - information about individual features object.

    Accounting for objects fixed assets in inventory cards is kept in rubles. It is allowed to keep records of fixed assets in inventory cards in thousands of rubles.

    For items of fixed assets, the cost of which upon acquisition is expressed in foreign currency, the inventory cards also indicate the contractual value in foreign currency.

    The changes introduced must be formalized by the relevant organizational and administrative document of the organization.

    Obtaining information about the location of green spaces, elements of integrated landscaping on the territory of the green fund of the city of Moscow, indicating the right holders of land plots of the territory responsible for its safety and condition;

    Determining the compliance of the activities carried out by the right holders of land plots of the territory of the green fund of the city of Moscow at the landscaping facilities, the established purpose of the territories;

    Conducting an analysis of the state of the green fund of the city of Moscow;

    Definition of land plots occupied by various types of plantations, infrastructure or other elements in their composition;

    Information support for the preparation of planning projects for natural, specially protected natural areas (hereinafter - SPNA) (for which there are no planning projects), specially protected green areas (hereinafter - SPNA), green areas and other areas occupied by green spaces, the city of Moscow;

    Development of measures for the conservation and restoration of natural communities and recommendations for managing the land plots; infrastructure and improvement elements at specially protected natural and other natural areas for the revision period for managing the economy of the GPBU "Moscow City Administration of Natural Territories";

    Determining the effectiveness of reforestation work, the quality of the created forest plantations, their compliance with current standards and specifications. These materials make it possible to determine measures to improve the condition of crops;

    Development of proposals for adjusting the draft planning of protected areas, natural, green areas and other areas occupied by green spaces, the city of Moscow, territorial schemes for the development of protected areas in the city of Moscow;

    Regulation of work and determination of costs for the preservation and maintenance of natural communities, green spaces, landscaping elements and integrated landscaping and overhaul on the territory of the green fund of the city of Moscow (based on the obtained characteristics of the state of landscaping elements and integrated landscaping);

    Drawing up a title list for green spaces, elements of gardening and integrated landscaping to calculate natural indicators for the territories of the green fund of the city of Moscow;
