As part of the instructions approved by the President of the Russian Federation following the meeting of the State Council of March 14, 2016, local governments were tasked with ensuring the development of integrated schemes for organizing traffic in the territories municipalities by December 1, 2018.

Thus, the administrations of local governments - municipal districts, urban districts, urban and rural settlements - one year remains to complete this work.

What is KSODD and why is it needed?

A comprehensive traffic management scheme is a set of technically, economically and environmentally sound organizational and engineering planning measures coordinated with strategic planning documents and aimed at ensuring road safety, streamlining and improving the conditions for the movement of vehicles and pedestrians along the road network.

Order of the Ministry of Transport of the Russian Federation dated March 17, 2015 No. 43 “On Approval of the Rules for the Preparation of Projects and Schemes for the Organization of Road Traffic” establishes the following requirement: “in order to form integrated solutions for road traffic regulations on the territory of one or more municipalities or their parts that have a common border, KSODD is being developed. This document defines the content and rules for the implementation of KSODD.

The tasks to be solved in the framework of the development of KSODD are:

  • streamlining and improving the traffic conditions of vehicles, pedestrians and other road users on the road network (UAS);
  • increasing the bandwidth of the UDN and the efficiency of its use;
  • elimination of centers of accidents;
  • reduction of economic losses in the implementation of road traffic;
  • decline negative impact from road transport to environment;
  • organization of parking space;
  • optimization of the movement of ground urban passenger transport by means of ODD.

Work on the KSODD includes collecting information on the current transport situation, analyzing the prospects for the development of the urban environment and developing proposals for the development of the road network, such as the introduction of one-way traffic, the arrangement of dedicated lanes for public transport, the development of cycling infrastructure and pedestrian traffic, the arrangement of parking spaces and other measures that contribute to creation of a convenient and productive transport system.

The object of research is always the road network for which the ranking is carried out. The work of urban passenger transport, the intensity of traffic on the main road network, the composition and density of the traffic flow are analyzed. The main tool used in the CSODD is mathematical modeling; software products such as PTV Visum, Aimsun, MATSim and others are used for its implementation. An intermediate result of macro-modeling is the development of a correspondence matrix - the distribution of movements on the territory of the municipality (MO) by direction. The accuracy of the results obtained is determined by the completeness of the provided data on the socio-economic situation of municipalities and the conducted sociological research.

Based on data on the spatial distribution and volumes of traffic flows, a traffic intensity forecast is made - a model of transport demand and transport supply. In the simulation model, various scenarios are calculated and optimal solutions for the development of transport infrastructure are identified.

For most settlements, micro-modeling of the main transport hubs is also performed, their number can reach several dozen. Modeling of traffic and pedestrian flows at the level of individual objects allows you to determine the impact of the arrangement of the studied section of the network on traffic flows, to assess the conditions of movement of a particular node. To plan the budget and estimate the deadline for the implementation of the CSODD, it is necessary to determine the purpose of the work and the main tasks to be solved, calculate the required amount of field data collection and the principles of office processing. In order to perform an assessment before drafting the terms of reference, specialists in many municipalities require consultations to determine the state of the competitive environment in the market for these services. The terms of reference for KSODD should be as individualized as possible, since the scope and scope of work vary significantly depending on the design area and the needs of the customer.

The work can be performed for one or more municipalities with a common border, or parts of them with a total population of over 10 thousand inhabitants. The term for the development of KSODD ranges from 3 months to 1 year or more, based on the tasks set, the size of the settlement and the specifics of the territory.

In accordance with Order No. 43, the complex scheme is valid for at least 15 years, or for the duration of the strategic planning documents, while the adjustment is provided for at least once every 5 years. As a rule, the work is based on the Program for the Integrated Development of Transport Infrastructure (ICTI) already adopted in the MOD. At the same time, for small settlements and municipal districts, it is logical to combine these works. The PCRT, in turn, must be developed within six months from the date of approval of the master plan of the corresponding settlement, in accordance with clause 5.1 of Art. 26 of the Civil Code of the Russian Federation of December 29, 2004 No. 190-FZ.

It is important for customers to remember that KSODD is not only a formality that their superiors require them to complete, but also work of great practical value. Also, administrations should be ready to financially provide for the activities that are envisaged in the integrated scheme. The priority project "Safe and high-quality roads", approved by the Presidium of the Council under the President of the Russian Federation for strategic development and priority projects on November 21, 2016, provides for the updating and approval of strategic documents, including KSODD, in full by 02.07.2018. The implementation of activities for the 38 largest agglomerations of Russia, incorporated in the project, without the adoption of this document will be ineffective.

Proper use of this tool will make it possible to pursue a transport policy in the interests of the local population, for example, to introduce restrictions on transit traffic flows, or to optimize their route and composition. Another positive effect of the development of KSODD is the possibility of updating regional and local regulations.
