1 Approved by the order of FGBOU VO "TSTU" dated 2016 REGULATIONS on holding the second open competition for the development of the best draft design of a memorial to the soldiers-countrymen who died during the Great Patriotic War gg. 1. GENERAL PROVISIONS These Regulations determine the procedure for organizing and holding the second open competition for the best draft design for the construction of a memorial to the soldiers-countrymen who died during the Great Patriotic War in the Tambov Region (hereinafter referred to as the Competition). The main objectives of the Competition: - Preservation of the memory of the events and people of wartime among new generations of Russians; - to activate the creative potential of the participants of the Competition; - get an original project proposal that most interestingly reveals a given topic. The competition is held in the manner prescribed by these Regulations. The competition is held in order to develop the best draft design of a memorial to the soldiers-countrymen who died during the Great Patriotic War. Organizers of the Competition: - Regional Duma of the Tambov region; - Federal state budgetary educational institution higher education "Tambov State Technical University" (FGBOU VO "TSTU"); - Institute of Architecture, Construction and Transport FGBOU VO "TSTU"; - Department of "Architecture and construction of buildings" FGBOU VO "TSTU".

The competition is open to: - professional architects, artists, sculptors, designers, as well as students specialized universities and faculties; - legal entities, regardless of the organizational and legal form and form of ownership, leading the architectural, artistic and educational activities; - individuals. Both an individual author and a group of authors can become a participant in the Competition. Participation in the Contest is free. The competition takes place in one stage and is held on the dates: from December 20, 2016 to April 25, 2017, summing up the Competition on April 28, 2017, awarding the winners on May 4, 2017. In order to register participation in the Contest, interested persons must submit an application for up to a year inclusive e-mail: The application form is given in Appendix 1 of this Regulation. Within 3 working days from the date of receipt of the application, the Contest Organizer assigns a personal three-digit number of the Contest participant to the interested person and sends him a notification about this. Notification of the assignment of the number of the participant of the Competition shall be sent to the interested person at the e-mail address indicated by him in the application. The Organizer of the Contest does not accept applications received after the expiration of the above period. An interested person becomes a participant in the competition and is considered registered after the Organizer of the Competition assigns a participant number to him. To participate in the Contest, participants within a period of up to a year (inclusive) submit to the Organizer competitive materials in accordance with the requirements of this provision. In the absence of a numerical number of the participant on the competitive materials, as well as in the case of submission of competitive materials after a year, the Organizer does not allow the submitted materials to participate in the Competition. Competitive materials are provided to the Organizer at the address: , Tambov, st. Michurinskaya, 112, building. 3 3. CONDITIONS OF THE COMPETITION Composite solution of the memorial to be carried out in any form, taking into account the individual architectural solution. The size of the site of the memorial is no more than 40x40 meters. The compositional solution of the memorial, as an object, should be carried out using any structural elements and materials that meet modern construction, sanitary and fire safety requirements. In the explanatory note attached to the design solution, it is necessary to provide drawings and a description of the structural elements and materials used. 4. ORGANIZATION AND HOLDING OF THE COMPETITION The procedure for organizing the Competition is assigned to the organizing committee consisting of: - Karev V.N. - First Deputy Chairman of the Tambov Regional Duma, coordinator of the regional project "Historical Memory"; - Krasnyansky M.N. Candidate of Technical Sciences, Associate Professor, Deputy Director of the Institute of Architecture, Construction and Transport of the TSTU; - Zelenin G.V. - Candidate of Pedagogical Sciences, Associate Professor, Deputy Director of the Institute of Architecture, Construction and Transport of TSTU; - Ledeneva G.L. Candidate of Architecture, Professor, Head of the Department of Architecture and Construction of Buildings, TSTU; - Popov A.A. - Deputy Chief of Staff of the Regional Duma of the Tambov Region; - Starkova T.V. Associate Professor of the Department "Architecture and Construction of Buildings" of the Institute of Architecture, Construction and Transport of the TSTU; To conduct the Competition, regulate the relationship between its participants and create equal conditions for competition through the objectivity of project evaluation, a competitive expert commission is created for a term of office until May 15, 2017. The composition of the competitive expert commission includes leading architects and representatives of the architectural community of Tambov. CEO non-profit partnership“Self-Regulatory Organization (NP SRO) “Union of Tambov Builders”; - Filatov A.A. - chief architect of the Tambov region, head of the department of architecture of the administration of the Tambov region; - Vasilenko V.V. - Member of the Union of Architects of Russia, Chairman of the Tambov branch of the Union of Architects of Russia, Vice-President of the Self-Regulatory Organization NP "Interregional Association of Design Organizations"; - Popov S.A. - Member of the Union of Architects, Director General of LLC "AS-NOVA"; - Ermakov V.P. General Director of Tambovspetsstroy LLC. - secretary of the competition commission - Starkova Taisiya Viktorovna (tel. slave, mob). The work of the members of the expert commission is carried out free of charge. The main tasks of the competitive expert commission are: - organization and holding of the competition; - creation of equal conditions for all participants of the Contest; - organization of an independent expert evaluation of projects submitted for the Competition; - observance of the principles of publicity in covering the results of the commission's work. Solution working group on determining the winner based on the results of the Contest is drawn up in a protocol on the results of the Contest, which is signed by all members. Encouragement for projects that won: - first place in rubles; - second place rubles; - third place rubles. Encouragement for the best projects: - letters of thanks from the regional Duma; - letters of thanks from Tambov State Technical University. 5. CONDITIONS FOR ACCEPTANCE OF COMPETITION WORK. COMPOSITION OF THE PROJECT

The minimum composition of the project: the general plan of the memorial M 1:100 (or 1:200) the facade of the memorial M 1:25; 1:50; 1:100; explanatory note (no more than 3 A4 pages). The graphic part is presented on a 60x80cm tablet at the address: Tambov, st. Michurinskaya, 112, building. REQUIREMENTS FOR PROJECTS The author may use arbitrary architectural graphics, including computer graphics. The master plan shows the location of the object relative to the roadway, landscaping (landscaping, sites, paths). Elevations, materials and structures used (if necessary) are shown on the facades. The explanatory note briefly describes the concept of the project proposal, the materials and structures used. 7. EVALUATION CRITERIA Compositional design and artistic unity, the integrity of the overall architectural solution. Argued choice of building materials used in the context of the overall volume-spatial composition. The quality of the graphic materials. Completeness of design solutions, suitability for production, compliance with the goals and objectives of the Competition.
