Kherson State Maritime Academy (KSMA) was established in 2007 on the basis of the Kherson Maritime College, which was liquidated, and the property of the private Kherson Maritime Institute transferred to state ownership.

Today Kherson State Maritime Academy is state university accredited by III level.

The Faculty of Navigation and Ship Power Engineering of the Kherson State Maritime Academy trains specialists of the educational qualification level "bachelor" and "specialist".

For the training of specialists at the educational qualification level "bachelor" in the Kherson State Maritime Academy, citizens of Ukraine with a complete secondary education and persons who have received the educational qualification level "junior specialist" are accepted.

On the basis of the educational and qualification level, junior specialist (for a shortened period of study - 2 years), applicants pass entrance test in the form of a test vocational training. Admission of this category of applicants is carried out on the condition of studying according to integrated curricula.

According to the educational and qualification level of a specialist, on the basis of the educational and qualification level of a bachelor, admission is carried out on a competitive basis based on the results of entrance professional tests. Duration of study: full-time education - 1 year 6 months, extramural training - 1 year 10 months.

Education at the institute is carried out at the expense of the state budget or at the expense of individuals and legal entities.

Students undergo educational, industrial and other practices in the laboratories, workshops available at the Kherson State Maritime Academy, on their own training and production vessel OM-106, on the ships of national shipping companies, leading shipbuilding enterprises of Ukraine, as well as on modern ships of foreign shipping companies.

Honestly, I would like to deep meaning This phrase has taken root in our state, in our heads - respect for people, caring for them - one of the main meanings of state policy.

We will talk about reputation and people, and most importantly: we will tell the story from the lips of a man who lived for 41 years of his life at the Kherson Maritime Academy. He lived not just, but in a team that was able to create the very Kherson Maritime Academy, the results of which are shown to the President, the head of the Government, people's deputies ... Which, by the way, without exaggeration, is known all over the world.

Our interlocutor is Sinko Valentin Andreevich.

More than forty years of experience in KSMA, Sinko is known from the first assistant to the captain of the UPS "Tovarishch", the head correspondence department, head of the radio engineering specialty to vice-rector for educational work.

Currently Valentin Andreevich works as an associate professor of the department of ship management and performs the duties of an authorized representative of the Ministry of Education and Science for anti-corruption activities of the KhSMA, teaches the discipline "Standards of the International Maritime Organization".

About his activities now, smiling, he says: “You know, they pay me money for being so old”:

I am 72 years old, when I asked the question that I would leave, they answered me: “No, work more and deal with this issue. Who takes - I know who took, I also know. 41 years in one place, what do you think... That's a lifetime. Now I don't break away educational process, I am a teacher, associate professor of navigation department. I saw how this school became. If I write a book, I even came up with a title for it - "Not the seven colors of the rainbow, but all the colors of the rainbow." Because I know as much as no one knows about it.

Maritime Education has its own characteristics. A cadet must have two educations in addition to practice. The first education is academic, the second is practical. He receives a swimming qualification, and the third is the mandatory certificates. “Sea-steamboats” is such a thing that is updated quite often, some new devices constantly appear. And then we decided to introduce additional simulator training. It is mandatory, it is checked in all ports of the world, emphasizes Valentin Andreevich.

The teacher also emphasizes that KSMA teaches according to two standards: Ukrainian and international. When developing curricula, these standards are accordingly taken into account.

To make it all work, in due time, the team had to make a lot of efforts. Moreover, the serious formation of the educational institution fell just on those 90s, when everything fell apart, and teachers in search of a “piece of bread” fled in all directions.

In the Union, the sailor was the best. She had the best base the best specialists, but with the advent of independence, there was no money. It was not possible to develop it further, it was necessary to look for money.

What is needed for the normal formation of an educational institution? First of all, frames. We need experienced professionals who can talk about all this. The second is the educational and laboratory base, which includes everything. In general, you need: laboratory, strength of materials, theoretical mechanics, training equipment. And, of course, there must be a good organization of the educational process. We need specialists - sea captains, senior mechanics, of course, electromechanics. And when a good captain receives from 10 to 20 thousand dollars a month, will he come to us? - recalls Valentin Andreevich.

Sinko recalls that the question of how to survive the school was raised sharply: out of 300 tons of cadets, few studied at the t rakte, the base was becoming obsolete before our eyes, for the administration of office equipment - one computer, they take away the naval department:

We must pay tribute to Khodakovsky, he knocked on all the doors. Then a decision was made: the mandatory development of the educational system and the search for investors. The first contacts were established with the Danube Shipping Company. We have concluded an agreement that 100 of our cadets can have a free practice. Further, Mr. Pyatakov, director of the branch of the Odessa training center, comes to us and offers his training base in exchange for renting our premises, and issuing certificates for cadets for 30 percent cheaper. We have agreed to these terms. Already at that time, the Odessa Academy was trying to seize us. They did not succeed, we defended ourselves. In the meantime, we have Marlow, they came with the Germans, and the Germans like order and discipline. We kept the official dress, kept the obligatory hoisting of the national flag. In the end, they settled on us. And they decided to invest in us: they bought equipment for us. Today it is about 30 million dollars. As a result, we have created such training islands that if we combine everything into one whole, we will get a steamship on land. People think - they got "millions", and, of course, "pinched off" themselves. But they do not understand that it is impossible to “pinch”. The Germans do not give money, they come and install equipment. As a result, our base turned out to be the best in Europe.

Quite right, and all sorts of complaints against Khodakovsky began. Kyiv people's deputies came with active checks: they searched and searched and did not find anything illegal, but poured a bucket of dirt on the leadership. Why all? Then, that soon the elections of the rector, and the academy can simply be torn apart. The aforementioned Mr. Pyatakov, who has already opened a private institute, takes an active part in all this, it is clear that he does not need our existence at all ... Pyatakov and representatives from Odessa open a private institute a year before. It's stupidity, renting a room from the State Academy, to open an institute. Why does it open? But because we have a serious competition, and he picks up everything that we did not take. Of course, you can also guess about the results of the work ... I don’t understand how he plans to get licensed, because this is a serious process. And then life will show ... I would like to emphasize that Pyatakov had the same training center ... And then, when we opened our center, all the cadets came to us. He lost a good number of men. Why do you think? That's right - people care about the result ...

Well, this is the second case, and the first is to remove Khodakovsky. And here slanderous slanders are “scribbled” and politicians “appear” as in a circus arena. Thus, they began to attack us! - says the teacher.

But the team did not remain silent, it is clear that the "tree and shadow" for them has long become a single whole ...

International cooperation of Kherson State Maritime Academy

In the field international cooperation behind last years the relationship with one of the largest crewing companies in the world - "Marlow Navigation" became the most productive.

For the cadets to carry out high-quality swimming practice and carry out research within the framework of research work, the company allocated a modern training and production vessel "Beluga Constellation" for the institute.

Through the joint efforts of the Kherson State Maritime Academy and the company, the simulator "Boat free fall", which costs more than 500,000 US dollars. This simulator is the only one in Ukraine. Another example of cooperation with the company is the implementation of a project of a communicative approach to learning English.

Today in Kherson there was a press conference of the rector Kherson State Maritime Academy Vladimir Khodakovsky about the alleged attempt of its raider capture by a private enterprise "Marine Institute of Postgraduate Education named after Rear Admiral F.F. Ushakov".

The dispute between the academy and the institute arose around the training center, located in the building of the former Kherson ship-mechanical technical school, now owned by KSMA, on the street. Ushakova, 20. The property of the training center - complex and expensive marine training equipment - is at the disposal of the institute. It turns out that one of the disputants is in charge of the premises, and the other is in charge of the equipment of the center.

Until recently, cadets and graduates of the academy could be trained in the training center of the institute. And this is not surprising, since there are no own teachers at the institute - academic work led by academy teachers. There are only two people on the staff of the institute itself - the rector and the accountant.

However, recently the rector of the institute Eduard Pyatakov denied Vladimir Khodakovsky the right to train cadets, which caused a scandal. Kherson journalist acting in the interests of the rector of the institute Kirill Stremousov accused the head of the academy of corruption. And he, in turn, accused the institute of raider seizure of the premises where the equipment is located.

Kherson governor took the side of Vladimir Khodakovsky Andrey Gordeev, declared that there is no corruption in the academy. Eduard Pyatakov was supported by the chairman of the Kherson Regional Council Vladislav Manger: by his order, a commission was set up to investigate.

In this case, it is immediately evident that neither side gives the facts. Maybe not everything is rosy for each of them?

Who is guilty?

Story "Marine Institute of Postgraduate Education" started in Kherson back in 2000 - as branch of the Odessa training center. Little by little, marine specialists were trained on the basis of higher and secondary education. The modest educational building was located in the port - on Petrenko Street, 18, and the office - on Komsomolskaya, 2. There was a separate faculty in Nikolaev. Eduard Pyatakov, himself a former sailor, a graduate of Kherson Naval School (central school), became a maritime education businessman, lecturer and member of many specialized committees and councils.

Everything changed after the investment by the Ukrainian branch of a well-known international crewing company Marlow Navigation Ukraine $29 million to the new gym. In 2015, the branch became a separate institute. We purchased unique equipment, which is equivalent nowhere else in Ukraine. Education at the institute is paid and not cheap, but the certificates issued by it immediately give the right to work on any foreign ships. Marlow Navigation created a training center for specialists provided by the company to shipowners of the Black Sea-Mediterranean region.

Cramped spaces former branch not enough to accommodate the new training equipment. We agreed with the Kherson Maritime Academy - and occupied part of the classes at Ushakova, 20 for educational equipment. Yes, so confidently that even the sign at the entrance was changed from the academy to the institute.

But here's the problem - the occupation of the premises was not documented. Not as rent, not in any other way. This is what recently became the reason for the filing of a lawsuit by the academy demanding to evict the institute.

But for some time, the leadership of the Kherson Maritime Academy did not care about the arbitrariness of the Maritime Institute of Postgraduate Education at all. Maybe because the manager of the training facilities of the institute is Kherson Sea Center LLC, the founders of which are Eduard Nikolayevich Pyatakov and Alexey Vladimirovich Khodakovsky, son of the rector of the naval academy?

A private institute calmly used the premises for training sailors on simulators state academy and the work of teachers who received salaries from the state budget.

But recently something has changed. Eduard Nikolaevich and Vladimir Fedorovich did not share something - and the institute refused to let students of the academy into classrooms. Perhaps the time has come to issue certificates, each worth several thousand conventional currency units? Who knows.

What to do?

The situation was stalemate and intractable. It is expensive to dismantle and take out the training equipment. Destroying a unique training center for sailors is simply blasphemous. And there is a responsibility to the investor - an influential international firm.

The most reasonable solution would be to formalize everything according to the law: the contract, the lease, the rights of the parties. But retroactive registration immediately raises an official question: what happened before? And Andrey Gordeev's references to one hundred inspections of KSMA, which did not reveal corruption, will immediately become less convincing. So the parties to the conflict are trying to resolve the issue by scandalous methods: to force the opponent to make concessions and settle everything quietly.

Local authorities are not in a hurry to intervene and deal with the merits. Gordeev got off with a statement, Manger - with a commission, and the head of the Department of Education of the HOCA Yevgeny Krinitsky said that there were no grounds for revoking the license from the KSMA training center. Since there is no legal entity with the name of the KSMA training center in Ukraine, it can be assumed that Evgeny Anatolyevich meant the “Marine Institute of Postgraduate Education named after Rear Admiral F.F. Ushakov”. They try not to advertise the fact that this is a separate legal entity - the mentioned issues of rent, etc., immediately arise.

And the seafarers who suffer from all this confusion, who cannot be trained and, possibly, receive Required documents for a profession. The prestige of one of the oldest maritime educational institutions in Ukraine, the Kherson Naval Academy (founded in 1834), which has fallen into an unsightly history, is also suffering.

Otherwise, it may be questioned and removed.
