Improvement of domestic territories in Russia is referred to the competence of regional and local authorities. However, with the exception of Moscow, partly the Moscow region and St. Petersburg, the relevant authorities almost do not allocate funds for these purposes. At best, improvement is limited to the central part of the regional "capitals". As a rule, this is justified by the lack of funds in local budgets.

Federal beautification program

In 2017, under the auspices of the Ministry of Construction of the Russian Federation, the project program "Comfortable urban environment" was adopted. It is valid until 2022. The total amount of funding under this program is more than 42 billion rubles, of which approximately 25 billion rubles are planned to be allocated from the federal budget for the improvement of courtyard areas. The constituent entities of the Russian Federation should also take part in this program by allocating about 17 billion rubles for its implementation. The distribution of federal funds depends on the activity of regional authorities and the local population.

Any settlement with more than 1,000 residents can receive funding for the improvement of courtyard areas in 2019-2022. To be included in the program, the corresponding territory must be transferred to the shared ownership of residents of adjacent houses. After completion of work at the “state expense”, all further expenses for the repair and maintenance of courtyard areas are completely shifted to the owners, i.e. residents. They can participate in this both in cash and in kind (“subbotniks”, etc.).

The following works are being carried out under the federal project:

  • installation of garbage bins and containers;
  • installation of benches;
  • organization of car parking;
  • installation of lighting equipment;
  • repair of yard passages;
  • equipment for children's and sports grounds;
  • landscaping.

According to the Ministry of Transport of the Russian Federation, in 2017-2018, more than 20,000 households in different cities of Russia were landscaped as part of this program. Among the leading regions in the implementation of this project:

  • Kaluga region;
  • Krasnoyarsk region;
  • Chechen Republic;
  • Kaliningrad region;
  • Tomsk region.

Improvement of courtyards in Moscow and the region

In the capital of Russia, the corresponding city program was adopted back in 2011. Since 2015, the city program “My Street” has been operating, within the framework of which the repair and improvement of Moscow courtyards is also carried out. The ideologists of these projects were the influential Strelka Institute of Architecture and Design (chairman of the trustee A. Mamut), as well as the Danish architect Jan Gale, who was invited to Moscow by the city authorities in 2010. The validity period of Moscow improvement programs has been extended for the period 2019-2022.

At present, about 25,000 courtyards have been “ennobled” in Moscow. An active arrangement of adjacent territories is being carried out in the so-called. "New Moscow" ( former districts Moscow region southwest of the capital). In addition to standard work, similar to those carried out under the federal project, the capital's programs include:

  • expansion and repair of sidewalks;
  • establishment of cycle paths and parking lots;
  • laying tiles instead of asphalt pavement;

  • designer landscaping.

In 2019-2022, the city government plans to focus on the repair and maintenance of already landscaped courtyard areas.

Critics of the Moscow authorities say that such improvement is too expensive. In particular, in 2017 alone, about 200 billion rubles were allocated for it from the Moscow budget. This not only far exceeds the costs of a similar federal program, but more than the total budgets of many regions of Russia. The well-known economic geographer and specialist in territorial policy N.V. Zubarevich called such expenses for the improvement of Moscow "defiant consumption against the backdrop of an impoverished country." In addition, many note the lack of transparency in the distribution of funds for city projects, overestimated estimates, various abuses, poor quality of work performed, and a refusal to take into account the opinions of residents.

In the Moscow region, there is a program for the improvement of yard areas in many respects similar to Moscow projects. A special regional law was adopted, containing "uniform standards" for such improvement. In 2018, by order of the governor, a specialized regional ministry was established. Every year, approximately 1300-1500 households are "ennobled" in the Moscow region. On the other hand, the amount of funds allocated for these purposes in the Moscow region is several times less than in the capital. Critics point out the poor quality of the work carried out, various violations. The allocated funding in the Moscow region is often not enough to repair and maintain the already equipped yards.

Experts from the Center for Monitoring the Improvement of the Urban Environment checked how the federal project is being implemented in seven regions: Chuvash Republic, Voronezh Region, Primorsky Territory, Tula, Novgorod and Tomsk Regions, as well as in the Republic of Udmurtia. As it turned out, a common problem for all regions is that residents are poorly informed about the project and opportunities to participate in improvement. The activists sent a complete list of all detected shortcomings to the Ministry of Construction of Russia.

According to experts, in the Chuvash Republic, only the draft state program for the formation of the urban environment for 2018-2022 is posted on the official website of the Ministry of Construction. At the same time, meetings of interdepartmental commissions are held less than once every three months, and the head of the region does not personally oversee most of the events. As of October 31, 2017, out of nine municipalities, only two have completed all the improvement works.

An on-site check showed that the municipal improvement program of the city of Cheboksary included courtyard areas that had already been put in order in 2013-2016. In addition, in many cases, when forming a list of objects and draft designs, citizens were given samples of only one manufacturer, and when designing, the standards for creating a barrier-free environment for people with limited mobility were not observed and were not taken into account.

“In the Voronezh region, as it turned out, when applying for improvement, residents did not receive the number of the submitted application in their hands. In connection with the accelerated deadlines for the formation of applications in 2017, plans for the improvement of courtyard territories were developed without taking into account the opinion of citizens, and in fact were imposed by the district administrations. The residents had to approve all this, because otherwise the yards could simply not get into the project,” said Svetlana Kalinina, coordinator of the Center for Monitoring the Improvement of the Urban Environment, a member of the Central Headquarters of the ONF.

At the same time, the websites of some municipalities in the Voronezh Region do not contain information on the implementation of the “Formation of a Comfortable Urban Environment” project, despite the fact that all programs must be posted on the websites of municipalities. Also, several cases of changes in the plans for the improvement of yard territories approved by citizens were recorded, since the financing of the project decreased. One of the problems faced by the experts in the region is the lack of properly formalized rights of citizens to land plots under multi-apartment buildings (MKD). Because of this, problems arise for the further maintenance of the courtyard area and property located on it.

Thus, in the Primorsky Territory, demarcated yards owned by residents of MKDs were not included in the program for the formation of a modern urban environment. In addition, it turned out that most residents of the region do not know about the implementation of the project and, accordingly, do not participate in decision-making. At the same time, a meeting of the regional interdepartmental commission is held less than once every three months.

Based on the results of the inspection in the Tomsk region, the experts of the Center concluded that the representatives of the authorities responsible for the implementation of the priority project should be trained in the rules for holding meetings, the basics of information transparency and control over the quality of work. It turned out that the landscaping program for 2018–2022 do not include applications from residents who did not qualify for the program in 2017, but require people to re-collect documents and submit applications.

“Obviously, there are problems in the region with an integrated approach to the implementation of a priority project,” explained Rodion Gazizov, coordinator of the ONF Center for Monitoring the Improvement of the Urban Environment in the Tomsk Region. – For example, when landscaping a courtyard area, attention should be paid not only to asphalt paving, but also to the arrangement of storm sewers, the appearance of the facade of the house, and the presence of sidewalks. It is also important that residents do not have questions about the adequacy of the ratio of the amount of work actually carried out and their cost, so you need to talk with people, consult, take into account their opinion, explain what, how and why will be done.

In the Tula region, experts encountered the poor quality of landscaping work. For example, in regional center at 4 Leiteizena Street, the work has already been completed, however, according to the residents of the house, there are many shortcomings left: for example, there is no lawn on the territory, there is dirt around the slides and horizontal bars. People are also dissatisfied with the fact that they have lost benches near the entrances. In the Novgorod region, according to experts, the authorities approached the implementation of the project formally. In practice, it turned out that when creating a modern urban environment, officials limited themselves to asphalting courtyards. In addition, the developed design projects were not approved by residents in certain districts of the Novgorod region, and the opinion of public activists was not taken into account during meetings in public commissions.

In Udmurtia, there were also comments on the quality of landscaping work. Asphalt roads were also only repaired in almost all checked yards, and not everywhere with high quality. “Every time we remind you that the priority project “Creating a Comfortable Urban Environment” is aimed at involving residents themselves in the improvement processes, making courtyards and public spaces more convenient for them. The really good news is that the federal program for the improvement of yard areas is coming into effect in the period from 2018 to 2022. The federal government allocates an amount of 20 billion rubles from its budget. The money will be distributed among the regions, their administrations will have to think over the correct scheme for the further use of these funds.

Specifically allocated money is intended for the improvement of public places. Permits from ordinary residents to improve squares and parks are not required, since their rights have been violated in this case will not. Regional distribution

Adoption of municipal programs

The municipal program for the improvement of yard areas, starting in 2018, includes a list of addresses of adjacent plots of apartment buildings in need of improvement. Government Decree of the Russian Federation No. 169 regulates that approval must be made no later than December 31, 2017.

Which communities can participate in the program?

The further fate of each yard depends on the will of the inhabitants of the house. The meeting must decide what improvements should be made. If additional types of work are expected, it is necessary to find out whether the tenants are ready to participate in this materially and personally. At the meeting, a person is selected who will further represent the interests of the residents of the house and monitor the safety of the acquired improvements.

Participation can be:

  1. Labor. It is free and voluntary. This is participation in subbotniks, construction and painting works, installation of trash cans and benches, gardening, cleaning the territory.
  2. Financial. This means funds collected in the form of lump-sum payments (the amount must be at least approved in the decision of the meeting), and the involvement of sponsors.

Meetings can be organized by: the housing and communal services board, the management company or initiative residents. What is needed to include the local area in the improvement program

  3. Draw up a yard plan with proposed improvements.
  4. Conduct a general meeting of tenants, after which a protocol will be drawn up.
  5. Submit an application for participation in the program to the municipal authorities.

If, according to the cadastral passport, there are several houses in the adjacent territory, then representatives of each of them should be in the initiative group.

The drawing indicates existing objects and planned ones. Proposed innovations must comply with the municipal program. For example, the installation of a monument in the courtyard may not be included there.

A positive decision is made if the majority of those present at the meeting voted for it. Following the results of the meeting, a protocol is drawn up.

Then, an application for improvement is submitted to the municipality.   • 28,607 m2 of sidewalks are paved with granite slabs in two shades: dark - along the roadway and light - for the active pedestrian zone.
  • The total area of ​​pedestrian space has increased by 7,267 m2.
  • Sidewalks have become more spacious - their average width has almost doubled.
  • 11 steles of information and navigation have been installed, and at stops there are electronic boards with transport schedules.
  • Comfortable street furniture and new trash cans appeared on Tverskaya.
2) EFFICIENT SPACE ORGANIZATION
  • The new asphalt pavement on the roadway is laid with a modern seamless method that will extend the life of the pavement.
  • A special parking lot for taxis for 15 cars has been created.
3) CLEAR SKY
  • All air communications have been moved to underground cable channels with a length of 28,480 meters.
  • The length of the installed cable lines is 6.5 km.
  • Maintenance of cable lines is provided through 105 cable wells.
4) THE RETURN OF LIP TO TVERSKAYA
  • About 100 trees - lindens and some others - will be planted directly into the ground in October. The roots of the trees will be protected by a special grate and a granite curb.
  • In addition, 1,760 m2 of new lawns have been laid.
5) QUALITY MODERN LIGHTING AND CLEAN FACADES
  • New additional lamps with LED lamps have been installed.
