1. Departmental awards of the Ministry of Education and Science of the Russian Federation have been established:

Gold badge of distinction of the Ministry of Education and Science of the Russian Federation persons are awarded for merit in labor and continuous work for at least 15 years in the field of education, scientific, scientific and technical activities, upbringing, guardianship and guardianship of minors, social support and social protection of students educational organizations, youth policy, other areas of responsibility of the Ministry of Education and Science of Russia.
Medal of K.D. Ushinsky are awarded to citizens of the Russian Federation from among teaching staff and figures in the field of pedagogical sciences (as a rule, doctors of pedagogical sciences) who have made a significant contribution:
- in the development of issues of theory and history of pedagogical sciences;
- in improving the methods of teaching and educating the younger generation, the cultural and moral development of the individual;
- in the development of textbooks and teaching aids, as well as educational materials.
Medal L.S. Vygotsky awarded to citizens of the Russian Federation from among the teaching staff and figures in the field psychological sciences(usually Doctors of Psychology) who have made significant contributions to:
– in the development of the cultural-historical approach in psychology;
- in improving the methods of psychological and pedagogical support of citizens;
– in the scientific and methodological support of psychological support.
Honorary title “Honorary Worker of Education of the Russian Federation” awarded for:
- significant achievements in the field of education of children and youth;
– significant progress in the development of the system of education and family placement of orphans and children left without parental care, protection of their rights;
- many years of conscientious work in the field of education.
Badge “For Mercy and Charity” are awarded for:
– systematic material and non-material charitable assistance in organizing and holding events for children and youth;
– personal financial and other assistance to organizations that carry out educational activities, in the development of their material and technical base and the provision of material support to individual students and pupils;
– personal material and non-material participation in the development and practical implementation of evidence-based support programs for socially vulnerable children and youth.
Honorary Diploma of the Ministry of Education and Science of the Russian Federation are awarded for:
- significant achievements in the field of education;
– significant achievements in the field of scientific, scientific and technical activities;
- significant achievements in the field of education, guardianship and guardianship of minors;
– significant achievements in the field of social support and social protection of students;
– significant achievements in the field of youth policy;
- many years of conscientious work;
– effective and impeccable state civil service, municipal service.
The new system of awards in the field of education will drastically reduce the number of labor veterans and will allow to recognize the merits of managers.
Order No. 1223 of September 26, 2016 "On departmental awards of the Ministry of Education and Science of the Russian Federation" significantly changed the current system of awards. Only gratitude and a certificate of honor from the Ministry of Education and Science of the Russian Federation remained unchanged. Instead of the titles "Honorary Worker" of different levels of education - primary, secondary, general, professional - a single title "Honorary Worker of Education of the Russian Federation" was introduced without division into types of institutions. There was an award for a huge army of workers in additional education: "Honorary worker in the field of raising children and youth of the Russian Federation." The title "Honorary Worker of Science and Technology of the Russian Federation" will be awarded primarily to representatives of science working on university educational programs.
The K. D. USHINSKY medal was established for those who have merit in the field of theory and history of pedagogical sciences. It will be awarded, as a rule, to doctors of pedagogical sciences. The L. S. VYGOTSKY medal is proposed to be awarded to pedagogical workers and figures in the field of psychological sciences - as a rule, doctors of psychological sciences.
The Golden Badge of Distinction of the Ministry of Education and Science of the Russian Federation will also become new. The quota that remains for other types of incentives does not apply to him - one awarded for 200 employees.
According to Marina BUROVOY, Head of the Human Resources and Civil Service Department of the Regional Ministry of Education and Science, from now on only a gold badge gives the right to receive the title of Veteran of Labour. Previously, the owners of any departmental awards (with the exception of gratitude from the federal department) became veterans. BUROVA clarified that all awards that were received before July 1, 2016 give the right to confer the title of "Veteran of Labour", and for those awarded after July 1, a different procedure comes into force.
“To receive a gold badge, a person must have at least 15 years of work experience in the field of education, at least 3 years in an educational organization that submits an award. Only those who already own one of the departmental awards of the Ministry of Education and Science of the Russian Federation of any denomination, such as an honorary title, badge or medal, are presented for the gold badge,” explained Marina BUROVA. At the same time, she specified that the title of "Honorary Worker" of any level of education used to be called a badge.
It is noteworthy that, according to the order of the Ministry of Education and Science, it is not allowed to award a badge of distinction in connection with the anniversary of the organization or the employee himself.
Documents for the award of the "Golden badge of distinction of the Ministry of Education and Science of the Russian Federation" are sent for approval to the regional governor. There are no federal payments or benefits to the recipients of the new top honors award, but educational organizations or municipalities may set their own incentive payments for them.
– The reward system was somewhat leveled and required updating. In fact, we adjusted the incentive system in such a way that as many people as possible received the title of “Veteran of Labor”. Now, probably, there will be a more careful selection of candidates. It is necessary to present for awards not only in connection with a person’s retirement or his anniversary, but also in order to mark the worthy, their merits.
Yes, the number of labor veterans will decrease sharply. But, on the other hand, a very significant problem is being solved: recently we could not award industry awards to employees of educational authorities. The new gold badge can also be awarded to managers - both at the municipal and regional levels, that is, a wider range of employees. There are no quotas, but responsibility for those documents that we submit, introducing a person to the highest sign differences, very high - after all, the document will be coordinated by the governor of the region.
Our regional position on the title of "Veteran of Labor" remains in force. The title will still be able to be awarded to those who received letters from the governor or the Legislative Assembly of the Chelyabinsk region.

- revealing the potential, talent of students;
- preparation of winners of regional olympiads for participation in regional and global competitions;
- creation of author's educational methods, scientific programs, feature articles and other materials.
Attention! Upon retirement, an honorary worker can apply for the status of "Veteran of Labor" and receive all the privileges due to this category of citizens, provided that he has earned the "Golden Badge".
Compensation for honorary employees
It should be noted that the salary of a teacher depends on many factors, including experience and position, category and level of qualification. Industry honorary titles entitle applicants to an additional cash bonus. Its size is determined at the regional level and approved by local acts of the educational institution.
Contracts establishing the amount of the premium:
- collective agreement;
- payment statement;
- labor contract.
The local authorities themselves determine the level of additional payments for award bearers, on average, the following percentages are set:
- 10% for honorary workers;
- 15-20% - honored teachers;
- 10%, education staff can count on this level;

Other allowances due to teachers are charged on the rate, taking into account the additional payment for the honorary title. Consequently, the basic part of teachers' earnings increases. In rural areas, the same calculation scheme applies, where all related surcharges are charged to the rate after the bonus for the title of an honorary worker.
The status of "Honorary Worker" does not give its owner any additional benefits at the level of the Federation of the Russian Federation. But local authorities are free to establish other general privileges for teachers in their region. These can be additional vacation days, regional surcharges, discounts on utilities, travel benefits.
Honorary worker and labor veteran, what is the connection?
The presence of the status of "Honorary Worker", and in the future the mark "Golden Badge of Distinction of the Ministry of Education and Science of the Russian Federation" entitles the teacher to the title of "Veteran of Labour". It occurs when you reach retirement age. This possibility is guaranteed by Art. 7 of the Federal Law "On Veterans" (draft dated January 12, 1995).
